New Operations Office Otter Brook Dam Lake, Keene, NH 30 August 2019
Background:
Otter Brook Dam was constructed between 1956 and 1958 at a cost of $4.4 million. The dam is located on Otter Brook, a tributary of the Branch River, which in turn is a tributary of the Ashuelot River. The dam is designed to reduce flooding in Keene, as well as other communities along the Connecticut River.
The Operator’s Quarters were built originally to house the Dam Operator and his family. Advances in technology allow the gates to be operated remotely; thus Dam Operators are no longer required to live at the dam’s location. The Operator’s Quarters are now in a dilapidated condition. Although renovation of this structure was initially envisioned, the decision has been made to demolish this building, and construct a new structure to serve as the operations office.
Project Scope:
The Contractor shall provide the necessary supervision, materials, labor and equipment, and incidental and supplemental related work for the design and construction of the project outlined below.
Field verify existing conditions, and measurements and dimensions prior to any design and construction activities.
Perform an existing topographical survey of the work area.
Retain a licensed geotechnical engineer to oversee the subsoil investigation on or around the proposed building to determine characteristic of the underlying supporting soil as well as the depth and extent of existing bedrock within the proposed building footprint. Prepare a geotechnical memorandum outlining the findings of the investigation, foundation design recommendation and construction recommendation. Should bedrock be encountered during the subsoil investigation that is within the depth of excavation for the proposed structure, promptly notify the COR on the depth and extent of bedrock encountered for evaluation. Geotechnical memorandum shall include recommendation on rock removal approach.
Retain licensed professionals to undertake the design of the new operations office conforming to requirements stipulated in the solicitation documents.
Demolish entire existing building, including all basement and foundation structures.
Hazardous materials contained in the building shall be appropriately mitigated prior to and during its demolition. Limited hazardous materials evaluation has been conducted on the existing operators’ quarter building. Information on these materials will be made available.
Excavation for building foundation as well as provision for radon mitigation under the basement slab.
Construct a single story office building with an unfinished 8’ headroom minimum concrete basement. Basement walls shall be incorporate waterproofing membrane and drainage board with integral filter fabric tied to the perimeter foundation drain. Building exterior to have a standing seam metal gabled roof with horizontal durable lapped exterior wall finish.
The project office will have five individual offices for the full time operators and an open floor plan seating area for 4 summer rangers. A meeting room, file storage room, kitchen, accessible guess bathroom for visitors and a larger staff bathroom for the operators complete the interior spaces of the building.

Prior evaluation reveals the presence of radon gas in the basement which necessitates the incorporation of a radon gas mitigation system under the basement slab. Water treatment system will also need to be installed to address the presence of radon, lead, coliform, sediment and hard water condition.
Sanitary drain from the building will be connected to an existing leach field. Assess the condition of existing sanitary drain system, including the leach field, for its adequacy to service the new building requirement. Notify COR promptly for any concerns encountered during its assessment.
The building will incorporate sustainable design requirement for new construction to the extent that is practicable.
Reconstruction of the existing paved driveway to the building and develop a new paved 10 POV parking area.
Provide temporary fencing around active work area during construction to preclude access by general public for security and hazard mitigation.
