REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES

1. Will USACE provide a tax exempt certification for materials incorporated into the project?

RESPONSE: Please see response to Amendment 0003, #62.

2. The contract drawings appear to have switched the Northing and Eastings in all of the coordinate boxes. Can you please check and confirm?

RESPONSE: See revised C-101 to C-110 drawings under Amendment 0005.

3. G-101 and the GC contract drawings have scales which appear to be incorrect. Can you please check the scaling and revise drawings accordingly?

RESPONSE: See revised G-101 and GC101 to GC105 drawings under Amendment 0005.

4. Can you make the CAD files available to the bidders?

RESPONSE: CADD files were made available under Amendment 0003.

5. The prevailing wage rates appear to be a year old. Please revise to the present rates.

RESPONSE: An updated Wage Determination was included under Amendment 0004.

6. Union contractors will be subject to annual rate inflation, will non-union contractors be subject to increases to prevailing wage?

RESPONSE: All contractors, whether they are union or non-union, are required to pay their workers prevailing Construction Wage rates for the duration of the contract.

7. Due to the size and complexity of this proposal response, we respectfully request a two-week extension.

RESPONSE: Proposal due date is extended to August 30, 2019 at 2pm local time.

8. Has the USACE or their consultant prepared a Cultural Landscape Report per the Secretary of Interior’s standard for the treatment of cultural landscapes? If so, will USACE provide the report to contractors? If not, will this be a requirement of the selected contractor?

RESPONSE: The contractor is not required to prepare a Cultural Landscape Report per the Secretary of Interior’s Standard for the treatment of cultural landscapes.

9. In drawings C-101 thru C-110, the phragmities excavation areas are 1) hatched to indicate MA Lined landfill, 2) hatched to indicate out of state non-RCRA, or 3) not classified by a hatching. Is the disposal for the all phragmities excavated materials MA Lined Landfill? If not, please provide guidance for all excavation areas without a disposal hatching.

RESPONSE: The disposal of phragmites excavated from within flood control channel shall be disposed in accordance with the adjacent excavated sediment hatching. Disposal of phragmites beyond the flood control channel shall be MA lined landfill.

10. Drawing C-108 and C-109. The Agassiz Road Culverts are to be excavated. The areas north of the culverts is designated MA Lined Landfill and the areas south are Out of State Non-RCRA, but the culvert excavation is not hatched. Please indicate the disposal classification for the culvert excavation.

RESPONSE: See response to RFI question #48 under Amendment 0003.

11. Specification 01 74 19 Part 1.1 states that contractors “Divert a minimum of 60 percent by weight of total project solid waste from the landfill.” Does this statement apply to excavated sediments, which are identified for disposal at landfills per the contract drawings? Can you please clarify this specification requirement?

RESPONSE: This statement does not apply to excavated sediments. It applies to general construction waste.

12. Are Blueback Herrings being transported around the flood control structure (installed during Phase I between Area 6 and 7) by the USACE or other entity during the spring and fall windows? If not, does the existing structure presently in place allow for safe passage? If yes, can you provide the name and contact information for the company/agency presently performing this work?

RESPONSE: The contractor will be responsible to ensure that blueback herring can reach areas upstream and downstream of the project either by allowing free passage in the river or by truck transport. The Corps will not be transporting the fish. The current flow restriction control structure does allow fish to pass.

13. Specification section 31 01 00 3.2 E. 9. States: Sheet piles installed within 25 feet of the 59 Fenway Fire Signal Station buildings shall remain in-place and the locations shall be surveyed and marked on the As-Built Drawings. During backfilling and compaction, bracing shall be removed once backfill is within 2 ft of the bracing.

Sheet piles to remain in-place shall have the top 5 feet cut and removed, unless located within 5 feet of a building. Does this only pertain to temporary shoring to be used between Dredge Area 11 and 12? Please indicate where permanent sheeting is to be installed at 59 Fenway Fire Signal Station, if any.

RESPONSE: This requirement only pertains to temporary sheet piles. There is no permanent sheet pile requirement.

14. The site plan drawings (C101 – C111) classify excavated material disposal classifications outside the shaded limit of excavation. Does any of this material require removal and disposal?

RESPONSE: The only requirement for excavation and disposal of material is within the shaded limit of excavation.

15. In response to Amendment 0003 Question 62, it states in part that "... After award, the contractor may submit an applicable tax exempt form for materials for Government review and signature. However, the Government will not provide a blanket exemption form." Please clarify whether bidders shall carry sales tax in their bid for permanent materials incorporated into the work.

Please clarify whether the cost for police details that are paid by the contractor are to be included within Bid Items 1-25, or whether they are separate from Bid Items 1-25 and shall be invoiced/reimbursed separately by USACE in addition to Bid Items 1-25 as performed on other projects.

RESPONSE: See subpart 1.5 of Specification Section 01 22 00. The costs for police details per the Offeror’s means and method of work shall be included in the listed item most closely associated with the work involved within the bid items 0001-0025.

17. Based on questions that have still have not been answered, please consider extending the bid due date an additional week. If no extension, please consider a delivery/due date of Monday 8/26 at 2pm due to the need to ship the bid package? Or consider an electronic submittal?
