Amendment 0003
REQUESTS FOR INFORMATION AND GOVERNMENT RESPONSES
1. Bid solicitation page 38 of 86 and Specification Section 00 80 00 (1.6)(b) includes the Monthly Anticipated Adverse Weather Work Days, however the data shown on each page is significantly different. Please clarify.
RESPONSE: Specification Section 00 80 00 Special Contract Requirements is deleted in its entirety from the project specifications titled “Muddy River Flood Damage Reduction Project (Phase 2)” dated May 2019. Section 00800 Special Contract Requirements as part of the solicitation governs.
2. Please clarify who the bid bond should be made payable to.
RESPONSE: The STANDARD FORM 24 Bid Bond should be filled in accordance with the instructions on said form. The solicitation number of this solicitation and the Bid Identification information must be filled out.
3. Please provide dimensions of the existing concrete footing for the 8 ft security fence that is being removed at the fire alarm building.
RESPONSE: Exact dimensions of the existing concrete footing for the 8’ security fence is unknown. Offeror to assume bottom of footing to be 4’ deep with 3’ wide footing and 18” thickness for footing slab and wall. See revised key note 5 on sheet C-111 under Amendment 0003.
4. The contractor is responsible for removing and resetting lighting on the security fence per Sheet XC-111. Please provide existing light locations on security fence. Please provide existing conduit locations for lighting as well.
RESPONSE: Existing light locations are located at the top of every 4th existing fence post.
Conduits for the lighting is located at the top of the fence rail. See changes to specification and revised key note 5 on sheet C-111 under Amendment 0003.
5. It appears that excavation for the flood wall and repaving of lot on C-111 will be in conflict with the existing loop detectors at the security gate. Will the loop detectors be relocated by others prior to construction? Or will the contractor be responsible for maintaining or replacing in current location?
RESPONSE: Loop detectors will not be relocated by others prior to construction. Exact location of existing loop detectors at the security gate are unknown. Offeror is responsible for maintaining and replacing the loop detectors if disturbed during construction. Refer to General Note #4 on Contract Drawing G-003. See revised key note 11 on sheet C-111 under Amendment 0003.
6. Please refer to drawing CD-15. There is an X located in an area and the description is 24-2”M.
Please confirm that the X’s on the removal drawings indicate a single tree and not the entire cluster
RESPONSE: Per drawing CD-105, each X indicates a single tree removal. If cluster of smaller trees are around tree indicated for removal, the Offeror shall remove in coordination with the proposed landscape plans for restoration.
7. Specification 32 93 00, paragraph 2.2.1- Source, states top soil may be re-used from on-site stockpiles or imported from off-site. The physical properties and contaminant levels dictate whether existing top soil is suitable for reuse. Paragraph 3.2.3.1, makes reference to the required testing of top soil, regardless of its source, stating, one test for physical properties and organic matter content every 300 cy and one soil test for contaminants shall be submitted for each 2,000 cy of topsoil installed.
The actual physical and contaminant characteristics of the existing soils are unknown. For bidding purposes, how much loam should the Contractor include as imported and how much should be included as re‐use of existing?
RESPONSE: Offeror shall assume 100% reuse of existing top soil with fertilizers. Should additional top soil be required, quality and composition shall meet specification requirements.
See changes to specifications under Amendment 0003.
8. Specification Section 32 93 00 3.3.4.3 Backfill reads: Use soil test results to determine if material excavated from plant pits is suitable for reuse as backfill. Excavated material which does not meet topsoil composition requirements for physical parameters shall be replaced with new topsoil. Excavated material which meets physical parameters but is low in carbon content may be augmented with leaf compost (1:1) mix. Because the actual physical and contaminant characteristics of the existing soils are unknown at this time, should the Contractor assume 100% re-use of the top soil with no amendments to the soil?
RESPONSE: Offeror shall assume 100% reuse of existing top soil with amendments. Should additional top soil be required, quality and composition shall meet specification requirements.
See changes to specifications under Amendment 0003.
9. Specifications 32 93 00 paragraph 2.2.9 , the turf reinforcement mat shall be 100% coir and not a mixture of coir and straw. The specification names North American Green Bionet SC150 BN as the acceptable product, however according to the manufacturer, the material is comprised of 70% Straw Fiber / 30% Coconut Fiber. Please advise.
RESPONSE: Turf Reinforcement Mat (TRM) shall be 100% coir. See changes to specifications under Amendment 0003
10. Site conditions have changed since the Contract Drawings were developed, and will continue to change until construction is implemented. How will the contractor be compensated for changes in sediment quantities and extent of invasive species removal areas from designated areas? Will a pre- and post-construction survey be performed to determine quantities?
RESPONSE: See subpart 1.2 of Specification Section 01 11 00 Summary of Work and Specification Section 01 71 23 Field Engineering for pre- and post-construction survey requirements.
11. How are police details/flagging to be paid?
RESPONSE: Arrangement for the payment of Police Details shall be made directly with the Police Department providing services.
12. During site walk on June 11, it was noted that invasive species were being removed in the vicinity of Work Areas 11 and/or 12 by others. Please clarify the scope of work being performed, the limits of invasive clearing work, and what post cutting treatment, such as herbicide application, is being performed.
RESPONSE: Phragmites removal is currently being performed by others. The work only involves cutting of the phramites and no removal of the root system or application of herbicide. The Offeror shall propose on the solicitation as shown on the plans and specifications.
13. Section 02 40 00 Paragraph 1.4 states that calculations must be provided that demonstrate:
“[T]he proposed diversion system(s) will pass displaced flow without exceeding 6 inches of river level change upstream or downstream of diversions at all times including high water and floods.”
General Note 6 on Drawing G-003 also states, “Contractor designed flow diversion system shall pass flow without exceeding six inches of river level change upstream or downstream of diversion at all times.” Please confirm that the intent of the specification is that any Contractor-designed water control system shall not cause water levels to increase more than 6 inches above what they otherwise would have been under existing conditions given the same flow rate. For instance, if the normal water surface elevation at a particular location in the channel is Elev. 1.5’ at 6 cfs, then it would be allowable to raise the water surface elevation at that location to Elev. 2.0’ with a diversion in place and flows of 6.0 cfs? Likewise, if a flow of 100 cfs results in a water surface elevation of Elev. 2.5’ at a particular location in the river under existing conditions, then it would be acceptable for the water surface elevation to be increased to Elev. 3.0’ with a diversion in place and the same flow of 100 cfs?
RESPONSE: The intent of the specification and drawing notes is that any Contractor-designed water control system shall not cause water levels to increase more than 6 inches above what they otherwise would have been under existing conditions given the same flow rate and downstream boundary condition (controlled by the Charles River). For the hypothetical flows and elevation combinations provided (Elev. 1.5’ at 6 cfs increased to Elev.
2.0’ and Elev. 2.5’ at 100 cfs to Elev. 3.0’) the interpretation of increased elevation of 0.5’ is correct.
14. Can flow be entirely blocked for short durations in isolated areas without bypass, provided that the upstream water surface does not exceed 6-inches above what it would otherwise be at the same flow prior to the removal of the blockage? Because of the backwater from the Charles Basin, it is understood that the channel will not be dewatered even if upstream flow is interrupted.
RESPONSE: Flow may be blocked in isolated areas without bypass provided that the upstream water surface does not exceed six inches above what it would be otherwise at the same flow and the same downstream boundary condition (controlled by the Charles River).
The contractor shall monitor conditions downstream of blocked areas without bypass to ensure that the Charles River is sufficiently backwatered so as not to dry out or strand wildlife.
15. Notwithstanding the 6-inch differential water level specification, is there an acceptable maximum water surface elevation that the river can be raised to and maintained at while diversions are in place? In other words, would it be acceptable to install a cofferdam that raised the river level to Elev. 3.0’ under low-flow conditions provided that under flood flows the differential water surface elevations do not exceed a 6 inch difference?
RESPONSE: There is no acceptable maximum water surface elevation established for the purpose of water control. As stated 02 40 00 Paragraph 1.4 of specification section 02 40 00, “…proposed diversion system(s) will pass displaced flow without exceeding 6 inches of river level change upstream or downstream of diversions at all times including high water and floods.”
16. Specification Section 01 11 00 Summary of Work - Section 1.2 states in part..."Excavate the river in the Backbay Fens area. Excavate five stretches of the Riverway section of the river. Perform the excavation work for Area 7 through Area 12 from downstream to upstream to the maximum extent possible." Downstream to upstream dredging is generally the reverse of common practice
- please clarify the rationale for this approach.
RESPONSE: The Offeror shall perform the excavation work for Area 7 through Area 12 from upstream to downstream unless otherwise approved by the Contracting Officer or Contracting Officer’s Representative. See changes to specifications under Amendment 0003.
17. The actual physical and contaminant characteristics of the existing soils are unknown. For bidding purposes, how much loam should the Contractor include as imported and how much should be included as re-use of existing?
RESPONSE: See response to question #11 above. See changes to specifications under Amendment 0003.
18. Please define the criteria of provisional acceptance for seeded areas and plantings.
RESPONSE: See subpart 3.4 of Specification Section 32 92 19 for seeded areas and subparts
3.6 and 3.7 of Specification Section 32 93 00 for plantings.

Page 45 of the RFP: “The Client shall complete Blocks 5–8 along with the two-page questionnaire and return to the Offeror in a sealed envelope.”
Question: Since offerors are required to submit only electronic (CD or DVD) files, please confirm that new PPQs solicited for this proposal may be returned to the Offeror without being in a sealed envelope. Additionally, please confirm that Clients providing PPQs may return completed questionnaires to Offerors as scanned PDFs, so as to avoid the burden of issuing return postage and mailing materials.
RESPONSE: There is no change in PPQ submission requirements provided in the solicitation at page 45, except as follows: The Offeror shall insert the sealed envelope in the package it is using to deliver its proposal on CD or DVD.
58. Due to the complexity of this project and the in-depth technical nature of this proposal, please grant a 3-week deadline extension.
RESPONSE: See response to question #51 above.

60. RFP Reference: Page 42 of the RFP: “11x17 PDF pages are acceptable for tables/graphic representations; however, each 11x17 page counts as two pages.” Question: Please confirm that the Offeror can submit project descriptions (for Factor 2, Team Experience) on 11x17-size pages.

RESPONSE: Yes, the Offeror shall install 2” grass pavers per Detail B2/S101 on sheet S-501 and as indicated on General Note #8 on sheet S-501. Not all details are shown on C-111 (Offeror referenced the incorrect sheet C-222) as the sheet shows the overall site plan of work at the Fire Alarm Headquarters and Key Note #1 on sheet C-111 references Architectural and Structural sheets and specifications for more details.
62. Will USACE provide a tax exempt certification for materials incorporated into the project?
RESPONSE: Please refer to clause 52.229-3. The contractor is responsible for determining tax liability for the project.
