SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
The general description below is given to indicate the approximate scope of this project only. It does not limit the work required under the project drawings and specifications.
This project consists of the following elements:
1. Install a U.S. Army Corps of Engineers owned bulkhead at the upstream end of each conduit (there are three parallel conduits) to dewater the conduits, one at a time. Divers will likely be required.
The bulkhead is to be inserted into the existing stop gate guide columns. The Contractor shall utilize the existing crane at the top of the gate tower, and shall provide his own operator. The bulkhead structure shall be moved two times in order to dewater each of the three conduits. The capacity of the crane is 22 tons.
2. Rebuild all six hydraulic cylinders, two at a time (i.e., per conduit). This consists of:
- Disassemble each cylinder.
- Once gate stem/piston rods and stem extension rods are free of the cylinder shell, hoist them up and out of the intake tower.
- Contractor takes all six gate stem/piston rods and stem extension rods, two at a time, to his shop for polishing/honing.
- Polish/hone the gate stem/piston rods and stem extension rods.
- Reassemble each cylinder.
- Replace all oil and water packings, rings and gaskets.
If the Contractor uses the gatehouse hoist for this work, the Contractor is required to inspect and certify the hoist prior to use. The Contractor is required to provide a qualified operator in accordance with Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1, Sections 15 and 16. Furthermore, if the gatehouse hoist is utilized, fall hazards will be present due to floor openings at every level of the gatehouse. The Contractor shall utilize a Qualified Person in Fall Protection in accordance with Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1, Section 21, to establish fall protection anchor points and to develop and implement a site-specific Fall Prevention Plan.
3. Replace one of the sump pump valves in the bottom level of the intake tower.
4. Modify the indicator rods (5 each, since one is already like this) to have them attach to the upper stem extension rod instead of the
SECTION 01 11 00 Page 1 gates.
5. Plug up the resulting holes left by the removal of the indicator rods in the gate bonnets.
There is an environmental low flow requirement of 50 cubic feet per second (cfs) that must be passed through both the Colebrook Dam and the Goodwin Dam, into the Farmington River downstream of the Goodwin Dam. This flow will be accomplished by having one of the gates that is not being worked on be opened enough to allow the flow through that conduit section. One gate open 0.2 feet is expected to provide a flow of 50 cfs, with the water depth through the main portion of the conduit expected to be 1.6 feet deep. This gate opening will be adjusted as necessary to produce the 50 cfs required flow during this project due to bulkhead leakage, gate leakage, weather conditions and how much flow seeps into the ground of the Goodwin pool when it is dewatered down to Elev 575. It is anticipated that no personnel will have to be in the conduit during the duration of this project.
All welding and grinding of painted surfaces will be performed in accordance with 29 CFR 1926.62.
Lead containing paint is present on the existing equipment involved in the work of this contract. The Contractor shall comply with the requirements of 29 CFR 1926.62 and EM 385-1-1 concerning work with lead containing paints and coatings.
Work in the gate chamber is considered work in a permit-required confined space and work impacting painted structures shall be completed in accordance with 29 CFR 1926.62 and EM 385-1-1. This space is considered a permit-required confined space due to the presence of tanksholding nitrogen located in the gate chamber.
The existing crane at the top of the Gatehouse was installed by the Metropolitan District Commission (MDC) for its hydroelectric operations and was last inspected on 27 September 2018. The inspection report is attached at the end of this section.

1.6 WORK SEQUENCE AND SCHEDULING
1.6.1 Work Requiring Lowered Pool Levels
A part of the work of this project requires the lowering of the water surface elevation of the Goodwin pool. The Colebrook Pool will not be lowered. Lowering of the Goodwin pool will be performed by the Government upon request by the Contractor. The Government requires that a "Written Request for Lower Pool Level" be submitted by the Contractor a minimum of seven calendar days prior to Government initiation of pool lowering.

These forms will be furnished to the Contractor and are included in the QCS software that the Contractor is required to use for this contract. Properly complete this form by filling out all the heading blank spaces and identifying each item submitted. Exercise special care to ensure proper listing of the specification paragraph and sheet number of the contract drawings pertinent to the data submitted for each item.
SECTION 01 33 00 Page 6
1.5.2 Submittal Format
1.5.2.1 Format of SD-01 Preconstruction Submittals
When the submittal includes a document that is to be used in the project, or is to become part of the project record, other than as a submittal, do not apply the Contractor's approval stamp to the document itself, but to a separate sheet accompanying the document.
Provide data in the unit of measure used in the contract documents.
1.5.2.2 Format for SD-02 Shop Drawings
Provide shop drawings not less than 8 1/2 by 11 inches nor more than 30 by 42 inches, except for full-size patterns or templates. Prepare drawings to accurate size, with scale indicated, unless another form is required.
Ensure drawings are suitable for reproduction and of a quality to produce clear, distinct lines and letters, with dark lines on a white background.
a. Include the nameplate data, size, and capacity on drawings. Also include applicable federal, military, industry, and technical society publication references.
b. Dimension drawings, except diagrams and schematic drawings.

Submit an electronic copy of drawings in PDF format.
1.5.2.2.1 Drawing Identifaction
Include on each drawing the drawing title, number, date, and revision numbers and dates, in addition to information required in paragraph
