REQUESTS FOR INFORMATION

REQUESTS FOR INFORMATION – Amendment 0001

1. Can the crane extend out? Is it cantilevered?

RESPONSE: The boom reach is variable, so yes, the length can change. Yes, it is cantilevered. The crane could be termed a small hammerhead boom crane. It extends in and out, and circles to the left and right, but does not rotate fully around.

2. Is there a range diagram for the crane?

RESPONSE: The Corps will provide a range diagram to the Contract Awardee. The crane is fully capable of lifting and placing the bulkhead as needed for this project.

3. When was the last inspection of the Gantry Crane?

RESPONSE: Kone Cranes does the crane inspections for the Corps. The latest inspection for the Gantry Crane inside of the Colebrook Gate Tower was in August 2016. The report is attached, below.

4. How long will it take to dewater the Goodwin Pool?

RESPONSE: As per Specification Section No. 01 11 00 SUMMARY OF WORK, Paragraph 1.6 WORK SEQUENCE AND SCHEDULING, Subparagraph 1.6.1 Work Requiring Lowered Pool Levels, “Thirty calendar days are required to fully lower the pool after initiation.” It should be noted that the Colebrook pool is not going to be lowered.

5. What is the capacity of the Service Bridge?

RESPONSE: The capacity of the Service Bridge is 34.2 Tons Inventory (ie everyday loads) and 56.9 Tons Operating (largest load allowed on the bridge). The maximum axle loads (for each individual axle) is 30.5 kips for Inventory and 50.5 kips for Operating.

6. How will the bulkhead be moved into place?

RESPONSE: The New England District will be responsible to move the bulkhead from its current location to a location closer to the Gate Tower and to a location from where the crane can easily pick it up. However, installation of the bulkhead using the gate will be by the Contractor.

7. Did the Corps mean to have the internal surface of the hydraulic cylinders (shells) honed as part of the re-conditioning of the hydraulic cylinders?

RESPONSE: No. This work element is not part of the scope. Only the stem extension rods/gate leaf stems were to be removed and polished.

8. Is there mud and debris on the sills?

RESPONSE: No. The Corps conducted Remotely Operated Vehicle (ROV) inspections of all three slots on 3 April 2019, and no mud or debris were observed on the sills.

9. Could the Contractor use an ROV instead of a diver to confirm the seating of the bulkhead against the intake structure?

RESPONSE: Yes, the Contractor could use an ROV instead of divers. The Corps does not tell the Contractor means and methods. The Dive Specification is included in case the Contractor elects to use divers.

10. Will there be current flowing at the intake structure when the Contractor puts the bulkhead in place?

RESPONSE: No. The Corps will have one of or both the emergency gate and the service gates closed on the conduit section that the bulkhead is to be placed in front of, in order to balance the head for the seating of the bulkhead.

11. Who built the gates and hydraulic cylinders currently in place in the gate chamber? Was it Rodney Hunt?

RESPONSE: As per the shop drawings submitted for approval, and included in the Information Drawings that are a part of this contract, the manufacturer of the gates and hydraulic cylinders was the Goslin-Birmingham Manufacturing Co., Inc. from Birmingham, AL in 1965.

12. What is the depth of the water in front of the intake structures?

RESPONSE: As per Specification Section35 25 00 UNDERWATER DIVING WORK, Paragraph 1.1.4 Depths of Diving Operations and Visibility, “Depths of diving operations will range between 100 and 125 feet below the water surface at the upstream end of the three conduits, and may include both clear and limited visibility conditions.”

13. Does the Contractor have to use Divers?

RESPONSE: No. The Corps does not tell the Contractor means and methods. The Dive Specification is included in case the Contractor elects to use divers.

14. Does the crane operator have to be licensed?

RESPONSE: Yes. As per Spec Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, Subparagraph

1.6.1.5 Crane Operators/Riggers, “Provide Operators, Signal Persons, and Riggers meeting the requirements in EM 385-1-1, Section 15.B for Riggers and Section 16.B for Crane Operators and Signal Persons. Provide proof of current qualification.”

15. What voltage does the MDC Crane run on?

RESPONSE: The MDC Crane, located at the top of the Gate Tower, runs on 480 volts.

16. Where will the bulkhead be located during the time of this project?

RESPONSE: The New England District will be responsible to move the bulkhead from its current location to a location closer to the Gate Tower and to a location from where the crane can easily pick it up. The bulkhead is expected to be in continual use in one of the three gate slots to dewater the passage of the conduit where the cylinders are being worked on.

17. Will Contractors be allowed to witness the bulkhead test currently scheduled for 29 May 2019?

RESPONSE: No. The Government will conduct the test, and record the conditions using their ROV. The Contract awardee will be provided with the results of the test.

18. Will the replacement of the P-seal on the bulkhead be a part of this project?

RESPONSE: No. Leakage is an inherent component of this project. Replacing the Pseal on the bulkhead is not to be considered part of the scope. Leakage is not expected to approach a magnitude that would pressurize the conduit.

19. Have the welds on the bulkhead been tested by Mag particle?

RESPONSE: The welds were tested in 1969 as part of the original construction of the bulkhead. The following comes from the original specifications: “Radiographic Inspection. – The Contracting Officer will require radiographic inspection of shop and field welds as designated on the drawings. Welds designated for radiographic inspection which are found inaccessible to a radiation source or whose geometry is such that radiographic examination is not feasible may be examined, upon written approval of the Contracting Officer, by other non-destructive methods, such as dye penetrant, magnetic particle, or ultrasonic tests.” The welds have not been tested since the original tests. A visual inspection was conducted during the spring of 2019, and no degradation was observed. The bulkhead has seen very little service since construction. Therefore, issues associated with weld fatigue are not anticipated.

20. Does the Contractor have to have the CQC class in order to submit a bid?

RESPONSE: No. However, as per Spec Section 01 45 00 QUALITY CONTROL, Subparagraph 3.2 CONTRACTOR QUALITY CONTROL (CQC) PLAN, “Construction will be permitted to begin only after acceptance of the Contractor Quality Control (CQC) Plan or acceptance of an interim plan applicable to the particular features of work to be started.” Additionally, as per Subparagraph 3.4.3 Additional Requirement, “…the Contractor Quality Control (CQC) System Manager and Alternate CQC System Manager are required to have completed the “Construction Quality Management (CQM) for Contractors” course.”
