SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0008
1. Specification section 05 12 00 Structural Steel requires the steel posts for the noise wall to be placed by an AISC certified erector (see below). We have extensive experience constructing noise walls (nearly 1,000,000 square feet to date) but we don’t have any AISC certifications. The work has always been treated and classified as fence construction and accomplished with laborers. I can’t speak to other contractors, but I believe our competitors approach the work the same way we do. Please consider removing the AISC erector qualification from the specs so that we can compete for the work.
GOVERNMENT RESPONSE: Section 05 12 00 Par 1.2 SD-7 AISC Erector Quality Certification and Paragraph 1.3 second paragraph has been revised to remove AISC Erector requirements.
2. From the precast spec. the panel erector is required to have a PCI cert (see below). That is not a cert we have, and has never been required of our company.
We have extensive experience with sound walls, and have erected a 240’ span precast bridge over a highway without any certs. Please remove this requirement from the specs or we will be unable to pursue this work.
1.9 ERECTOR CERTIFICATION
Erector with erecting organization and all erecting crews certified and designated by PCI's Certificate of Compliance to erect Category S2 (Complex Structural Systems) for load-bearing members.
GOVERNMENT RESPONSE: Sections 1.9 to 1.10 in section 03 45 00 has been revised to remove PCI erector certification.
3. In regards to erecting the precast concrete and structural steel noise wall, specification section 03 45 00 1.9 requires the erector to be PCI and 05 12 00 1.3 requires the erector to be AISC Certified. Our company has successfully erected thousands of feet of precast and wood noise wall but does not possess either of these certifications. Are these certifications a firm requirement to construct the proposed noise wall?
GOVERNMENT RESPONSE: See above Government Responses #1 and #2.
4. United Illuminating, who owns the utility poles scheduled for relocation on Longbrook Ave, has a call back time period of 1-3 weeks to look at the poles. It is not expected that they will provide a quotation for the relocation before bid time. For level bidding purposes, can ACOE please provide an allowance for the utility pole relocation work?
GOVERNMENT RESPONSE: See revised Bid Schedule and Measurement and Payment 01 22 00. Costs for the utility pole relocation is excluded from this bid. USACE is removing the utility pole relocation from the Bid Schedule at this time with the knowledge the work will still be required per the plans. The contractor will need to include cost for coordinating with the utility company to determine a cost and schedule for the utility pole relocation. A contract modification will be required after the contractor determines the cost for the relocation work.
5. Has the Town finalized the contractor doing demo work onsite? When will they begin work and be expected to finish?
GOVERNMENT RESPONSE: See attached Figure 7 - Contract Plating Work Area Markup Aerial Overview. The Town expects to complete Slab and Soil Remediation B by December 14, 2018. Slab and Soil Remediation area A and Assessment area B assessment will be completed by March 1 2019. Utility pole relocation work may occur any time after Notice to Proceed (NTP) is issued. Work that does not interfere with the Town's contractor such as Stockpiling of new access road gravel and fill may occur any time after NTP. Location of stockpile or other work shall be conditional on coordinated with the Contracting Officers Representative (COR). The access road and All Noise Barriers except final grading and landscaping shall be completed by August 1, 2019.
6. Please confirm that the costs to relocate the four (4) utility poles to be relocated on Longbrook Ave. will be by others and only coordination with United Illuminating will be required of the contractor.
A contract modification will be required after the contractor
7. Plan Sheets CD-101 demolition note #9 states that “existing contours may be revised due to final site grades as received by the town”. If the grades differ from the ones shown on the plan and it is necessary for the contractor to remove unsuitable material and replace with suitable material or supplement low areas with suitable material how will the contractor be compensated for this work?
GOVERNMENT RESPONSE: Payment for filling in low areas not shown on the plans or replacement of unsuitable material will be paid under option #2. See revised Bid Schedule and Measurement and Payment 01 22 00.
8. Speaking with UI, who owns the poles scheduled to be removed and relocated. Poles #6365, #6366, #6367, and #9222 all contain large amounts of circuitry that run to the nearby substation. One of the poles contains underground work and will not be able to be relocated. The other 3 will require re-engineering of the systems in that location. UI will not be able to provide a cost for this work prior to bid time as their engineering department now needs to go through the information. Please provide an allowance or exclusion for bid Item 3 Utility Pole Relocation.
A contract modification will be required after the contractor
9. The specification reads that the wall panels must be made of entirely precast concrete. This spec language would exclude a MADOT and CTDOT approved precast wall produced by Armtec, which is a precast core with durisol exterior for sound absorption. Using this wall provides an extremely large project cost savings over vendors providing full precast. I have attached a list of DOT projects using Armtec. Their product meets all safety specifications and precast certifications, the only hold back is the exterior durisol material, which is neither rejected nor accepted in the spec.
GOVERNMENT RESPONSE: Armtec or similar CTDOT approved products are acceptable. See revised specification 03 45 00 par 1.4.
10. During demolition and clearing activities on the OU4 parcel, is it anticipated that work may disturb or encounter existing asbestos fill or other hazardous material both within existing structures or in soils?
REVISED GOVERNMENT RESPONSE: Concrete foundations on the former Contract Plating Site (see Figure 7 - Contract Plating Work Area Markup Aerial Overview) are to be removed by the town before roadway site work for this contract can begin. Contaminated soil under the concrete slabs will be removed/remediated by others, however levels of up to 10 ppm PCB should be anticipated to remain where slabs were located. Health and Safety plans to be prepared by contractor should incorporate this information as well as the provided supplemental environmental information in Amendment 8 and implement necessary protection for workers and required methods for vehicle and construction equipment decontamination or wash down. No hazardous material is expected to be handled or removed as part of this effort and potential wash down water is to be kept on site but be allowed to infiltrate on site.
