MEMORANDUM Tighe&Bond

Contract Plating Phase II Environmental Site Assessment Summary

TO: Daniel Keffe, US EPA

FROM: Harley Langford, LEP, Tighe & Bond

COPY: Henry Phillips, USACOE

Christina Senft-Batoh, Town of Stratford

DATE: October 5, 2018

The following is a summary of the findings of the Phase II Environmental Site Assessment (ESA) completed at the Former Contract Plating site. This Memorandum and the attached data tables and figures are intended to provide a general overview of the environmental condition of on-site soil and groundwater.

Contract Plating Phase II Environmental Site Assessment Summary

Tighe & Bond has completed a Phase II ESA for the former Contract Plating Facility located at

540 Longbrook Avenue in Stratford, Connecticut. The results of the Phase II ESA activities were used to develop a conceptual site model and to evaluate if releases of COCs have occurred to the environment at the site’s AOCs. Additionally, Phase III ESA activities were conducted at AOC-1 to assess data gaps identified in the 2014 Phase II ESA and to further define the nature and extent of soil and groundwater contamination in the vicinity of the pre-

RCRA lagoons. The Phase II and Phase III ESA activities were conducted to progress the site towards closure of it’s RCRA Corrective Action Program cleanup obligations and to help facilitate the possible redevelopment of the site.

The site is located within a mixed commercial and residential area and is currently owned by the Town of Stratford. The site encompasses approximately 10.5 acres of land and was most recently improved with a main plating building, anodizing building, industrial warehouse building, waste water treatment building, and a transformer house. All site buildings were demolished down to their slabs in 2015/2016.

The site was originally developed in approximately 1918 by Bridgeport Motor Company, which operated as a motor truck assembly and repair business. Contract Plating reportedly operated at the site from approximately 1936 to 1995 and used the property for metal finishing, electroplating and anodizing purposes. Most recently, the site exterior has been used by Good Earth Tree Care, a tree services company, which mulches yard clippings and trees on site as well as producing compost materials.

From 1936 to 1976 (pre-RCRA), the Contract Plating Company discharged metal plating wastes through earthen trenches into two unlined lagoons located at the northeastern portion of the site. After use of the lagoons was discontinued and until 1985, four sand sludge drying beds and a waste impoundment lined with asphalt were used to manage wastes. After 1985, treated wastewaters were directed to the Town of Stratford POTW. The sand drying beds and asphalt lined waste impoundment were closed and capped as a RCRA-regulated landfill in the early 1990s. The pre-RCRA lagoons; however, have not been remediated or capped other than covering the ground surface with soil.

Throughout Contract Plating’s tenure at the site, numerous consent orders, notices of violations and deficiencies were issued by the CTDEEP. Several previous environmental assessment documents were also prepared for the site between 1972 and 2012.

Information from previous site assessments and this Phase II ESA are briefly summarized below and are discussed in greater detail in the CSM provided in Section 10 of the Phase II

ESA.

MEMO Tighe&Bond

-2-

Phase I ESA: Numerous previous environmental documents were prepared for the site between 1972 and 2013, including a Phase I ESA prepared by HRP Associates in August 2012.

Findings from the Phase I ESA were used to identify 36 AOCs which are listed in Section 2.4 of this report and further detailed in the CSM.

Limited Phase II ESA 2013: Tighe & Bond conducted a Limited Phase II ESA in August and September 2013 for the purpose of identifying the general presence and preliminary extent of environmental impacts associated with the two pre-RCRA unlined lagoons at AOC-1.

The Limited Phase II ESA included 16 soil borings located in and around AOC-1. Additionally, three test pits were excavated to a depth of six to nine feet below grade. Twenty-one soil samples were collected from the borings and test pits, which were analyzed for ETPH, VOCs, PAHs, RCP metals, Asbestos, Cyanide, and PCBs. Additionally, groundwater samples were collected from monitoring wells MW-9 and MW-Z for analysis of VOCs and RCRA-8 metals.

Multiple metals were reported at concentrations above the RES and/or I/C DEC in one or more samples. Select metals were also analyzed for leachability using SPLP, cadmium and nickel were reported at concentrations above the GB PMC. PCBs and or cyanide were also reported at concentrations above RES DEC in four samples.

Two groundwater samples, MW-Z, and MW-9, were collected during the 2013 Phase II ESA.

Samples from both wells were reported to contain arsenic, copper, manganese, nickel, and/or zinc at concentrations above the SWPC.

Phase II ESA 2016: Phase II ESA field activities were completed by Tighe & Bond in December 2016 and January 2017 to assess potential release conditions associated with AOCs identified in the 2012 and other AOCs identified by Tighe & Bond during subsequent site assessment work.

Soil and/or groundwater conditions were assessed at AOCs 2 through 36 during the Phase II

ESA. Additional delineation of soil and groundwater contamination was also completed at

AOC-1.

Release conditions were identified in soil and/or groundwater at several AOCs. COCs were reported at concentrations above applicable RSR criteria at the AOCs listed below. Additional assessment is required to delineate the extent of soil and groundwater impacts above applicable RSR cleanup criteria.

• AOC-1 Pre-RCRA Unlined Lagoons

• AOC-2 RCRA Capped Landfill

• AOC-3/7 Former Barrel/Hazardous Waste Barrel Storage Area

• AOC-4/5 Former ASTs and USTs East of Plating Building

• AOC-6 Former Sawdust Tumblers

• AOC-9 Loading Docks and Shipping/Receiving

• AOC-13a Plating Building (Main Shop)

• AOC-17 Transformer House

• AOC-18/19/20 Former Filter Press/Wastewater Treatment USTs, ASTs, and Piping

• AOC-21 Former Gas Pump

• AOC-22 Former UST Farm

• AOC-24 Chemical Storage Warehouse

• AOC-31 Urban Fill

• AOC-33 Generator Room

• AOC-34 Hazardous Building Materials

The Phase II ESA did not identify significant releases in soil at the following AOCs; however, data gaps including the extent of contaminated fill materials were identified and additional investigations were required during the Phase III ESA.

MEMO Tighe&Bond

-3-

• AOC-8 Former Degreaser

• AOC-10 Chemical Storage Area*

• AOC-11 Quality Control Laboratory*

• AOC-14 Plating Building Exhaust/Potential Roof Drains*

• AOC-16 Boiler Room*

• AOC-25 Rectifier Room

• AOC-26 Anodizing Building

• AOC-27 Anodizing USTs

• AOC-28 Former Septic Systems

• AOC-35 Equipment/Vehicle Storage*

• AOC-36 Former Metal Hydroxide Roll-Off Location

AOCs marked with an asterisk are likely impacted by fill material and not releases that occurred during operations. Additional assessment is needed to confirm this opinion.

The Phase II ESA did not identify releases to soil at the following AOCs indicating that further soil assessment is not warranted at this time.

• AOC-12 Lacquer Room

• AOC-15 Fuel Tank Room (underground pipe chase requires assessment)

• AOC-23 Former Hazardous Waste Barrel Storage Area

• AOC-32 Log/Soil/Lawn Clippings Piles

Results from the January 2017 sampling event indicate that groundwater beneath most of the site is contaminated with metals at concentrations above the SWPC. Cyanide and VOCs were also reported around AOCs 1 and 2 at concentrations greater than the SWPC and I/C VC, respectively. A detailed summary of groundwater conditions identified during the Phase II

ESA is provided in Section 8.2. Additional assessment is required to delineate the horizontal and vertical extent of groundwater contamination across the site. Groundwater assessment may also require instillation and sampling of bedrock groundwater monitoring wells.

A summary of the Phase II ESA findings is also provided in the attached data tables and figures.

Receptor Survey: Tighe & Bond completed a Water Supply Well Receptor Survey in April 2006 and updated in March 2009. A receptor is defined as a residential or commercial potable well that is in use. The receptor survey was conducted to determine the extent of public water service within 500-feet of the site and identify properties where groundwater supply wells may still be in-use.

The site and the surrounding area is located within a GB groundwater classification area which designates groundwater as unsuitable for human consumption without treatment. The total area of the buffer is approximately 64 acres. The results of the survey indicate that 78 properties are located within a 500-foot radius of the site, each of which are within a public water service area and have been confirmed or are believed to be connected to public water.
