SUMMARY OF CHANGES

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 02-Oct-2018 02:00 PM to 09- Oct-2018 02:00 PM.

The following have been added by full text:

AMENDMENT 0006

RFI’S

1. On sheet S-108 at the top left of the profile the text indicates that the 2nd number represents the post height. Please confirm that it actually represents the bottom of wall elevation.

GOVERNMENT RESPONSE: Sheet S-108 has been previously revised, 1st text indicates Top of Wall or Panel elevation and 2nd text indicates Bottom of Wall elevation. For Shaft Top & Bottom elevations see Sheet S-109.

2. Plan Sheet CD-101, Note 11: Discusses clearing, grubbing and fill placement in the lagoons should not be done with equipment having ground pressure exceeding 1.5 psi until fill reaches Elev. 16. An average person standing exceeds this 1.5 psi requirement.

What is the intended method of achieving required fill and compaction? Is flooding with water going to be allowed?

GOVERNMENT RESPONSE: Any method the contractor is familiar with and can be executed safely staying within the provided parameters is acceptable.

3. In regards to the permanent sound barrier wall, will AASHTO LRFD 2017 standards be accepted? LRFD is the typical design code for highway walls which make up the vast majority of the market. These standards have been accepted and used on CT and DOT jobs.

GOVERNMENT RESPONSE: AASHTO LRFD 2017 is acceptable.

4. What are the noise abatement qualities required for the permanent sound wall?

GOVERNMENT RESPONSE: The noise abatement criteria are consistent with federal regulation 23 CFR 772 - Procedures for Abatement of Highway Traffic Noise and Construction Noise and /or in line with CT Administrative Code R930-3- Highway Noise Abatement.

5. Will embedded posts for the permanent wall be accepted if they meet the same strength requirements as the plate mounted currently shown?

GOVERNMENT RESPONSE: It will be accepted if they meet the same strength requirements.

Contractor shall submit calculation and details if alternative is proposed.

6. "- TO EXTENT PRACTICABLE, CONTRACTOR MAY COMPLETE LAGOON

CLEARING & GRUBBING USING EQUIPMENT LOCATED OUTSIDE THE

LAGOONS TO REDUCE RICKS OF RUTTING, PUMPING, & DISTURBING

SLUDGE. CONTRACTOR SHALL LIMIT CONSTRUCTION EQUIPMENT

OPERATING IN LAGOONS DURING CLEARING, GRUBBING & FILL

PLACEMENT TO EQUIPMENT WITH GROUND PRESSURE OF 1.5 POUNDS PER

SQUARE INCH (PSI) OR LESS, & COMPACTION EQUIPMENT TO 3,300 LB. OR

LESS. ONCE FILL IS PLACED ABOVE ELEVATION 16, EQUIPMENT WITH

GROUND PRESSURE LESS THAN 5 PSI COULD BE USED ON TOP OF THE FILL,

AND TYPICAL COMPACTION EQUIPMENT MAY BE USED".

Please define the limits of the existing lagoon restricted by the above note. Also, is the 1.5 PSI rating correct?

GOVERNMENT RESPONSE: The approximate limits of the existing lagoons are shown on Sheet V-103 and provide a buffer zone of 12 feet beyond those areas. The 1.5 PSI value is correct as sludge is soft.

7. Please provide location, dimensions, and detail for the restoration of the existing gravel roadway called out on L103, NW corner.

GOVERNMENT RESPONSE The existing gravel roadway shall be extended approximately 200'. The cross section is 10' wide by 18" deep compacted gravel.

8. What is the required finish on the pipe posts for temporary soundwall #2, plain, galvanized, or galvanized and painted?

GOVERNMENT RESPONSE: plain

9. The Geotechnical report in the contract states that settlement in the temporary access road is likely and that it will be ununiform due to sludge variability and recommends replacement or repair of the pavement at a later time. Will the contractor be released of responsibility for the replacement or repair of the existing pavement due to settlement?

GOVERNMENT RESPONSE: The contractor will not be responsible for pavement damage from settlement in the sludge area after the pavement has been placed and accepted. Damage due to contractor activity or negligence during this period is not waived.

10. Please provide a cross sectional detail of the rip-rap swale at Sta. 10+00 to 15+30.

GOVERNMENT RESPONSE: Refer to Sheet S-101 for Permanent Noise Barrier section with swale and Sheet S-103 for proposed grading and profile. Also, see Amendment #1.

11. It is anticipated that some excavation will be required to maintain the 2’ Min. cover over existing grade of granular fill meeting M. 02.01 in the construction of the access road as shown in typical sections on Sheet # C-001. This material will not meet the specification for suitable granular fill thus it will be waste to the project. Will this material and any other waste material generated form the construction access road be stockpiled and left on site?

GOVERNMENT RESPONSE: Any areas requiring excavation to meet the 2 foot cover requirement shall be identified and reported to the COR prior to any excavation. If excavation is required the material will be stockpiled and left on site.

12. In Addendum 3, Sheet S-108 shows the span from post 28 to post 35 as 120’; however, on Sheet S-109 that same span is shown as 115’. Please confirm which Sheet is accurate.

GOVERNMENT RESPONSE: Post #28 is at STA 10+00 and Post #35 is at STA 11+15, the span is 115 feet. Also, see Amendment #1.

13. On Sheet S-109, some of the current panel sizes will require custom manufacturing. Can stationing of panel support posts be adjusted to accommodate standard panel sizes?

GOVERNMENT RESPONSE: The Contractor may propose alternative post locations. As part of the proposal, structural calculations will need to be submitted for review and approval.

14. Is Rip Rap Swale to be 3’ deep Intermediate rip rap the entire way as shown at the outlet on Detail 14 C-006?

GOVERNMENT RESPONSE: Refer to Sheet S-101 in amendment 2 for Permanent Noise Barrier section with swale.

15. Reference Specification Section 01 11 00 – Article 1.14 Ledge Removal & Boring

“The contractor shall coordinate pre and post inspection of structures and residences within 200 feet of ledge removal and boring activities associated with the installation or the sound barrier footings.”

Is the contractor responsible for the costs associated with the performance of the pre and post inspection surveys?

GOVERNMENT RESPONSE: YES

16. With Addendum 3 showing the redesign of the spacing for the permanent barrier walls (realignment of posts 27-35 on NB-3 to 20'), will the contractor be allowed to design panel spacing based on meeting spec'd safety requirements?

GOVERNMENT RESPONSE: Post #28 is at STA 10+00 and Post #35 is at STA 11+15, the span is 115 feet. Also, see Amendment #1. The Contractor may propose alternative post locations. As part of the proposal, structural calculations will need to be submitted for review and approval.

Revised Response from Amendment 4 question 17

17. There is a note on the Noise Barrier plans and profile that says: Contractor to provide drain pipes under the proposed permanent noise walls to allow surface runoff to pass under the barriers at low points and/or natural surface runoff path locations. Does this note refer to the proposed precast catch basin and precast concrete pipe with flared end shown to cross the wall on drawing S-103, or does the Contractor need to provide drain pipes at any other locations along the walls?

GOVERNMENT RESPONSE: That note does not refer to the proposed precast CB and concrete pipe with flared end. The contractor shall provide 6 inch drain pipes at any other locations along the walls as required. Two locations are anticipated. Alternative drainage methods such as wall perforations may be considered.
