AMENDMENT 0004

Amendment 0004

RFIs continued

10. What (if any) arrangements will be required for the contractor or their prospective subcontractors need to make in order to visit and walk the limits of the site?

GOVERNMENT RESPONSE: Due to the required coordination with the Town and the present site lessee, the organized site visit on August 21st was the only time access can be granted to the site prior to the bid opening.

11. Date of completion by the Town contractor?

GOVERNMENT RESPONSE: The Town anticipates completion of their work to be sometime in February 2019.

12. On sheet S-108 the profile indicates the top of the foundation is 8’ to 10’ below grade. It is impossible to make the bolted connection at the top of the foundation 10’ down in a 30” casing. Please consider changing the top of foundation grades to near final grade.

GOVERNMENT RESPONSE: S-108 was Revised in Amendment 3. First text indicates top of wall or Panel elevation and 2nd text indicates Bottom of Wall elevation.

13. Please provide a gauge, schedule, or wall thickness for the pipe posts, top rails and mid rails for the temp soundwall. Also please provide a spec for the connection hardware between rails and posts.

GOVERNMENT RESPONSE: See Sheet S-101 Detail #1 for pipe sizes. Also, refer to the Chain Link Fence Manufactures Institute - Product Manual for connections hardware between rails and posts.

14. Sheet CD-101 shows four (4) utility poles to be removed and relocated on Longbrook Ave. Sheet C-103 shows the relocation of only one (1) of the four (4) utility poles. Please provide the proposed relocation of the other three existing (3) utility poles. These three (3) existing utility poles are shown to be within the alignment of the proposed Access Road and are only 20 to 35’+/- apart each; the Access Road entrance spans approximately 115 feet.

GOVERNMENT RESPONSE: Relocation of Utility poles shall be coordinated with the utility company. Relocated utility pole shown on Sheet C-103 is for the service connection estimate.

15. Utility poles to be removed are shown on Sheet CD-101. There is one pole shown on V-101 Existing Conditions, at approximately 470 north of Longbrook Ave. (see attached drawing), that is not shown on Sheet CD- 101 to be removed. Is this pole to be removed?

GOVERNMENT RESPONSE: That utility pole remains.

16. Please provide a specification for the Traffic Signal Controller, Traffic Signal Equipment, and Traffic Signal Control Cabinet mentioned on Sheet C-103 under “Traffic Control Device Note”.

GOVERNMENT RESPONSE: Refer to the CTDOT Specifications Section 11.08 "Controllers."

17. There is a note on the Noise Barrier plans and profile that says: Contractor to provide drain pipes under the proposed permanent noise walls to allow surface runoff to pass under the barriers at low points and/or natural surface runoff path locations. Does this note refer to the proposed precast catch basin and precast concrete pipe with flared end shown to cross the wall on drawing S-103, or does the Contractor need to provide drain pipes at any other locations along the walls?

GOVERNMENT RESPONSE: That note does not refer to the proposed precast catch basin and concrete pipe with flared end. The contractor shall provide drain pipes at any other locations along the walls as required.

18. The Mast Arm Assembly Detail on drawing C-004, provides the pole length but does not provide the Arm Length of the mast arm. It is our understanding that the mast arm will have to be designed by the Contractor after contract award, but will the District provide a mast arm length for bidding purpose?

GOVERNMENT RESPONSE: No. The arm length may be estimated from the drawing.

19. What is the required finish on the pipe posts for temporary soundwall #2, plain, galvanized, or galvanized and painted?

GOVERNMENT RESPONSE: Per CTDOT Specifications, Section 9.13, Galvanized posts and hardware if aluminum-coated steel fabric is used.

20. Is it the intent of the Government to clear and grub the entire Contract Plating parcel up to the proposed location of security fence at OU4? Some clearing may be necessary in OU4 to allow for demolition work and installation of the new security fence. Is clearing and grubbing of OU4 anticipated under this contract?

GOVERNMENT RESPONSE: Clearing and grubbing is intended to be kept to the minimum necessary for construction of the wall and roadway. Clearing and grubbing beyond the limits shown on the plan is allowable within the Town owned properties. See response 7 in Amendment 0003.

21. During demolition and clearing activities on the OU4 parcel, is it anticipated that work may disturb or encounter existing asbestos fill or other hazardous material both within existing structures or in soils?

GOVERNMENT RESPONSE: While the Government does not anticipate encountering asbestos or hazardous material while working within the scope of this project, the contractor shall have a safety plan in place in case such materials are encountered and all other requirements in accordance with section 01 35 29 Health, Safety, and Emergency Response Procedures for Contaminated Sites.

22. Please provide a cross sectional detail of the rip-rap swale at Sta. 10+00 to 15+30.

GOVERNMENT RESPONSE: Refer to Sheet S-101 for Permanent Noise Barrier section with swale and Sheet S- 103 for proposed grading and profile. Also, see Amendment 0003.

23. Will utility poles for removal on site require work by a utility company?

GOVERNMENT RESPONSE: No.

24. Are the utility poles scheduled for removal on site owned by a utility company or privately owned?

GOVERNMENT RESPONSE: They are privately owned.

25. Please provide a handhole detail and spec for the traffic signal electrical work.

GOVERNMENT RESPONSE: Refer to CTDOT Specification, Section 10.10 "Concrete Handhole."

26. Are there supposed to be 1 or 2 of the K-9193 warning signs with beacon? (Plan C-103)

GOVERNMENT RESPONSE: One.

27. If qualifications allow can the SSHO also act as the QC?

GOVERNMENT RESPONSE: Specifications: Par. 1.6.1.2 of section 01 35 26 requires the SSHO to have no other duties.

28. Contractor and Gov't work trailers, are they only to be placed in contractor lay down area?

GOVERNMENT RESPONSE: Alternative or additional trailer locations can be presented at the preconstruction conference.

29. S-115, Note 3, references “future grandstand demolition contract”. Please clarify whether the existing grandstands are to be removed to limits shown on details A, B, & C under this contract or a separate contract.

GOVERNMENT RESPONSE: The grandstands will NOT be removed as part of this contract.

30. Please confirm that the LS price for items 4 and 5 should not include any rock drilling, and that all rock drilling we be paid for under the unit prices.

GOVERNMENT RESPONSE: Correct, all rock drilling is to be paid under items 0006, 0007, and 0008.

40. Is the contractor allowed to access the site from Frog Pond Lane?

GOVERNMENT RESPONSE: Yes, alternative access points along the Town frontage can be used. The contractor will be allowed to adjust or add gates to the existing fence if necessary providing site security is maintained.

41. The Project Synopsis states that ”The location of the barrier has been investigated and does not appear to have any Raymark waste, however a contingency plan for handling any encountered waste will be required”. Will all costs associated with handling testing and disposal of any Raymark or other contaminated polluted or hazardous waste or spoils resulting from the installation and grading for the sound barrier walls and plantings be handled as extra work?

GOVERNMENT RESPONSE: Costs for handling, testing and disposal of hazardous waste found on the Raymark site would qualify as an unforeseen condition and handled as extra work.

42. It is anticipated that there will be excess soil and rock materials generated from the installation of the sound barrier wall construction, does the UAAC expect that these materials be re-used onsite or stockpiled and left on-site at the completion of the project?

GOVERNMENT RESPONSE: USACE anticipates excess materials to be reused onsite in areas where it meets the specifications or stockpiled and left on site if not. The contractor shall detail the intent in the required waste management plan.

43. Will the contractor be responsible for stockpiling and characterization of existing soils or liquids generated in the construction of the contract? If so how will the contractor be compensated for this work?

GOVERNMENT RESPONSE: Stockpiling of existing materials removed during the work is anticipated to be clean and thus to be paid for under items 0001, 0002, 0004, or 0005, as appropriate. If waste is seen or suspected, handling, characterization, and disposal if required would be handled as extra work.

45. Will the contractor be responsible for the disposal of any contaminated polluted or hazardous waste or spoils resulting from the installation of the proposed access road? If so how will the contractor be compensated for this work?

GOVERNMENT RESPONSE: It is not anticipated that any of the work in this solicitation will require handling of hazardous materials. If encountered, it will be treated as extra work.
