Three separate contract awards will be made using the best value trade-off process in accordance with FAR Part 15.101, based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government, with appropriate consideration given to three (3) technical evaluation factors: Experience, Management Approach, and Past Performance; and a Price factor. All three technical factors are equal in importance.
Subfactor 1a is significantly more important than subfactor 1b. Price is more important than any individual technical factor. ALL EVALUATION FACTORS OTHER THAN PRICE, WHEN COMBINED, ARE APPROXIMATELY EQUAL TO PRICE. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for the technical factors (to include all subfactors). Offerors are cautioned that the award(s) may not necessarily be made to the lowest price offered.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
Award will be made to the three (3) offerors whose proposals are most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors. A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section. During evaluations of each proposal, the Government will assign each subfactor an adjectival rating and then an overall rating for each factor with a written narrative evaluation reflecting the identified findings. The following evaluation factors and subfactors will be used to evaluate each proposal:
Factor 1 - Experience:
Subfactor 1a – Prime Contractor/Joint Venture Experience Subfactor 1b – Subcontractor Experience
Subfactor 1a is significantly more important than Subfactor 1b.
Factor 2 - Management Approach:
This technical factor evaluates the offeror’s proposal for reasonableness, risk, and the extent to which the proposal illustrates a basic understanding of managing the work set forth in the Scope of Work and Sample Task Order.
Factor 3 - Past Performance:
Each offeror’s past performance will be reviewed to determine relevancy and confidence assessment.
Factor 4 - Price:
The resulting awards will be firm-fixed price Multiple Award Task Order Contracts. Price evaluation will be based on prices submitted in the Binding Rates and the Sample Task Order shown in the Price Proposal Breakdown.
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST).
1. The evaluation approach for all factors and subfactors is as follows:
a. Adequacy of Response. Each proposal will be evaluated to determine whether the offeror’s methods and approach have satisfied the requirements specified in the RFP. The tasks listed in the Scope of Work are in descending order of importance. The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is feasible and the end results achievable. The proposal will be evaluated to determine the extent to which the offeror has demonstrated ability to successfully complete the proposed tasks and technical requirements.
2. Factor 1 - Experience. This technical factor evaluates the Offeror’s proposed company and team experience in successfully completing projects recent and relevant to the Scope of Work in section 000100. The Scope of Work indicates tasks required under the solicitation in descending order of importance. The ratings for Subfactor 1a and Subfactor 1b will be combined into a single Factor 1 rating.
a. Subfactor 1a - Prime Contractor/Joint Venture Experience. The Offeror will be evaluated on whether the past projects are recent and relevant to the work set forth in the Scope of Work. Recency will be determined by projects completed within the last five years that are similar to the work under 1.2, 1.3 and 1.4 of the solicitation Scope of Work. Relevancy will be determined by projects shown that demonstrate experience in performing the tasks required by the Scope of Work. Projects should demonstrate successful completion of the types of work encompassed by all of the requirements under 1.2, 1.3 and
1.4 of the Scope of Work. The role the Offeror played in past projects will be considered when determining relevancy. Offerors that demonstrate prior successful experience working together with their proposed JV partners and/or subcontractors on projects that are recent and relevant may receive higher consideration for this subfactor. Offerors submitting more projects than the minimum (but no more than five projects total) may receive higher consideration for this subfactor. Marginal levels of proposed experience could indicate a lack of understanding concerning mission requirements and may result in the entire factor receiving an unacceptable rating or being eliminated from the competitive range.
b. Subfactor 1b – Subcontractor Experience. This sub factor evaluates the subcontractor’s experience in successfully completing projects similar to the requirements of the Scope of Work in this contract. Roles and responsibilities of subcontractor team members in conducting the work required under this scope shall be presented. Experience must be demonstrated in the presented role (i.e. plumber presented in a plumbing role in proposal). The Offeror’s proposed subcontractors shall also be evaluated on whether the past projects are recent and relevant to the work under the RFP. Recency will be determined by similarity of projects completed within the last five years. Subcontractors with a history of successfully working together with the Offeror may be rated higher than those with no prior working relationships.
3. Factor 2 - Management Approach. This factor will evaluate the extent to which the proposal illustrates a basic understanding of managing the work set forth in the overall contract Scope of Work and Sample Task Order, and risk presented by the contractor’s management approach. This factor will be evaluated for consistency between the management approach for the overall contract Scope of Work and the management approach for the Sample Task Order. In performing the evaluation, the Government will consider the following:
a. Whether the proposal clearly delineates lines of authority, and communication both within the offeror’s organization and with the Government on an organizational chart (graph) organized in a precise and logical manner, including all offices involved with the performance of the contract, including subcontractors and JV partners.
b. Whether the proposal contains comprehensive descriptions of duties, roles, major responsibilities, and authorities for the Project Manager, Site Superintendent, CQC System Manager, Site Safety and Health Officer, and other personnel, for all prime offerors and all proposed subcontractors identified in Subfactor 1b. This factor will be evaluated on whether the offeror submits a logical approach to perform the work throughout the contract, proposes qualified and experienced personnel sufficient to manage multiple sites simultaneously at geographically dispersed locations, provides one subcontractor letter of commitment for each subcontractor proposed, and if the offeror comprises a Joint Venture, provides a fully executed Joint Venture Agreement.
Factors 1 and 2 will be rated using Table 1.
TABLE 1 – COMBINED TECHNICAL/RISK RATINGS
Color Rating Description
Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.
4. Factor 3 - Past Performance. The Government will evaluate the Offeror’s record of past and current performance to ascertain the probability of successfully performing the requirements under this solicitation.
a. Evaluation of past performance will utilize past performance information available in the Contractor Performance Assessment Reporting Systems (CPARS) for each project listed by the offeror. If no CPARS evaluation exists for projects submitted under Factor 1, evaluation shall utilize the Past Performance Questionnaire form in Appendix D.
b. The Government will focus its inquiries on the Offeror’s and each proposed subcontractor’s (identified in Factor 1b) record of performance as it relates to all solicitation requirements, including cost, schedule, and management of subcontractors. Absent any recent and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the Offeror will be assigned an “unknown confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance. The Government may use data provided by the Offeror in its proposal and data obtained from other sources, including data in Government files.
c. The past performance factor considers each Offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. There are two aspects to the past performance evaluation:
relevancy and performance confidence assessment.
RELEVANCY: The first aspect of the past performance evaluation is to assess the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection. The following criteria will be used to establish what is relevant which shall include similarity of service, complexity, contract type, and degree of subcontract/teaming.
Table 2a Past Performance Relevancy Ratings Rating Definition
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
QUALITY ASSESSMENT: The quality of the Offeror’s past performance will be assessed on those recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from Past Performance Questionnaires, interviews, CPARS, and other sources form the support and basis for this assessment.
PERFORMANCE CONFIDENCE ASSESSMENT: The evaluation will arrive at a single consensus performance confidence assessment for the Offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered.
Table 2b Performance Confidence Assessments Rating Definition
Substantial Confidence Based on the Offeror’s recent/relevant performance record, the Government has a high expectation that the Offeror will successfully perform the required effort.
Satisfactory Confidence Based on the Offeror’s recent/relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort.
Limited Confidence Based on the Offeror’s recent/relevant performance record, the Government has a low expectation that the Offeror will successfully perform the required effort.
No Confidence Based on the Offeror’s recent/relevant performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral)
No recent/relevant performance record is available or the Offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.
5. Factor 4 - Price. The Government will analyze the price reasonableness of the binding hourly rates submitted for the project manager, superintendent, site safety personnel, and quality control representative for all five years of the contract duration.
The Government will also analyze the price reasonableness of the price submitted for the Sample Task Order, using the data in the “Sample Task Order” tab of the Excel spreadsheet titled “Price Proposal Breakdown” and all supporting data provided by the contractor.
The Government will examine price proposals for artificially low prices. Offers found to be unreasonably high, unrealistically low (an indication of “buy-in”), or unbalanced may be considered a performance risk.
The Government will evaluate price for the purposes of best value trade-off analysis using the total price submitted for the Sample Task Order, as indicated in the “Grand Total” cell of the “Sample Task Order” tab of the Excel spreadsheet titled “Price Proposal Breakdown”. The labor rates presented for the Sample Task Order will be compared to the binding rates in the “Price Proposal Breakdown” for consistency. In the event these are not consistent with one another, the “Binding Rates” in the “Price Proposal Breakdown” govern. The total evaluated price shall be the total price proposed for the Sample Task Order.
The resulting contracts will be Multiple Award Task Order Contracts (MATOCs). The government will award one contract to each of the top three offerors selected, based on the proposals that present the best value to the Government. The Sample Task Order may be awarded to the firm with the lowest price of the three successful offerors.
After contracts are awarded, task orders will be competed among the awardees in accordance with procedures intended to ensure that each contractor is given a fair opportunity to be considered for each order, unless an exception to this process applies.
Each contractor will receive a Request for Proposal (RFP) for each task order. Each task order RFP will contain a Scope of Work and instructions to the contractors for responding to the task order RFP. Contractors choosing to respond are to furnish a technical proposal and a price proposal, with backup documentation showing how the cost proposal rates for the task order were derived. The price information furnished in response to a task order RFP will be compared to the binding rates submitted in response to this solicitation and are to be consistent with the rates proposed in this solicitation.
Task order proposals will be awarded to the contractor whose task order proposal, conforming to the RFP, is the lowest price.
