SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

Requests for Information:

1) Pre‐Bid Site Visit for Sample Task Order – Will there be a pre‐bid site visit for the Sample Task Order? If so, please provide meeting date/time, location, etc.

a. The Government does not intend to have a site visit.

2) Design‐Build – Design‐Build is not explicitly mentioned in the Solicitation. Does the scope of this contract include Design‐Build projects?

a. No, Design‐Build task orders will not be issued under this MATOC.

3) Section L.D.2.b (pgs. 10 & 11, Proposal Submission Requirements) – Please clarify the font sizes specified are minimums and that Offeror’s can use larger font sizes.

a. Yes, the font size specified in the solicitation is a minimum and Offerors are permitted to use larger font sizes. However, regardless of the font size, Volume I is limited to a maximum of 100 pages as stated in the Solicitation.

4) Section L.D.3.a & L.D.3.b (pg. 11, Proposal Files, Format & File Packaging) – We request the requirement to provide original source files (MS Word, etc.) be eliminated and that electronic copies of proposals be allowed as just pdf documents, plus MS Excel files for pricing.

a. MS Excel files are required to be submitted in the original source files, including MS Excel files for pricing. However other types of documents may be submitted as pdf.

5) Section L.D, Volume1‐Technical, (3) (pgs. 13‐14, Factor 3 – Past Performance) – Factor 3 requests past performance for projects and contracts. Please confirm that contracts can include IDIQ task order contracts.

a. IDIQ task order contracts can be included in past performance for projects and contracts. Each Task Order under an IDIQ contract is considered a single project.

6) Section L.D, Volume1‐Technical, (1) (pg. 12, Factors 1 – Experience) – Factor 1 requests information on project experience. Please clarify that project experience can include IDIQ task order contract experience.

a. Project experience under Factor 1 can include IDIQ task order contract experience.

7) Section L.D, Volume I‐Technical, (1)b(i) and (2) (pgs. 12 & 13, Subfactor 1b‐Experience of Offerors’ Subcontractors and Factor 2‐Management Approach) – Please confirm that “all subcontractors” refers solely to team subcontractors.

W912WJ-16-R-0001

a. The Solicitation calls for information about “proposed subcontractors” as it states, “An appropriate number of subcontractors should be proposed to show experience in the entire breadth of work in the Scope of Work.”

8) Section M.B, (pg. 17, Factors and Subfactors to be Evaluated) – In the spirit of providing opportunities for small businesses, it is requested that evaluation of Subfactor 1a (Prime Contractor/Joint Venture Experience) be modified to indicate that Prime Contractor’s experience is significantly more important that joint venture partner experience. This will avoid over‐reliance of true small businesses on the experience of Joint Venture partners, many of whom are large businesses.

a. The evaluation of Subfactor 1a will not be modified.

9) What are the procedures for access to the CRREL at Hanover?

a. For the purposes of developing a price proposal, contractors will NOT be allowed access to the CRREL installation/facility and should assume there are no security/access requirements that will need to be met during construction of the sample task order. Therefore, the Plans and Specifications provided with the Solicitation are sufficient for the purposes of pricing the sample task order.

b. For task orders issued against this contract in the future, security requirements and site visit information will be included in the request for proposal at the task order level.
