About this file

This document contains a geotechnical engineering report and related federal contract solicitation. The engineering report provides foundation design recommendations for a proposed Command and Control Facility to be constructed at a tunnel site in Command Post Tango, Korea. Based on field testing at the site, the report estimates the allowable rock bearing capacity can support a mat foundation for the single-story prefabricated building. Adequate drainage controls and waterproofing of the foundation will be required due to the high water table. The related federal contract solicitation is number W912UM23R0010 issued by the Department of the Army Corps of Engineers Far East District for construction of the Command and Control Facility at the specified location, with proposals due on April 18, 2023 as outlined in the documents.

SUMMARY OF CHANGES

CEPOF-EDG-G 10 Oct 2019

MEMORANDUM FOR CEPOF- PPA (Mr. Pil Park)

SUBJECT: Memorandum for the Foundation Design Recommendations for the FY19 MCA PN 91589 Command and Control Facility, Command Post (CP) Tango, Korea (G&EE Project 20-001G/Report G2020-003)

1. A Command and Control Facility (C2F) will be constructed in tunnel Zero in CP Tango. The proposed facility is a two-story PEB (Prefabricated Engineered Building) building with approximate dimension of 15.6 meters by 15.6 meters.

Refer to the project location in Plate 1.

The enclosed memorandum provides the foundation recommendations for the proposed C2F based on the visual inspection and field strength test results performed by the Geotechnical and Environmental Engineering (G&EE) Branch.

2. A geotechnical engineer and a geologist visited a project site on 8 Oct 2019 and performed the visual inspection and field strength tests to estimate the rock bearing capacities. The proposed facility area were filled with rock fragments form the excavation by blasting at the time of site visit. Depth of the rock fragments ranged from 1 to 2 meters based on the information from the project engineer (Mr. Jay Kashiwamura). Therefore, the rock strengths were measured at the side walls on the assumption that the rock strengths at the walls are similar to the bottom.

3. Schmidt hammer was used to estimate rock strengths. Three locations (locations A, B, and C, refer to Plate 2) were chosen and the estimate rock strengths and rock joint frequency/joint conditions are provided in Table 1.

The conversion procedure from Schmidt hammer values to unconfined compression strengths (UCS) was also shown on Plate 2.

Table 1: Estimated Rock Strengths and Joint Conditions

Test Location Schmidt Value

Rock UCS (Mpa)

Joint frequency Infilling Aperture

A 70 147 3 Joints in 4 meters no filling closed

B 52 42 2 Joints in 3 meters filled with clay narrow less than 1 cm aperture

C 42 21 2 joints in 2 meters no filling closed

4. From the field test results and our visual inspections, the rock bearing capacity are estimated as follows.

Qallowable in Rock = Ksp * UCS --------------- (eq.1)

Figure1: Ksp coefficient (referred to Canadian Foundation Engineering Manual

4th Edition)

Based on the Figure 1, the estimated allowable rock bearing capacity is 3,150 kPa. Considering provided structure load of 478 kPa and rock bearing capacity obtained, the proposed C2F can be adequately supported on a shallow foundation system (mat foundation).

Based on the visual inspection at the project site, the detecting water level is much higher than the building Finished Floor Elevation (FFE), which would require dewatering. Therefore, adequate drainage controls during construction need to be implemented as required to maintain a dry excavation. In addition, waterproofing will be required to protect smearing water in the building and foundation system.

5. For clarification or additional recommendations, please contact Mr. Yu, Yon-Chun at 755-6545 or Mr. Lee, Sun H. at 755-6115. The Geotechnical and Environmental Engineering Branch should be alerted to any significant changes to the project design so that additional geotechnical input can be provided as appropriate.
