About this file

This is a Questions and Answers document for RFQ W912SV26QA019 issued by the Massachusetts Army National Guard (MAARNG) for promotional items, updated August 6, 2026. The document addresses 13 key questions from potential contractors regarding product specifications, delivery requirements, manufacturing flexibility, and packaging instructions.

Key clarifications include: the government will provide production-ready vector artwork (AI, EPS, SVG files) post-award; a single award will be made covering all contract line items with no partial quotes accepted; imported items manufactured outside the United States are acceptable under the Buy American waiver for commercial off-the-shelf (COTS) items; delivery must occur within calendar days (with 45-day delivery acceptable as an alternative to the original 30-day requirement); items may be delivered on separate days rather than all at once; no special carton markings, pallet labeling, or barcode requirements apply beyond standard shipping to SSG Melissa Leppek in Reading, Massachusetts, though liftgate delivery is required due to lack of loading dock access. The document specifies that fleece beanies (not knit beanies) with leather patches featuring full-color logo imprints are required, with the ARNG logo in specific PMS colors (Yellow 123C, Black 3C, White RGB 255-255-255). For the American Football Jersey, a replica-style design without pad accommodation is required, with sublimation accepted as an alternative decoration method to those outlined in the scope of work. Only vector embroidery files will be provided; embroidery files in .dst or .emb format will not be supplied.

Q & A Document

RFQ – W912SV26QA019

Updated: 06AUG2026

QUESTION 1

Will the Government provide production-ready vector artwork (e.g., AI, EPS, or SVG files) for all required logos and graphics upon award, or will the contractor be responsible for recreating the artwork?

Answer: The government will provide production ready artwork after award acceptance

QUESTION 2

Does the Government anticipate making a single award covering all contract line items, or will the Government consider partial quotations and/or multiple awards by line item?

Answer: The government will make a single award covering the entire requirement. Partial quotes will not be accepted.

QUESTION 3

The solicitation does not specify any country‑of‑origin restrictions. Before submitting pricing, I would like to confirm whether imported items (manufactured outside the United States) are acceptable for all CLINs, provided they fully meet the specifications and delivery requirements.

Answer: In accordance with RFO FAR 25.101(a)(2)(i) and 41 U.S.C. 1907 , the domestic content test of the Buy American statute has been waived for acquisitions of COTS items. Imported items are acceptable.

QUESTION 4

Are there any required carton markings, pallet labeling, barcode requirements, or packing instructions beyond the shipping address identified in the solicitation?

ANSWER: No special requirements, however, I would like to highlight that we do not have a loading dock (only a bay), please coordinate for liftgate delivery. All shipments should be delivered to:

SSG Melissa Leppek, RRB 25 Haverhill St BLDG L003 Reading, MA 01867

QUESTION 5

The Scope of Work states delivery is required within 30 days of production sample approval. Please confirm whether the 30-day delivery requirement refers to calendar days or business days.

ANSWER: Calendar Days

QUESTION 6

Is there any flexibility in the required production delivery schedule? If an extended delivery schedule is acceptable, we can source the apparel from an offshore manufacturing facility, resulting in substantially lower pricing while still meeting the product specifications. For instance 45 days instead of 30 days.

ANSWER: 45 Day Delivery is Acceptable and will be recorded properly on award. As far as offshore manufacturing, please see QUESTION 3.

QUESTION 7

Will an embroidery file in .dst or .emb be provided or just vector files?

ANSWER: Only vector file will be provided

QUESTON 8

The written specification identifies the item as a "Fleece Knit Beanie" and describes it as being made of 100% polyester fleece. However, the example image appears to depict a standard fleece beanie rather than what is typically referred to as a knit beanie.

To ensure we are quoting the correct product, could you please clarify which style is required?

For reference, we have attached example images of both a fleece beanie and a knit beanie. One of the examples is shown in blue so the construction details are easier to see.

ANSWER: Fleece beanie as shown in example 2 is what we are looking for

QUESTION 9

Do all items need to be delivered at one time (on pallets) or can, for instance can each item potentially be delivered (on pallets) on separate days?

ANSWER: Separate days are acceptable.

QUESTION 10

Are there any special labeling or packaging requirements when pelleting and delivering the items?

ANSWER: No special requirements

QUESTION 11

For the patch on the fleece knit beanies – do you want 100% Embroidered? Partially Embroidered on Twill? Woven? Leather? PVC? Other?

ANSWER: Leather patch sewn to beanie. Patch has full color logo imprint (e.g. heat transfer)

ANSWER:

Yellow 123C Black 3C White (this is pure white RGB255255255)

QUESTION 13
