About this file

This is a Questions and Answers document for solicitation W912SV26QA011, issued by the Massachusetts Army National Guard for a portable latrines, handwashing stations, and grey water tank rental requirement at Fort Drum, NY to support Annual Training conducted May 13-28, 2026.

The Q&A clarifies specific service requirements and product specifications for two CLINs covering Portable Chemical Latrine (PCL) units and Portable Handwashing Station (HWS) units. Key clarifications include: specific quantities and locations are provided in Attachment 1 of the solicitation; preventive maintenance on latrines and grey water tanks must be performed as often as necessary to ensure sanitary conditions with unserviceable items replaced within 24 hours; placement coordinates and instructions will be provided upon award; relocation is required for 10 units only; handicap-accessible units are not required; and 250-gallon greywater tanks do not require vent pipes, submersible pumps, or cleaning agents during pump-out services. The document also confirms that unaccompanied base access is required and certain contractual sections (1.8.4, 1.8.6) are not applicable to this service contract, though Section 1.9 is required. This is a firm-fixed-price solicitation to be awarded to the lowest-priced, technically acceptable quoter demonstrating responsible business practices and past performance, with quotes due per the SF1449 Block 8 deadline and questions due five business days prior to closing.
