About this file

This is a Question and Answers document for solicitation W912SV26QA011, addressing three key inquiries from potential offerors regarding the Massachusetts Army National Guard's portable latrine and sanitation equipment requirement. The document clarifies that specific quantities and locations for Portable Chemical Latrine (PCL) and Portable Handwashing Station (HWS) units are provided in Attachment 1 (Latrine, Hand Wash Station, and Grey Water Tank Locations document), which references the training request for 49 PCL units, 49 HWS units, and 3 grey water tanks across 16 locations at Fort Drum, New York. Regarding servicing frequency during the May 13-28, 2026 performance period, the document directs offerors to Performance Work Statement Section 5.1.4, which requires preventive maintenance as often as necessary to maintain watertight, pest-proof, and sanitary conditions, with unserviceable rental items replaced within 24 hours. The document also confirms that placement coordinates and drop-off instructions for equipment delivery will be provided by the Government upon contract award, with delivery required no later than 12 hours prior to the May 13 start date. These clarifications are essential for offerors preparing quotes under the firm-fixed-price, 100% small business set-aside contract with a quote deadline of April 30, 2026 at 5:00 PM Eastern Time.
