About this file
This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) W912SV26QA004, which covers a Blanket Purchase Agreement (BPA) for inventory management and consumable parts replenishment for the Massachusetts Army National Guard (MAARNG). The Q&A addresses five key vendor inquiries regarding procurement specifications, including details about push-to-talk (PTT) hardware compatibility, restocking expectations, and parts pricing.
The solicitation requires a contractor to provide inventory management services, including personnel, equipment, and supplies for managing and replenishing consumable parts across MAARNG facilities. Key requirements include restocking shelves within 30 days, actively working with the shop to identify inventory needs, and providing a diverse range of consumable parts. The vendor is expected to physically restock bins and demonstrate mechanical aptitude and extensive inventory management knowledge. The contract involves a sample parts list representing various product types, with quantities ranging from 1-50 units per item, and does not require massive bulk ordering.

Q & A Document
RFQ1790672
Updated: 15JAN2026
Q1: I hope this email finds you well. I am reaching out with a clarifying question regarding RFQ1790672, for which you are listed as a contact. Since the wording of the description mentions “the included Push-To-Talk (PTT) hardware,” we wanted to double check whether you expect the hardware to come with PTTs? To my understanding, the COMTAC VIII does not.
Q2: On your RFQ1790672 request, I assume you already have the PTT Adapters that connect the headset to the PRC-152 radio. You do not include a separate line item for the PTT Adapters. If this was an oversight, the correct adapter is the FL5601-02.
Answer to both Q1 & Q2: To answer both of these questions, we do have push-to-talks already at the unit. That being said the headsets will need to come with the hardware to connect our current PTT with. We need the Single Comm 4-Con headset, that will come with a 4-con wire down-lead that we can connect our current PTT with. So if it does not come with a PTT that is ok, all we need them to have is that down-lead a the boom-microphone which the headset will come with. We do not need to have another line item for the push to talk. Please let me know if that clears this up or if you have any other questions. Thank you!
Q3: In the solicitation, and statement of work, it states you guys aren’t happy with DLA. Their process and ability to produce so to speak. If we win this contract what is the expectation of order to shelf as far as lead time? I saw 30 days on the statement of work, but I wanted clarification. I.E. Do I need to stock high usage consumables at my warehouse if the lead time is going to be greater than 30 days? If the lead time is greater than 30 days is there a penalty on the contractor? Our system will be extremely more efficient than DLA’s. What are the acceptable commercial replacement items?
Answer to Q3: The issue isn’t necessarily with DLA specifically, and more that the military ordering system does not allow for the ordering of specific high-use and consumable products. It is preferred that vendors are able to restock shortages within 30 days, but understood certain items will incur longer lead times, and we can be flexible with those. So long as the shop and vendor are actively working together to identify the need and which items need to be restocked, and those items are being placed on order within 30 days, that is what we’re looking for.
Q4: The solicitation states non-personal. Is this to mean non-personnel? What I’m asking is on the orders to stock, and restock are we responsible for having personnel there to restock the shelves, or do we drop ship to the facilities, and the guard restocks the bins?
Answer to Q4:
Non-Personal pertains to Personal Services Contracts. Please see FAR 37.104 for definition and further explanation.
The expectation is that the vendor will physically restock the shelves and bins. They are welcome to have the materials delivered to the shop if they prefer, but the shop will not be the ones restocking the bins because this would create unnecessary confusion.
Q5: Can you provide some detail on if the "example parts" need to be priced out as it asks for a quote but does not reference quantities. We do have access to these parts but would need to know the quantities in order to provide the best price for the government. If a general quote for facilitating and managing stock we can provide that based on the personal needs for each location. Thank you for your time.
Answer to Q5: Parts being priced out is preferred (not required) as it provides a comparison point between vendors. Some examples of quantity needs for guidance are as follows:
Row 7 – brush – QTY 1 Row 26 – nylon cable tie – QTY 50 (or whatever would come in a bag that they sell) Row 57 – 1/2:” flat washers – QTY 50 (or whatever comes in a box they’d sell) Row 131 – copper anti-seize – QTY 1 Row 146 – hose clamps – QTY 5 (or whatever comes in a box they’d sell) This IS NOT a case where we need 10,000+ of any particular part.
