Subpart 1.3A and Part 3 of Specification Section
01270 (Unit Prices) states that bidders should provide various unit prices “on the bid forms”;
however, the schedule of prices provided with the solicitation documents makes no provision for the unit prices mentioned.
a. How should bidders proceed with regard to this requirement?
b. If the unit prices are required, shouldn’t the soil units of measure be cubic yards (CY) instead of tons to facilitate quantifying the material?
a. ANSWER: We have updated the schedule of prices in the solicitation to account for the unit prices.
b. ANSWER: We use Tons because when a load of soil is shipped off-site to a receiving facility, the load is weighed upon arrival and that unit is measured in
Tons. The weight slips are proof for which payment would be rendered. For estimation purposes, the conversion factor for Tons to CY for this site is 120 lbs/cubic foot (assuming dense soil – our boring logs support this assumption for density). So the ultimate factor is 1.62
Tons/CY.

(Construction Indoor Air Quality (IAQ)

No, this is not a requirement for the solicitation. There will be an addendum issued to address when the IAQ plan will need to be submitted.
