About this file

This document is a Questions and Answers (Q&A) file for solicitation W9133L-25-Q-A022, a catered meals contract for the D.C. National Guard. The contract has a base performance period from 07 OCT 2025 to 31 JAN 2026, with an option period (OP1) from 01 FEB 2026 to 30 APR 2026. Currently, three incumbent vendors are providing these services: Sardis Catering Inc, Installation Food LLC, and Laprima Food Group Inc.

The Q&A addresses specific requirements for meal preparation, including strict guidelines for Kosher and Halal meals. For Kosher meals, preparation must occur in a certified kosher kitchen under rabbinical supervision or be sealed pre-packaged kosher meals. For Halal meals, meat must be slaughtered according to Islamic law, with full avoidance of contamination with non-halal products. Pork products are available upon request, but do not meet full Halal requirements. Additional details about meal timing and specific requirements are referenced in the Performance Work Statement (PWS), specifically Section 2.5.

Q6. Are you requiring Halal slaughtered meats or simply no pork products?
