- A: This is a new solicitation for this event. The previous contract was

W912R121P0001, Awarded to US UP Star LLC.

- Q: In Section 5.1.6, which outlines the specifications for shower trailers, it states that the trailers should be no larger than 36' in length. Since there are five different locations, would you be open to allowing the use of 53' long shower trailers at certain sites to better optimize space?

- A: Yes, provided that the Government is able to obtain the street closures required with the elongation. In addition, there will only be two (2) locations being supported for this contract. A decision regarding the locations will be made no later than two (2) weeks prior to the period of performance. Change is reflected in the Performance Work Statement para. 5.1.6.

- Q: The section mentions "ADA-compliant" shower trailers. Could you provide any specific ratios or requirements for the number of ADA-compliant showers needed?

- A: ADA compliance is NO longer a requirement of the Performance Work

Statement (PWS) dated December 10, 2024 para. 5.1.6.

- A: 7 calendar days prior to the delivery date specified.

- Q: In Amendment 001 of the Combined Synopsis Solicitation on page 13 you reference clause FAR 52.219-14. This appears to cap the revenue split at minimum of 50% to any small business that is subcontracting work. It does state that the limit does not apply to the unrestricted portion of a partial set aside. This solicitation appears to be a total set aside and that the limits would appaly. Can you please confirm that the limit does apply to this contract?

- A: Yes, FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2021-O0008) applies to this solicitation. This is a total small business set-aside; therefore, there is no unrestrictive portion. By submitting an offer, the contractor agrees that it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded.

- Q: Do the trailers need to be ADA compliant as stated in the PWS?

- A: The ADA requirement is no longer a requirement in the PWS dated 10 Dec 2024

Q: Can they use propane water heaters instead of electric?

A: If propane is the standard and will adequately meet the needs of the PWS for the duration of the contract, changes are reflected in para. 5.1.6 of the PWS dated 10 Dec

2024.

Q: There is a request for a layout of the space at each location?

A: During the site visit to the USDA, the contractors confirmed they had clearance to enter the courtyard with their trailers and equipment and could accommodate the nine required trailers.

For the ROB, if we acquire D Street, there shouldn’t be an issue with clearance. However, we need to determine how much of D Street would be needed to ensure all 8 trailers can fit and have the required space to service the trailers. This will be determined once the locations are approved.

Q: In what locations can we tie into local water and/or power?

A: You can NOT use water at the Regional Office Building. The water hookup and electricity are available for use at USDA. The USDA has indicated that there may be two potable water sources within Court 4.

Q: Can we get a head count for each building? Can we also get a male to female ratio?

A: The government does NOT have the male to female ratio. If we can have a mix of shower rooms and individual stalls delivered, the Task Force will be responsible for determine which showers are designated for male and females use. As the contractor your responsibility will be to ensure that the deliverables outlined in the PWS are met daily with servicing. The headcount ranges are as follows:

ROB 1,500 – 2,500

USDA: 1,700 – 2,700

Q: Can we change the requirement for a 250 Gallon water tank?

A: The requirement has been removed. We can provide an estimated range of our personnel at each location as follows:

ROB 1,500 – 2,500

USDA: 1,700 – 2,700

Q: A three-hour delivery is not feasible; can we get more time?

A: The Government can only permit a window from 0500 – 1500 for set up on 15 January

25. As part of your quote/proposal, the Contractor shall provide the time required for set up and removal of equipment. Changes reflected in PWS para. 1.4.1 and 5.4.5

Q: Where is overflow for the ROB?

A: The street closures are currently being coordinated. The Government should have a decision on the closures no less than two (2) weeks prior to the period of performance.

Question: In the locations where the trailers will not be behind a security point, will security be provided? Will there be a person to secure them? This question specifically came up at the ROB where we will be putting items in the street.

A: The Government will coordinate to ensure security measures are in place.

Question: If they put barriers around the alternate locations on Virginia or D will the barriers prevent their trucks from coming in?

A: This will be taken into account and may require the use of fencing and/or barriers that can be easily moved to allow access to service equipment within the perimeter

Question: Please provide a list of all locations that have a screening requirement in addition to the ROB?

A: Both the ROB and USDA fall within the perimeter that requires screening. You will not need to be screened twice. Once inside the perimeter, you can move between both locations to complete your service

Question: Can we put all the trailers on Virginia instead of behind the ROB?

A: The Government is still coordinating and will advise the Contractor no less than two

(2) weeks prior to the period of performance.

Question: What type of vehicles exactly need to be scanned?

A: All equipment and vehicles must be scanned before entering the perimeter. Once inside, you can move freely between the sites you need to service. However, if you leave the perimeter and attempt to re-enter, you will need to go through security screening again.

Question: How long after the scan do you have to get to the site?

A: After the scan, the trucks will be sealed and labeled. Provided that the seals are not broken, the Contractor will be permitted entrance to the site.

Question: How do you seal water and pump trucks?

A: You will not need to seal your water and pump trucks after being screened to enter the perimeter. A tag will be placed on your windshield wipers to indicate that you have been screened and cleared to proceed.

Question: Are there any service time restrictions?

A: Service time restrictions are undefined at this time, however, they may be subject to change.

Question: Can they get a tentative shift change schedule so they can ensure there is water for peak times?

A: The Government cannot provide shift change schedules. Please ensure that the shower trailers are serviced in accordance with the Performance Work Statement and can provide services for up to 2,500 personnel at the ROB and 2,700 at the USDA.

Question: What is the credentialing process for drivers?

A: All driver, equipment and vehicle information must be submitted to the COR no later than three (3) calendar days after the contract is awarded. This will provide the COR sufficient time to submit the information through the appropriate channels. Changes reflected in PWS para. 1.4.10.

Question: The USDA footprint is not large enough for the trash to be taken out once trailers are in, can the trash cans be left for 9 days, or can they be moved to a different

Court?

A: The dumpsters can be moved.

Question: Can we push the proposal deadline to Monday the 16th of December?

A: Yes, contracting will amend the proposal due date to 16 Dec 2024 at 4pm ET.
