2023-03
NOTICE ON THE USE OF THE SUPPLIER PERFORMANCE RISK SYSTEM (MAR 2023)
(a) Definitions. As used in this provision-
"Item risk" means the probability that a product, based on intended use, will introduce performance risk resulting in safety issues, mission degradation, or monetary loss.
"Price risk" means a measure of whether a proposed price for a product or service is consistent with historical prices paid for that item or service.
"Supplier risk" means the probability that an award may subject the procurement to the risk of unsuccessful performance or to supply chain risk (see Defense Federal Acquisition Regulation Supplement 239.7301).
(b) The Supplier Performance Risk System (SPRS), available at https://piee.eb.mil/, will be used in the evaluation of the Quoter or Offeror's performance. SPRS retrieves item, price, quality, delivery, and contractor information on contracts from Government reporting systems in order to develop risk assessments.
(c) The Contracting Officer will consider SPRS risk assessments during the evaluation of quotations or offers received in response to this solicitation as follows:
(1) Item risk will be considered to determine whether the procurement represents a high performance risk to the Government.
(2) Price risk will be considered in determining if a proposed price is consistent with historical prices paid for a product or a service or otherwise creates a risk to the Government.
(3) Supplier risk, including but not limited to quality and delivery, will be considered to assess the risk of unsuccessful performance and supply chain risk.
(d) SPRS risk assessments are generated daily. Quoters or Offerors are able to access their risk assessments by following the access instructions in the SPRS user's guide available at https://www.sprs.csd.disa.mil/reference.htm. Quoters and Offerors are granted access to SPRS for their own risk assessment classifications only. SPRS reporting procedures and risk assessment methodology are detailed in the SPRS user's guide. The method to challenge a rating generated by SPRS is also provided in the user's guide. SPRS evaluation criteria are available at https://www.sprs.csd.disa.mil/pdf/SPRS_DataEvaluationCriteria.pdf.
(e) The Contracting Officer may consider any other available and relevant information when evaluating a quotation or an offer.

Arlington National Cemetery Boundary Wall Repairs Phase VI W912QV126RA056-RFI Answers
1. The SF1442 shows that an offer guarantee is required. Can you please advise which volume the bid bond should be included? Answer: Please include the bid bond within Volume I Administrative section.
2. The requirements for Volume I (Administrative) state, "A complete, current copy of the offeror's System for Award Management (SAM.gov) registration, including all Representations and Certifications." The Administrative proposal has a page limit of 13 pages. Providing a complete copy of the SAM.gov registration, including all reps & certs will far exceed that limit. Can you increase the page limitation to allow for the requirement of the full SAM.gov registration/reps & certs? Answer: The page limitation will be increased to allow for the full SAM.gov registration reps and certs.
3. Volume II (Technical Execution Plan) has a 15-page limit. To allow for sufficient key personnel qualifications and 3 relevant projects as well as the other required information, will you consider increasing the page limit? Answer: The page limitation will be increased to allow for sufficient key personnel qualifications, relevant experience, and other required information.
4. Please confirm ANC has Seneca sandstone attic stock for use. The quarry is closed. Answer:
Confirmed. Based on the amount of Seneca stone that has been salvaged from previous Boundary Wall Phase projects and the similar amount that could be salvaged from this Phase (VI) the Contractor will be able to evaluate the material in Section 77 for use in Phase VI.
5. Please confirm bluestone capstones should be labeled, documented and reinstalled in their original location. Answer: Per SOW 5.1.14, the Contractor shall reset the capstones in the same order as removed from the wall. Per SOW 1.4, the bluestone capstones shall be removed, numbered, and mapped in order to ensure replacement in their existing order and position in the wall upon reconstruction. Capstones shall be removed and stored on pallets in an unstacked manner for reuse.
6. How many bluestone capstones require replacement? Per SOW 5.1.14, Answer: Contractor shall provide replacement capstones of a matching material and dimensional profile for location at which re-use of existing capstones is not feasible due to condition.
7. Please confirm the Seneca sandstone individual pieces do not require reinstallation in their original location. Please confirm matching look/pattern of the existing wall and adjacent walls is sufficient. Reinstalling each piece in it's original location greatly increases the cost. Answer: Please refer to language of SOW 5.1.12, and of particular note, "following the historic character of the stonework as closely as possible". Please also refer to last sentence of SOW 5.1.9, "A protruding stone will be reset within the same panel as it was removed from and at the same general location within the panel"
8. Please confirm all salvaged stone can be stored onsite. Answer: There is space between the boundary wall to be reconstructed and the Joint Base fence. Sequencing of the work to utilize this potential laydown zone could be entertained by an eligible Contractor. Please also note that the drive aisle between the two 17 sections (see SOW Technical Exhibit B) could be utilized for laydown area.
9. Please confirm there is room along the rubble wall for a laydown area of materials and equipment. Answer: Please refer to response to RFI 8.
10. Please confirm if the stone requires general cleaning with water and detergents? Answer: Per SOW 5.1.15, The Contractor shall, upon completion of each portion of wall to be reconstructed, lightly scrub stone identified by ANC in order to remove superficial dirt, soil residue, or other matter. The Contractor shall only utilize warm water and an approved soft nylon brush during such activity.
11. Please confirm stone should be reinstalled at elevations that match existing. Answer: Per SOW 5.1.9, Contractor shall establish, document, and mark the existing alignment of the wall for use in resetting the wall. Contractor shall establish and document the existing wall heights and variations in heights for use resetting the wall to the existing heights.
12. Are there any drawings available for use? Answer: Refer to SOW Technical Exhibits D and E for Wall Survey Drawing. Boundary Wall Phase VI is generally between wall sections 2 and 30
13. Is the approved mortar mix/color info available? This wall butts against a newly pointed section. Same mortar should be used. Answer: Per SOW 5.1.13, the contractor shall use the previously approved mortar by the COR.
14. Is a concrete foundation required? Answer: Per SOW 5.1.11, the contractor shall excavate a trench and fully compact the base (to 95%) in preparation for the placement of formwork required to place a continuous steel-reinforced concrete footing.
15. Please provide the wage scale. Answer: It is listed under the Solicitation Notice ID W912QV1- 26-R-A056 Arlington National Cemetery Boundary Wall Repairs Phase 6, Attachment Title DBAVA20260013 05.18.26.pdf
