About this file
This document is a Questions and Answers (Q&A) clarification for a federal contract opportunity. The contract is a Part 12 action with an estimated project cost between $1,000,000.00 and $5,000,000.00. The scope involves installation of power infrastructure systems including an inverter system with -48V DC input with Maintenance Bypass Panel, 208V 3-Phase AC input, and 208/120V 3-Phase AC output, along with a new DC power plant with 208V 3-Phase AC input. Bidders should bid the work as shown on site plans, which indicate reuse of existing panels and only one DC Plant despite drawings showing two new rectifier cabinets. No bonding is required for this project. The deadline for submitting questions was Monday, April 20, 2026, and the bidding date and time remain April 24, 2026 at 1:00 PM.
Acceptable bid submissions require only a completed Representations and Certifications (Reps and Certs) page and a price breakout schedule; no Division 1 submittals such as quality control plans or schedules are required. Site visit attendee and planholders lists are posted to SAM, and Amendment 001 is the only amendment currently issued. Escorts will be provided from 7:30 AM to 4:30 PM Monday through Friday; weekend work requires prior coordination with the Naming Entity Coordinator (NEC). The 30-day submittal process timeline and specific requirements for a full-time Site Safety and Health Officer remain unaddressed in the provided Q&A response.
