About this file
This Justification and Approval (J&A) document is for the US Army Engineer District, Corps of Engineers to use a brand-specific meter, the Schneider Electric Powerlogic ION 9000 advanced energy and power quality meter, for the Substation A Modernization Design at Rock Island Arsenal, Illinois. The project involves replacing an aging substation that provides power to the installation and Joint Manufacturing & Technology Center, with a new substation containing 24 medium-voltage circuit breakers to accommodate planned additional loads.
The J&A justifies using only the Schneider Electric Powerlogic ION 9000 Series meters because they interface with a central system using proprietary software to gather real-time power data. The existing meters are part of an Army pilot program, and the new meters must be installed prior to energizing the medium voltage switchgear while keeping the existing switchgear operational. A Notice of Intent (NOI) was posted on SAM.gov on 06 August 2024, with the government determining this is the only acceptable meter that can integrate with the substation's existing systems. The construction contract will be awarded under FAR Part 16.505 using FY24 O&M funding, with the overall construction contract estimated at a redacted amount.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: US Army Engineer District, Corps of Engineers, PO Box 59, Louisville, KY 40201-0059.
2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Schneider Electric Powerlogic ION 9000 advanced energy and power quality meter, in the DBRFP for the Substation A Modernization Design at Rock Island Arsenal, Illinois (RIA). The government will not purchase the meter directly but will include the brand name specifications in the solicitation that will result in a firm-fixed-price (FFP) construction contract. The construction contract is planned to be awarded under a FAR Part 16.505, using FY24 O&M funding. The overall construction contract is estimated at
3. Description of the Supplies/Service: Provide an advanced energy and power quality meters for the Substation identified in this project. Specifically, the project will use the following model: Schneider Electric Powerlogic ION 9000 Series. One meter will cost approximately
4. Authority Cited: The statutory authority permitting acquisition of the requirement by Other than Full and Open Competition is 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Reason for Authority Cited:
(a) Background: This contract for the construction of the RIA Substation A Modernization at Rock Island Arsenal is a O&M project to update the substation providing power to the installation and to the Joint Manufacturing & Technology Center (JMTC) located on Rock Island. Substation A is the primary substation for the Rock Island Arsenal Schneider Electric Powerlogic ION 9000 Serieselectrical distribution system. It has two main (incoming) breakers, one tie breaker, and twelve feeder breakers, enclosed in a metal building mounted over a concrete vault to facilitate the underground feeders. Due to its age, repair parts are difficult to find and some of the feeder breakers are overloaded in terms of connected load. Furthermore, Substation A has no spare breakers, which will significantly complicate the design and construction of the upcoming FY25 ERCIP microgrid project. This project will construct and commission a new substation to replace the existing substation during FY25. The new substation will contain a total of 24 medium-voltage main, feed, and tie circuit breakers and will be sized to accommodate planned additional loads for both RIA and JMTC and will be a complete and usable facility.
(b) Justification: The meters interface with a central system, which uses proprietary software to gather power data from the meter in real time. The existing meters are part of a pilot program funded through the Army and are installed at the existing substation.
The Schneider Electric Powerlogic ION 9000 Series are required the only type of meter that can integrate to the substation meters thus why no other meter will suffice. The meters need to be installed prior to energization of the medium voltage switchgear and since the existing switchgear must remain operational, new meters are required.
12. Fair and Reasonable Cost Determination/Contracting Officer Certification: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable based on previous procurements of the ION 9000 meter. Each panel is going to cost approximately Therefore, there is only one available source that meets the requirements of the solicitation. I further certify that this justification is accurate and complete to the best of my knowledge and belief.
