About this file
This is a Justification and Approval (J&A) document for other than full and open competition, prepared by the US Army Engineer District, Corps of Engineers in Louisville, KY for electrical utility connection services at Grissom Air Reserve Base (GARB), Indiana. The document justifies the specification of Rural Electric Membership Cooperative (REMC) as the required provider for electrical utility services for the construction of an Indoor Small Arms Range.
The construction contractor must pay Miami-Cass REMC to furnish and install transformer equipment, MV cable, connections, and switch components, as Miami-Cass REMC is the only electrical utility provider in the vicinity of Grissom ARB. The contract will be funded with FY25 Military Construction (MILCON) funds and structured as a firm-fixed-price (FFP) construction contract. The justification cites 10 U.S.C. 3204(a)(1) and FAR 6.302-1(b)(3) for sole source authority, as Miami-Cass REMC is the only available electrical utility provider that can serve the facility, which will contain new systems for heating, ventilation, air conditioning, plumbing, electrical, and telecommunications.
