About this file
This document is a pre-solicitation for the Rough River Dam Safety Modification Phase II: New Outlet Works and Cutoff Wall Project. The Louisville District of the U.S. Army Corps of Engineers intends to issue a solicitation for a firm fixed-price contract to construct a new outlet works and excavate and place a cutoff wall at the Rough River Dam site. The contractor must have specialized equipment and capabilities to meet construction deadlines and ensure continuity of the cutoff wall. The solicitation will include extensive geological and geotechnical data to enable offerors to understand the site conditions. The contract will be awarded on a best-value tradeoff basis and will require a HubZone 10% price evaluation and subcontracting plan for large businesses. The anticipated draft solicitation release date is mid-September, with the final solicitation expected in late November.
