SECTION 00 22 18
PROCEDURES FOR SUBMITTAL AND EVALUATION OF OFFERS FOR PHASE TWO
1. Overview
1.1 The intent of this solicitation is to select a target of seven (7) contractors for Design Build Multiple Award
Task Order Contracts for building envelope and roof repair and replacement within the Louisville District’s Area of Responsibility. The Government will evaluate the proposals in accordance with the criteria described herein, and award a firm fixed price contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government, all factors considered.
1.2 This is a two-phase procurement. Following completion of the evaluation of Phase I, a target of ten (10) most highly qualified offerors will be selected to participate in Phase II. The offerors selected for Phase II will be invited to submit a proposal in accordance with the information described in this Section 00 22 18, Procedures for Submittal and Evaluation of Offers for Phase Two.
1.3 The basis of award is the Best Value Trade-Off process. The Contracting Officer will award a firm fixed price contract to the responsible offeror whom the Source Selection Authority (SSA) determines conforms to the solicitation, is fair and reasonable and offers the best overall value to the Government, all factors considered. The Government reserves the right to accept other than the lowest priced offer and the right to reject all offers. For Phase II submittals, requirements stated in this RFP are minimums. Phase I factors will not carry forward into Phase II for inclusion in the best value trade-off analysis.
