About this file
This document contains a justification and approval for other than full and open competition and information on a related federal contract opportunity. The justification document details a requirement for a specific brand of door locking system for a new flight simulator facility at Patrick Air Force Base in Florida. The system was selected as the base has implemented a program to standardize its keying systems for security purposes using this exclusive brand. Only two approved vendors can provide the required keys and cores. The related federal contract opportunity is a solicitation to design and construct the new flight simulator facility with an estimated cost between $10-25 million. Responses are due through the Project Network system. The contracting agency is the Army Corps of Engineers and the size determination is $39.5 million.

Personnel Recovery HC-130J Flight Simulator
Coremax Door Locks
JUSTIFICATION AND APPROVAL (J&A)
FOR OTHER THAN FULL AND OPEN COMPETITION
1) Contracting Agency: US Army Corps of Engineers, Louisville District, PO Box 59, Louisville, KY 40201-0059
2) Description of the Action: This is to be a new sole source and brand name requirement for a door keying system specification in the solicitation for the Personnel Recovery HC-130J Flight Simulator project at Patrick Air Force Base (AFB). The Personnel Recovery HC-130J Flight Simulator project will be funded with MILCON dollars. The estimated cost for the door keying system is .
3) Description of Supplies/Services or Nature of Construction: The construction contract requires the building of a two-story Personnel Recovery HC-130J Flight Simulator. The project solicitation specifies that Best Coremax keying systems (keys and cores) are to be installed for all doors that are included in this project. Specifically, the project will use the following part numbers: 1CX7X39Z-2-626 for combinated cores or 1CX7X39Z-l -626 for uncombinated cores;
1AX1X39Z-2-KS717-KS699 for the keys to combinated cores; and 1AX1X39Z-l -KS717-KS699 for the keys to uncombinated cores. Superior Hardware Products (407) 339-6800 and Southern Lock (757) 541-5536 (GSA supplier) are the only two authorized vendors for this keying system (keys and cores) for the reasons discussed below.
4) Authority Cited: The statutory authority permitting sole sourcing for this acquisition is 10 United States Code 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In accordance with Defense Federal Acquisition Regulation (DFARS) 206.302-1(c)(2) and section 888(a) of the NDAA for FY17 (Pub. L. 114-328), this J&A is required in order to use brand name or equal descriptions.
5) Reason for Authority Cited:
a) Background: In September 2018 the 45th Civil Engineer Squadron implemented a program approved by 45th Space Wing commander to rekey Patrick AFB. This program was implemented to help improve the security of Patrick AFB. After completing due diligence, Best Coremax was chosen as the single keying system to be used across the base. Patrick AFB is in the process of replacing the keying systems on current buildings to match the newly selected system and incorporate the new system into the design of all new construction. This system has a nationwide exclusive keyway, which helps ensure the base's security. Every keyway is maintained by approved vendors. These vendors, listed below, also have a contract with Patrick AFB for security and continuity measures.
b) Justification: Best Coremax is the only manufacturer whose product can satisfy the 45th
Civil Engineer Squadron’s requirement to provide keys and cores that are consistent across the AFB and provide the necessary level of security. Superior Hardware Products and Southern Lock are the only two authorized vendors for this keying system (keys and cores). Limiting the number of suppliers helps ensure the system's security. This keyway system is unique to only Patrick AFB. A system has been implemented with the manufacturer that only allows contractors to purchase these products for verified base projects and prevents contractors from directly taking possession of keys or cores. Those components will be shipped directly from the suppliers to the Patrick AFB lock shop for installation. If Coremax keyway systems are not used in the cited project, the completed facility would not meet the required security standards.
Additionally, the base would have to track and maintain newly, potentially unauthorized vendors
