PART 1

DESIGN OBJECTIVES, AND FUNCTIONAL AND AREA REQUIREMENTS

1.1 SCOPE OF WORK. The objective of this solicitation is to renovate existing facilities in which the Using Units are able to effectively implement their Army Reserve support and training missions. These activities require sufficient space with up-to-date furnishings and equipment to support the Units’ full-time and Army Reserve personnel.

The renovated facilities will consist of (4) buildings and associated site improvements, complete and adequate for assignment as a United States Army Reserve Training Center. The buildings include Training Center Building 1300, Training Center Building 1330, Training Center Building 1412 and associated portable Arms Vault, Area Maintenance Support Activity (AMSA) Building 1324 and its associated Controlled Waste Building and Vehicle Wash Platform. A fire sprinkler pump house and associated water storage tanks are also included if required for the project as determined by the Offeror.

1.1.1 Requirements stated in this RFP are minimums; design and construction shall meet or exceed the requirements. The design and technical criteria contained and cited in this RFP establish minimum standards for design and construction quality.

1.1.2 This project shall consist of the design and construction of an Army Reserve Center Full Facility Revitalization (FFR) as described in this RFP on Government-owned land at Charlotte, North Carolina.

1.1.3 Bid Options. The Government has identified Option Items which may be included in the project, if available funds allow and government authorization is given.

The Option Items are listed individually on the Price Breakout Schedule.

1.2 DESIGN OBJECTIVES.

1.2.1 Applicable Criteria. Applicable design and construction criteria references are listed in this Statement of Work and in the Outline Technical Specifications. Criteria shall be taken from the most current references as of the date of issue of the RFP, unless noted otherwise. Referenced codes and standards are minimum acceptable criteria.

1.2.1.1 This RFP and its referenced documents define the necessary criteria to plan and design the Army Reserve Center FFR. Functional space requirements are indicated in the Army Reserve Facilities (UFC 4-171-05), referred to as the Design Guide’ (DG), which also provides general criteria and guidance for the design of Army Reserve facilities. Typical functional space furniture layouts and inventories are provided in the RFP drawings; Contractor’s designers shall adapt these to the final floor plans.

1.2.1.2 Where specific manufacturer or vendor names are called out in this RFP, the intention is to provide the desired quality and salient features for the system or material.

Part 1 - 2 of 12

1.2.1.3 Unless the manufacturer or vendor is identified as “sole-source”, or with similar language, the Contractor may provide an equivalent or better system or material of another vendor or manufacturer.

1.2.2 Primary Consideration. The primary consideration of this solicitation is to obtain an Army Reserve Center FFR within funds available, and to maximize design quality. Offerors are encouraged to review the RFP to familiarize themselves with all RFP requirements.

1.2.3 Design Quality. 1.4 RFP DRAWINGS. The conceptual drawings are included as a part of this RFP to provide information and criteria for the Contractor’s completion of the design.

1.5 SPECIFICATIONS.

1.5.1 The Outline Technical Specifications are provided primarily in outline format.

They shall be utilized as design and submittal criteria, and minimum standards for the corresponding construction work, and shall be met or exceeded unless Contractor obtains specific Government approval for proposed reductions. These outline specifications shall not be considered complete and suitable for final construction specifications. Contractor’s designers shall expand the outline specifications to provide comprehensive, three-part, CSI-format Specifications and shall edit the Specifications to indicate actual products to be used in the construction. Final specifications shall include as a minimum, a description of the technical requirements, criteria for determining whether the criteria are met, and quality control requirements and procedures. The standards referenced in the outline specifications establish minimum requirements for the final construction specifications.

1.5.1.1 The Outline Technical Specifications provide design and construction criteria that supplement project-specific requirements listed in Section 01 02 00.00 48 and 01 03

00.00 48.

1.5.2 Not all Outline Technical Specification sections provided in this RFP may be required for this project, and designers shall provide additional Specification Sections or items if necessitated by their final design or RFP requirements.

1.5.3 Some Outline Technical Specification Sections are more detailed and extensive than the majority; these represent the Government’s required specification approach to this project. Contractor’s designers must still take complete responsibility for the design and specification of the project, and shall satisfy themselves that these Sections are complete and suitable for the final design. Most of the outline specification sections are adapted from typical Government Unified Facility Guides Specifications (UFGS) and reflect Army Reserve-approved approaches and products. The outline specification requirements shall be used as the basis for selection of construction materials, products, and systems. Contractor’s final specifications shall be developed from the UFGS. The use of industry prototype specifications (such as MasterSpec) is not allowed.

1.5.3.1 The following order of UFGS specification priority applies:

1.5.3.1.1 First select Sections specifically developed for Army Reserve facilities. Such Sections have “48” as the fifth level of their MasterFormat 2004 numbering, such as Section 07 31 13.00 48. These Army Reserve-specific (RST) Sections can be accessed from the Corps of Engineers, Louisville District, Army Reserve Customer Website. Refer to Part 2 of this Section.

1.5.3.1.2 If no RST Section exists, select a Louisville District-specific Section (LRL), accessible from the same website. Such Sections have an “06” as the fifth level of their MasterFormat 2004 numbering.

Part 1 - 8 of 12

1.5.3.1.3 If no Section described above exists, select an Army Section. Such Sections have an “10” as the fourth level of their MasterFormat 2004 numbering.

1.5.3.1.4 If none of the above Section exist, select a unified Section. Such Sections have no fourth or fifth level in their numbering.

1.5.4 In case of conflicts between the project-specific requirements in Section 01 02 00.00 48 or 01 03 00.00 48, and the requirements in the Outline Technical Specifications, Section 01 02 00.00 48 or 01 03 00.00 48 governs. This is true for all Outline Technical Specification Sections, including the more extensive and detailed Sections.

1.6 SITE. The site is described on the RFP drawings included as part of this solicitation, and consists of approximately 14.4 acres. The site is currently an Army Reserve Center. Site work includes all design and construction of site features described in the RFP, including but not limited to, site planning, clearing, grading, erosion control, site drainage, utility systems, pavements, pedestrian and vehicular circulation systems, signage, site lighting, landscaping, physical security measures, fencing, and site furnishings.

1.6.1 Special Utilities and Supplementary Construction. Refer to Part 3 of this section.

Amdt. #0004

1.6.2 Demolition Considerations and Requirements. Selective demolition is required for miscellaneous site work. Selective demolition is required for the exterior and interior renovation of Buildings 1300, 1324, 1330, and 1412. Refer to the RFP Drawings. All loose furniture and equipment will be removed by the government prior to the contractor taking possession of the buildings. Coordinate with paragraph 1.6.5 – Contractor’s Use of the Site of this section.

Amdt. #0004

1.6.3 Environmental Considerations and Mitigation Requirements. Should any suspected hazardous materials be encountered during site investigations or construction, the Contractor shall immediately stop work in the affected area, notify the Contracting Officer, and await Contracting Officer’s direction before proceeding with additional work in the area.

1.6.3.1 The site has been identified as being in an area where average indoor radon concentration is not likely to exceed 2 picoCuries per liter. Contractor to test each of the four buildings for radon levels present.

1.6.3.2 Mold Prevention. Buildings must be designed and constructed to maintain space humidity at reasonable levels.

1.6.3.3 Buildings 1300, 1324, 1330, and 1412 were inspected for asbestos by the Government; asbestos containing materials (ACM) were identified at all four buildings.

Prior to any building demolition, the Contractor shall perform a thorough demolition-level

Part 1 - 9 of 12 asbestos inspection in accordance with applicable Federal, State, and local regulations.

The goal of the inspection is to identify ACM, including that which may be located inside walls, above ceilings, under floors, and other inaccessible areas. The inspection shall be conducted by an accredited asbestos building inspector. Any ACM identified as a result of this inspection shall be treated as a changed condition. Refer to Attachment Q for the Asbestos Reports.

1.6.3.3.1 Asbestos Survey – The Contractor shall comply with the requirements of UFGS specification section 02 82 00: Asbestos Remediation for selective demolition at all buildings. The Contractor will be required to complete an Asbestos Containing Material impact assessment.

1.6.3.4 The Contractor shall comply with the requirements of OSHA 29 CFR 1926.62

The hazardous waste criterion for lead wastes is established under the federal Resource Conservation and Recovery Act (RCRA), Subtitle C, as 5.0 mg/L measured with the Toxicity Characteristic Leaching Procedure (TCLP). In addition, the crushing or recycling of materials with LBP is strictly prohibited.

1.6.3.4.1 Lead Exposure in Construction – The Contractor shall comply with the requirements of UFGS specification section 02 83 00: Lead Remediation for selective demolition at all buildings. A lead based paint report was performed in March 2004 and is included with this Section as Attachment R. Lead-based paint was identified at all four buildings – 1300, 1324, 1330, and 1412. The Contractor will be required to conduct a Lead Based Paint hazard evaluation.

1.6.4 Site Development Constraints. Not used.

1.6.5 Contractor’s Use of the Site. Except for utility service provider access, required coordination with local agencies, and observation and oversight by the Government, the Contractor shall have partial use of the site within final limits of construction to be recommended by the Contractor and approved by the Government.

The Contractor will maintain Government access to the Military Equipment Parking Areas and the RPX AMSA building. Access to either Gate #1 or Gate #2 must be retained at all times so vehicles can circulate through the POV lot to the MEP and RPX AMSA. The RPX AMSA building will remain in operation the entirety of construction.

1.6.5.1 Security and Identification Requirements, see Section 00 08 00.00 06.

1.6.6 Verification of Conditions. The Contractor shall field verify existing conditions prior to beginning work. The Contractor and the designers of record shall be responsible for investigating all differing site conditions, discrepancies, and field related issues that are encountered during the design and construction process. The designers of record shall be responsible for providing guidance to the Contractor for the resolution of all such issues. The Contractor shall provide notice to the Government of any such issues prior to proceeding and with sufficient time to avoid cost or schedule impacts.

1.6.7 Verification of Utilities. The Contractor and the designers of record shall be responsible for verifying the condition, location, and capacity for all utilities necessary for

Part 1 - 10 of 12 the project. The Contractor and designers of record shall further verify that all utilities will meet the requirements of this project.

1.6.8 Regulatory Compliance. The Contractor shall assure that the site development complies with all applicable local, State and Federal regulations. A list of known regulations is located in Part 2 of this Statement of Work. Timely acquisition of the necessary design and construction related permits shall be the responsibility of the Contractor. The Contractor, upon notice to proceed, shall immediately begin working on the permits so as not to delay completion of the project. The Contractor shall prepare permits, associated drawings, public notices, and other related documentation as necessary to successfully meet permit approval status. The Contractor shall pay for associated permit fees.

PART 6

ARCHITECTURAL AND INTERIOR DESIGN

6.1 DESIGN GOAL. The overall architectural design goal for the facility is to provide a functional, visually appealing facility that is a source of pride for facility users.

The RFP conceptual building drawings present a building design scheme which considers the Army Reserve program and which is acceptable to the Government. This does not preclude the Contractor from making improvements to the design so long as such improvements are consistent with the requirements of the RFP and acceptable to the Government. The RFP building drawing plans are conceptual, and have been provided to illustrate spatial adjacencies and design intent. The Contractor shall provide a complete design. In completing the design, the Contractor will be allowed some latitude in manipulating the plans and elevations to improve functional layout, to accommodate structural, mechanical, electrical and other systems, and to allow flexibility for design/esthetic expression. The spatial relationships and adjacencies, however, must be maintained, unless the Contractor recommends changes to the Government, and the Government approves such changes.

6.1.1 Site Planning Objectives. Provide a functional layout for the new site elements in conjunction with the existing structures. The site plan should place emphasis on creating a safe work environment. Existing vehicular circulation to remain.

Pavement marking and signage shall clearly delineate traffic patterns, even to first time visitors to the site.

6.1.1.1 The site development plan shall show consideration for the site opportunities and constraints, program requirements, and specific site design criteria and guidance provided. The site plan will include a prefabricated Arms Vault. A fire sprinkler pump house and associated water storage tanks are included if required for the project as determined by the Offeror. See 6.4.5 Miscellaneous Exterior Elements and conceptual site locations on RFP Drawing CS101.

6.1.1.2 At Buildings 1300, 1324, 1330, and 1412, provide a minimum of one accessible pedestrian route linking handicap accessible parking areas with the main entrance to the building core area. The accessible route shall be arranged to minimize the crossing of vehicular circulation routes. See conceptual accessible parking locations and routes on RFP Drawing CS101.

6.1.2 Exterior Design Objectives. Not used.

6.1.3 Interior Design Objectives. Arrange spaces in an efficient, functional manner. Provide simple circulation schemes that allow easy wayfinding within buildings.

Use durable materials and furnishings that can be easily maintained and replaced. Use interior surfaces that are easy to clean and light in color; avoid trendy or bright color schemes. Where feasible, arrange spaces to allow rearrangement of furniture layout.

Structure interior spaces to allow maximum flexibility for future modifications.

Part 6 - 2 of 13

6.1.3.1 The RFP provides basic finishes and a color palette for most spaces.

Contractor’s designers are encouraged to develop a more comprehensive finish and color palette for acceptance by the Government, including accent colors and finishes, especially for common-use areas of the building. Such finish and color palette shall include doors, door frames and window frames.

6.1.3.2 Functional space requirements are noted in Part 1 of this Statement of Work;

Contractor’s designer is to coordinate the layout with the Government. The Contractor shall develop restroom and locker room plan layouts in conformance with the requirements of this RFP and the Design Guide, for the acceptance of the Government.

Plumbing fixture counts shall be based on Design Guide requirements, and shall also shall comply with code and accessibility requirements. The male/female ratio for Buildings 1300, 1330, and 1412 is 2/3 male, 1/3 female. The male/female ratio for Building 1324 is 80% men and 20% women. For the vehicle maintenance building, provide 20% of the code-required total fixture count requirements for women, and 80% of the total requirement for men. Exclusive-use toilet fixtures in the General Officer suite may not be counted toward satisfying Design Guide, accessibility or code requirements.

6.1.3.3 Where Contractor provides schedules, labeling or key plans (for signage, lockset keying, electrical panel schedules, communications/data wiring, etc.), Contractor shall use final room numbers if different from construction document room numbers.

Refer to UFC 4-171-05 for guidance on room numbering.

6.1.3.4 Special design emphasis should be given to the General Officer suite area.

6.1.4 Material and Product Selection Criteria. Materials shall meet the requirements of this RFP, including but not limited to the Outline Technical Specifications, which establish a minimum quality level. Higher quality materials will be evaluated more favorably.
