About this file
This document contains a justification and approval for other than full and open competition and the related federal contract opportunity solicitation. The justification is for a sole source agreement with Vectren, the sole provider of natural gas utility services for Wright-Patterson Air Force Base, to oversee and inspect the connection of a new NASIC Intelligence Production Center facility to Vectren's privately-owned natural gas lines. The related solicitation is from the US Army Corps of Engineers Louisville District for construction of the NASIC Intelligence Production Center, including addition of a secured multi-floor facility and alteration of existing facilities. Interested offerors must verify they are US-owned, enroll in the Joint Certification Program, and complete a government security vetting. The fixed-price contract value is estimated between $100-250 million. The solicitation will be issued in two phases with plans released with the second phase. The response deadline is in January 2020.
