(RFIs)

04/08/2019

ROUND ONE 04/02/2019

1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

1-ANSWER: This is not a new requirement. The current contract’s number is:

W912PX-15-C-0001.

2. I am asking for the name of the company that currently has the contract, as well as the award amount for 2018-2019 Security Support Services contract.

2-ANSWER: The name of the incumbent contractor is: Alutiiq Technical Services, LLC. The 12 month 2018-2019 performance period contract value is:

$1,071,548.33

3. Our company ownership is a Native American woman owned 8(a), we are not tribally owned. Would you consider our Native American minority status as qualifying to bid the JIATFS solicitation?

3-ANSWER: If the SBA considers your firm as Native American under the 8(a) program, you are qualified to participate in this solicitation.

End of Round One RFIs

ROUND TWO 04/08/2019

4. If an offeror is an SDVOSB and not a Native American Firm, will that offeror be eligible to submit a bid thru this solicitation?

4-ANSWER: No.

5. Who is the current incumbent contractor and what is the contract number & value?

5-ANSWER: The name of the incumbent contractor is: Alutiiq Technical Services, LLC. The contract number is: W912PX-15-C-0001. The 12 month 2018-2019 performance period contract value is: $1,071,548.33.

6. Is the purpose of the requirement for a security clearance due to the continuity of services (April 30, 2019)? If not, what is the reason/justification?

6-ANSWER: No. The Top Secret Facility Clearance is required because JIATFS is a highly secure installation with a TS/SCI mission.

7. Is the agency currently sponsoring the incumbent contractor?

7-ANSWER: No.

8. Will the agency sponsor the awarded offerors security clearance (DD form 254)?

8-ANSWER: No. The awarded offeror must have the Top Secret Facility Clearance at time of proposal submittal.

9. Per Executive Order 13658 (SCA), mustn’t you provide the incumbent employee anniversary dates and wage rates?

9-ANSWER: The referenced EO 13658 increased the minimum wage from $7.15/hour to $10.60/hour and has nothing to do with the Service Contract Act (SCA). The information you request is covered by FAR 22.1020 – Seniority Lists and is provided to the successor contractor upon commencement of the succeeding contract.

10. If the offeror has an 8a partner (according to SBA), will that be an acceptable arrangement, joint venture, subcontractor etc.)? If not, will the agency recommend an 8a partner?

10-ANSWER: No. The offeror must be the 8(a) Native American company. No, the agency will not recommend an 8(a) partner.

11. Under what FAR clause will this proposal be rated under?

11-ANSWER: Assuming by rated you mean evaluated for award, FAR 52.212-2 Evaluation – Commercial Items including the FAR 52.212-2 Addendum. Both found in Section M of the solicitation.

12. Will the government be willing to revise the past performance contract requirement as minimum one (1) and no more than three (3) contracts?

12-ANSWER: Section L, 7.9 Volume II - Past Performance requests past performance questionnaires on a maximum of 3 contracts. Please submit questionnaires on no more than three contracts.

13. Subfactor 1 – Past Experience requires experience in 5 specific areas. Will the government consider similar tasks instead of the specific tasks mentioned?

13-ANSWER: These five areas are critical to the JIATFS security posture. The instructions are to provide a narrative showing your experience. If you have relevant experience, please provide it and it will be evaluated fairly against the solicitation criteria.

14. Subfactor 2 – Manning Tables and Duty Schedules: Will the government consider any other form of submission to assess the magnitude and complexity of our previous contract(s)?

14-ANSWER: Any information submitted that demonstrates experience comparable in magnitude and complexity to our requirement will be considered and evaluated.

Experience should be significant and must be both relevant and verifiable.

15. Reference Subfactor 3 – Contractor / Service Personnel Security Clearances: It’s difficult to assemble the required security personnel with documentation for the proposal submission. Will the government reconsider this requirement?

15-ANSWER: Subfactor 3 will be revised by an amendment to the solicitation.

The Contractor TS/FCL requirement will remain unchanged. An active, final TS/FCL is required at time of proposal submission. A failure to meet this requirement will result in a finding of non-responsive and elimination from further consideration.

The Personnel Security Clearances will be changed by amendment to require a viable plan to meet the personnel security clearance requirement on the contract start date. Please consult FAR 52.222-17, Nondisplacement of Qualified Workers for guidance on retaining the current contract employees.

16. Please provide the total amount awarded on the current five year contract.

16-ANSWER: The total five year value of the current contract is $4,580,598.79

17. Would the Government please confirm that the requirements matrix is excluded from the page count?

17-ANSWER: The Requirements Matrix is not included in the page count.

18. Would the Government confirm that tables, illustrations and graphics are excluded from the page limitations in the Technical and Past Performance volumes?

18-ANSWER: Tables, illustrations and graphics are excluded from all page counts.

19. Would the Government confirm the cover page and List of Figures and List of Tables is also excluded from the page count?

19-ANSWER: Cover pages, tables of content, lists of attachments and similar indexing pages are not included in any page counts.

20. Reference Section L, 7.10.1, “… electronic price proposals and supporting exhibits and spreadsheets shall be submitted in Microsoft Excel format.” Will the Government provide the referenced electronic exhibits/spreadsheets that should be completed to support our proposed price?

20-ANSWER: Section B – Supplies or Services and Prices/Costs, of the solicitation must be completed as shown and will be your firm fixed price proposal. Section B may be submitted in word, PDF or excel format.

The electronic supporting exhibits and spreadsheets should support your firm fixed price. Labor is the cost driver on this contract. The labor categories and shift requirements are stipulated in the RFP. Your supporting documentation must support your FFP and show you have included labor hours in each labor category to meet the minimum requirements of the RFP. Your Draft Manning Chart and Duty schedule should support labor hours priced by labor category. Labor costs plus other expenses (weapons, uniforms, etc.) plus overhead, G&A and profit should support the FFP proposed. Your supporting documents should show your understanding of the JIATFS requirement and the reasonableness of your firm fixed price. It should also show your price is fair and reasonable (i.e., you can perform at your price and the Government’s risk of non-performance is reasonable).

It is the Government’s expectation that a prudent businessman would have these cost factors identified, quantified and tabulated in order to prepare Section B FFP CLIN prices. You may provide substantiating cost/price data in your own formatted spreadsheet(s) as long as it is MS Excel compatible and supports your Section B firm fixed prices.

21. With electronic submittals is a hard copy required?

21-ANSWER: No, hard copies of submittals are not required. Please submit electronic files as eMail attachments. Do not send compact discs (CDs). They are unacceptable in a secure environment.

22. When should I expect a response to my questions?

22-ANSWER: There will not be individual responses sent for questions submitted.

Responses to all questions received will routinely be posted to FEDBIZOPS as Round One RFIs, Round Two RFIs, etc. Please check FEDBIZOPS periodically.

23. Ref PWS 1.6.11 and Section L 7.8.1.3: We understand the Contract Manager/Alternate

Manager (Key Personnel) must be on-site. Is the Facility Security Officer (FSO)/Alternate FSO (Key Personnel) required to be on-site?

23-ANSWER: The FSO/Alternate is NOT a required onsite position.

24. Ref Section L, 7.8.1.3: Would the Government please clarify what type of documentation is required with our proposal submission to verify personnel clearances?

24-ANSWER: Section L, 7.8.1.3 is being revised. Please refer to question # 15.

25. Ref Section L, Section 7.8.1.4; Would the Government please clarify what type of documentation is required with our proposal submission to verify state license requirements?

25-ANSWER: A table with the company and personnel state license numbers verifying you meet all state license requirements would be acceptable.

If the licenses are from a state other than Florida, please indicate if your state has license reciprocity with Florida. If not, indicate how you intend to meet the State of Florida licensing requirement.

Tables and license documents are not included in any page counts.

26. Ref Section L, 5.0: Will an “Interim Top Secret Facility Clearance” meet the requirement for a “Top Secret Facility Clearance” at the time of proposal submission?

26-ANSWER: No. An interim Top Secret FCL at proposal submission is not acceptable because it does not allow full TS/SCI contract performance.

Full TS/SCI performance of the contract requires the final TS FCL from NCAISS and then the final TS-FCL must be further adjudicated by Army for SCI access.

Due to the extraordinary backlog of the clearance adjudication process, the US Army Contractor Support Element will not adjudicate an NCAISS interim TS FCL for SCI access. An interim clearance is no guarantee of a final clearance and Army does not have resources to spend on clearances that may never be finalized.

An Interim Top Secret FCL precludes SCI access and creates an unacceptable risk to TS/SCI contract performance.

27. Ref PWS 1.6.3: Do the Security Screener Positions observe the Federal holidays listed in PWS section 1.6.3?

27-ANSWER: Yes.
