An updated CMRA business process, Version 3.0, has been implemented starting with the reporting of Fiscal Year 2007 information.
1.2. Contractors are required to report actual labor hours, dollars, and other information directly. The information is reported as an aggregate of all labor dollars and hours charged by a fully executed contractual action within the scope of reporting: recruiting; organizing; supplying; equipping (including research and development); training;
servicing; mobilizing; demobilizing; administering (including the morale and welfare of personnel); maintaining; the repair of military equipment; the maintenance and repair of buildings and structures. Direct labor dollars should include all (un-loaded) labor hours used in order to perform the contract requirement. The labor associated with training support, program management, engineering support or maintenance services pertaining to the supplies being purchased must be reported.

This website features new security features and is located at the web address: https://cmra.army.mil. It contains site links to Users Guides, Frequently Asked Questions, and Help Desk information. All users must register on the Version 3.0 website in accordance with the 3 October 2006 announcement and the User Guides on the site. Once registered, the contractor is to completely report data by filling-in all the information.
