Down Range Logistics (DRL) Support - Competitive 8(a) W912PX-17-R-0002
QUESTIONS AND ANSWERS
As of
23 January 2017
Question 1: Will the government sponsor a Secret Facility Clearance for the winner of this contract?
Answer 1: No, the Government will not sponsor a SECRET Facility Clearance for the awardee of the contract as a clearance is required at the time of proposal submission in accordance with (IAW) the following solicitation references:
Addendum to FAR 52.212-1 Instructions to Offerors, section 5.0 “Offerors must possess a SECRET Facility Clearance (FCL) at time of proposal submission. Proposals submitted by offerors without a Secret FCL will not be evaluated or considered for award.”
Addendum to FAR 52.212-1 Instructions to Offerors, section 7.9.1.3 Sub-Factor 3 - Contractor / Service Personnel Security Clearances: “The Offeror shall provide documentation which illustrates that the Offeror and its proposed personnel, both Key and Non-Key Personnel, have the minimum active facility and personnel security clearances necessary to perform the tasks of this requirement in accordance with the DD254. The minimum security clearance requirements for both the Offeror and its proposed personnel must be active at the time of proposal submission. Documentation must be furnished as part of this submittal for verification of appropriate clearance levels and active status.”
Question 2: Will contractors be allowed to perform on this work at the Interim Security Clearance?
Answer 2: No, the contractor will not be allowed to perform this work with an interim security clearance as the contractor would not be awarded the contract without the minimum active facility and personnel security clearances necessary to perform the tasks of this requirement IAW the DD254. Please review the following solicitation references:
Addendum to FAR 52.212-2 Evaluation – Commercial Items, section 3.0 “Offerors must possess a Secret Facility Clearance (FCL) at time of proposal submission. Proposals submitted by offerors without a current SECRET FCL will not be considered for award.”
Addendum to FAR 52.212-2 Evaluation – Commercial Items, section 6.1 “Factor 1: Technical Acceptability - In order to be determined technically acceptable the offeror’s proposal must clearly demonstrate that the offeror’s Technical Approach, Technical Capability, and Contractor / Service Personnel Security Clearances outlined in their proposal meet the minimum requirements of the solicitation. In order to receive an acceptable rating under Factor 1, the Contractor’s Technical Proposal must receive an acceptable rating in all sub-factors.
Addendum to FAR 52.212-2 Evaluation – Commercial Items, section 6.1.3 Contractor / Service Personnel Security Clearances: “The Offeror shall provide documentation which illustrates that the Offeror and its proposed personnel, both Key and Non-Key Personnel, have the minimum active facility and personnel security clearances necessary to perform the tasks of this requirement in accordance with the DD254. The minimum security clearance requirements for both the Offeror and its proposed personnel must be active at the time of proposal submission. Documentation must be furnished as part of this submittal for verification of appropriate clearance levels and active status.”
Question 3: How should the proposal be delivered?
Answer 3: Please deliver the proposal by email. As noted in the Addendum to FAR 52.212-1, “the offeror’s proposal shall be submitted electronically by the date and time for receipt of offers indicated in the solicitation.”
Question 4: What sort of documentation is required to verify appropriate clearance levels and active status?

Answer 4: The offeror should provide a printout of the Industrial Security Facilities Database (IFSD) indicating that they have the minimum facility clearance level required. The Government will check the status of the FCL prior to award. The offeror can submit a letter which notes that their Key and Non-Key Personnel have the minimum active security clearance required.
Question 5: PWS section 1.6.14 notes the Functional Project Lead as the only Key Personnel. Please clarify if the Lead Senior Logistician – CONUS: Key West, Senior Logisticians – OCONUS: Panama and Costa Rica and OCONUS Logisticians are considered Non-Key Personnel.
Answer 5: The Functional Project Lead is the only position noted as being Key Personnel. As such, all other positions are considered Non-Key Personnel.
Question 6: Can contracts provided in Sub-Factor 2 Technical Capability (Past Experience) and Factor 3:
Past Performance be performed by the subcontractor?
Answer 6:
Technical Capability – Yes, the offeror can submit subcontractor experience provided they meet the requirement outlined in the 52.212-2, paragraph 6.1.2 Sub-Factor 2 – Technical Capability (Past Experience) where it notes:
“The contract reference(s) combined shall demonstrate at least three (3) years of relevant corporate experience as the prime contractor on contracts awarded within the past five (5) years of proposal submission or still active.” If the offeror can demonstrate at least three (3) years (combined) of relevant corporate experience as a prime contractor on one or two of their contract references, the other reference(s) may include experience as a subcontractor.
Past Performance – There are no restrictions identified in the Addendums to 52.212-1 and 52.212-2 which restrict past performance to prime or subcontracts. Therefore, offeror’s may choose to submit past performance information as a prime contractor, subcontractor or both. As noted in the Addendum to 52.212-1, paragraph 7.10.1(ii) please indicate if your company was a prime contractor or sub-contractor for each contract reference.
Question 7: In the instructions on the proposal preparation in one section (7.7) it mentions only having the company name on the first page of the proposal but in another section (7.5) it references putting the company name on each page. Are we to limit the proposal to only naming the company on the first page?
Answer 7: As outlined in the Addendum to FAR 52.212-1, paragraph 7.7, with the exception of the first page, the Offeror shall ensure that the company name, logo, or other company identifying information does not appear in within the Volume 1, Technical.
To clarify the intent of Paragraph 7.5 of the Addendum to FAR 52.212-1, it has been altered to read:
“Pages must be 8 ½” x 11" and may be duplex or one-sided. Each side counts as one page. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page.
For Volume 1: With exception to the first page of Volume 1, Technical, company identifying information shall not appear within Volume 1 (See also, paragraph 7.7 below). All pages of Volume 1 shall be appropriately numbered and identified by the date and RFP number in the header and/or footer. For Volumes II, III, and IV: All pages of each volume shall be appropriately numbered and identified by the complete company name, date and RFP number in the header and/or footer.”
Question 8: In the instructions the RFP asks for past performance to be discussed in Volume I in 7.9.1.2 and then it also requests the past performance information to be listed in Volume II. Does this mean that we should discuss the relevancy of the past performance in Volume I and then list the details with a summary of relevancy in Volume II?
Answer 8: Paragraph 7.9.1.2 Technical Capability (Past Experience) of the Addendum to FAR 52.212-1 does not request Past Performance information. Paragraph 7.9.1.2 requests Past Experience information which is referred to by sub-factor paragraph name, Technical Capability. Past Performance and Past Experience are not the same thing.
The notation following the paragraph outlines the difference between Past Performance and Technical Capability (Past Experience). It reads:

“NOTE: The distinction between technical capability and past performance is technical capability pertains to the type and factor of work completed by a Offeror which is comparable to the type of work covered by this requirement, in terms of size, scope, and complexity. Past performance relates to how satisfactorily a contractor has performed on similar scoped contracts.”
Question 9: Do you require resumes to be included with the proposal?
Answer 9: There is no requirement for resumes to be included with the proposal.
