5.2 Service Contract Reporting N/A
6.0 DEFINITIONS AND ACRONYMS
6.1 Definitions:
6.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
6.1.2 Defective Service: A service output that does not meet the standard of performance associated with the PWS.
6.1.3 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.
6.1.4 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the
PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
6.1.5 Line Replaceable Unit (LRU): A modular piece of hardware that can be exchanged for a replacement part in a relatively short time by only opening and closing fasteners and connectors without using any specialized tools. This means that the system can quickly return to service, while the failed LRU is being tested and repaired.
6.1.6 Maintenance Record: A document that includes information regarding each repair and maintenance work that is done on asset or equipment. In simple words, it keeps tracks of failures and repairs. It also includes information such as Type and date when maintenance is required to be done, details such as number, parts required, and working condition.
6.1.7 Physical Security: Actions that prevent the loss or damage of Government property.
6.1.8 Predictive Maintenance: Maintenance that uses data analysis tools and techniques to detect anomalies in system operation and possible defects in equipment and processes so deficiencies can be fixed before they result in failure. Ideally, predictive maintenance allows the maintenance frequency to be as low as possible to prevent unplanned reactive maintenance, without incurring costs associated with doing too much preventive maintenance.
6.1.9 Prescriptive Maintenance: A type of maintenance based on specific design parameters or criteria that must be met for equipment to operate safely and at its best performance levels. Prescriptive maintenance considers the current condition of equipment and components, as well as past performance, to determine what service, repairs, or replacements are required to keep the equipment running smoothly.
6.1.10 Preventive Maintenance (or preventative maintenance): A type of maintenance that is regularly and routinely performed on physical assets to reduce the chances of equipment failure and unplanned downtime. A preventive maintenance task is performed while the equipment is still working to prevent unexpected failures.
Preventive maintenance tries to anticipate equipment failure and take corrective action before failure occurs. A preventive maintenance strategy is a commonly used approach that falls between reactive maintenance (or run-to-failure) and predictive maintenance.
6.1.11 Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
6.1.12 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.
6.1.13 Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.
6.1.14 Quality Control Plan (QCP): Written record of procedures the Contractor develops and implements to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QCP is the means by which it assures itself that its work complies with contract requirements.
6.1.15 Range Control: The governmental organization at the Training Center responsible for control and coordination for all activities conducted within the installation ranges and training lands complex.
6.1.16 Range Operations: All activities conducted by training members of the armed forces in the use and handling of military munitions and weapon systems.
6.1.17 Reactive Maintenance: A run-to-failure action whereby maintenance doesn’t occur at all until a piece of equipment actually stops working. Then the needed repair must be accomplished as soon as possible.
6.1.18 Remanufactured: The result of a process that restores the function of an old, used, or worn-out product to specifications of the original manufactured product using a combination of reused, repaired, and new parts. The primary difference between rebuilt or refurbished and remanufactured items is that a remanufactured item is restored to like-new quality not only in its appearance, but in its performance, and all component parts of the product are returned to original equipment manufacturer (OEM) standards.
6.1.19 Small Arms Range Safety Area: Army-established and Army-managed areas to contain pistols, rifles, and light machine guns range activities that, if not conducted in a controlled environment, would be hazardous to aircraft.
6.1.20 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
6.1.21 Training Area: Army-established and Army-managed lands where military personnel are trained for combat.
