About this file

This document contains questions and answers regarding a federal solicitation for rag and towel supply and laundering services at various New York Army National Guard locations. The solicitation seeks a contractor to provide clean rags on a bi-weekly basis and pick up soiled rags from each location in exchange. Rags are currently red in color and measure 12"x13" in size. Soiled rags are placed in bag-lined canisters for removal. Services will involve rag and towel supply, pickup, laundering, and delivery but not rental. Rags must not be used for gun cleaning. Pricing is firm fixed price for an initial base year plus two option years. The solicitation is set aside for small businesses and issued by the US Property and Fiscal Office for the New York Army National Guard.

Questions and Answers

1. Is it expected to service all the locations on the same day?

a. No, you may work on your own schedule, as long as those dates work for each shop and adhere to the terms of the contract.

2. Will we need to pick up soiled rags from each location on the first contract day of 03/01/2024?

a. The contract would begin that day, but we understand you wouldn’t be able to pick up from every location on that day. As long as each location gets picked up close to that date, that is fine.

3. Is there a schedule for each location already in place? For example, FMS 1 and FMS 10 are serviced on Wednesday’s and AASF#2 and CSMS C are serviced on Thursday’s.

a. This would have been something the incumbent contractor would have set up with the shops. The new contract holder would set their own schedules with the shop’s

POC.

4. Can we mail our first delivery of rags directly to each location and then begin servicing each location every other week?

a. Yes, that would be acceptable.

5. Is there a previous average weight or an estimated weight that can be provided of how heavy 150 soiled rags may weigh?

a. This information is not available.

6. After use, what are the soiled rags put into? For example, a can that must be emptied or a bag that can simply be hauled away.

a. They are put into canisters which are lined with a bag. The bags can be taken out and hauled away.

7. What are the current rags color and size being used?

a. The current rags being used are red in color and 12”x13” in size.

8. I just want to confirm that in this project, there is no Rag Rental or Rag Supply involved.

It will just be Pick Up, Laundry and Delivery, right?

a. No, we do not own the rags, the contractor will need to provide the clean rags and pick up the used rags.

9. What is the use of rags? Are there military applications involved such as removal of gunpowder?

a. The rags are used in automotive maintenance and will be soiled in motor oil. They are not to be used for gun cleaning.

10. Bi-weekly could mean twice a week or occurring every two weeks. Which is it?

a. Every other week.

11. Do you require same day pickup and delivery or it does not matter as long as it's within the same week?

a. The shops need to be supplied with clean rags when dirty rags are taken away.

They cannot wait on rags to be delivered to complete their day-to-day operations.
