QUESTION 5: Clarify Item No. 0003 “Contract Manpower Report” (CMRA) what is this?

ANSWER 5: Contract Manpower Reporting is a Congressional Requirement placed on Department of Defense Agencies to account for all contracted labor hours (to include subcontractor labor hours) required for the performance of services to include construction.

For this item (Item 0003) the successful contractor shall report the total of all contractor labor hours (including subcontractor labor hours) required for the performance of this project to the secure data collection site at http://www.ecmra.mil/ Again, reporting is accomplished based on TOTAL hours (not broken down by trade, person, company, etc.) For example, if a project took 10 people, one 40 hour week to accomplish, the report would be 400 hours (10 x 40 = 400).

Contractors may charge a reasonable fee for this reporting requirement. If you choose to charge for this reporting, the charge must be annotated on Item 0003. If there is no charge, this should be annotated as well.

According to the Army CMRA Website (https://cmra.army.mil/notices/Disclosure.aspx) “The public reporting burden for this collection of information is estimated to average 5 minutes per response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, and completing and reviewing the collection of information.” If you choose to charge for this requirement, please do so accordingly.
