LOSS PREVENTION AND SAFETY STANDARDS
A.
General: It is the Contractor's Responsibility to ensure that all work accomplished in accordance with these documents is completed in a safe manner. Compliance with Occupational Safety and Health Administration (OSHA), Air Force and other applicable laws, regulations and standards is exclusively the obligation of the Contractor. The work site will be subject to visits by representatives from the Wing Safety Office. Their objective is to ensure that all applicable Air Force and Occupational Safety and Health Administration (OSHA) regulations and standards are being compiled with. If a violation is discovered it will be brought to the attention of the Base Civil Engineer and Base Contracting Officer. They will coordinate with the Contractor to correct the violation(s).
The Occupational Safety and Health Administration (OSHA) has an area office located in Albany, NY. OSHA may and has performed no-notice inspections on ANGB work sites.
1.
Safety Equipment: The Contractor will ensure that safety equipment applicable to the project is available, serviceable, and properly used. Personal Protective Equipment shall be as prescribed by OSHA Standards.
2.
Traffic Safety: The Contractor will ensure that all personnel are advised to adhere to the posted speed limits. Also, while on base seat belt usage is mandatory. Personnel should use extreme caution between the hours of 7:00 - 8:00 am, 11:00 - 1:00 pm, and 3:30 - 5:30 pm, due to high traffic density.
3.
Job Site Hazards: Areas such as ditches, trenches, and holes create a potential hazard to personnel. Potential hazards are required to be guarded and illuminated during the hours of darkness.
4.
Mishap Reporting: In the unlikely event of a mishap involving Air Force personnel, equipment, or property, the Base Civil Engineer and Base Contracting Officer must be notified. They in turn will notify Base Safety.
5.
Wing Safety Staff: Before work begins the Contractor shall submit copies of all safety programs and policies including but, not limited to: Lockout/Tagout, Confined Space, Hazard Communication programs, and Safety and Health program, along with the name and location of their on-site OSHA competent person.
6.
OSHA Compliance: The Contractor is required to comply with the Occupational Safety and Health Act (OSHA) of 1970 and the OSHA Standards 29 CFR (Code of Federal Regulations) 1910 and 29 CFR 1926.
7.
Record Keeping: The Contractor shall keep records of any accidents involving property damage or injury occurring on their job, and shall report such accidents immediately to the Base Contracting Officer who is responsible for notifying the Base Safety Officer. When the Contracting Officer becomes aware of noncompliance with safety standards, which may cause injury to Air Force personnel or damage to Air Force property or equipment, they will take immediate steps to correct the situation.
8.
Common Violations: Some common Contractor violations on Air Force installations include: Failure to properly ground electrical equipment, failure to fence off excavations, parking vehicles improperly, crossing runways when unauthorized, failure to wear seat belts, excessive speed, failure to yield to pedestrians, violating smoking regulations, improper scaffolding, and inadequate shoring/sloping of excavations and trenches.
