About this file

This amendment modifies a solicitation for environmental compliance services at four Air Force installations in New Mexico. The selected contractor will provide fence-to-fence environmental compliance at Cannon Air Force Base in Curry County, Melrose Air Force Range in Curry and Roosevelt counties, Holloman Air Force Base in Otero County, and Kirtland Air Force Base in Bernalillo County. The services are to be provided under a non-personal services contract awarded using a small business set-aside and a best value tradeoff source selection process. The NAICS code is 562910 for environmental remediation services with a size standard of 1,000 employees. Proposals are due no later than February 1, 2024. Award will be made based on an evaluation of proposals against technical and price factors to determine the best overall value to the government.

The amendment provides additional solicitation provisions including details on a pre-proposal site visit scheduled for December 2023 and instructions for submitting bid inquiries through an online system. Offerors are advised to review all provisions and any responses to previous questions before submitting new inquiries.

(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;

(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but

(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.

The following services may be excluded from the 50 percent limitation:
