About this file

This is an Enterprise Dredge Delivery Center (EDDC) overview presentation outlining USACE's national dredging procurement strategy. The Department of the Army Corps of Engineers is implementing a phased, enterprise-wide approach to consolidate approximately 190 individual dredging contracts into 10 consolidated contracts, centralizing procurement through a delivery center established for October 1, 2027. The initiative encompasses three primary acquisition strategies: (1) Hopper Contracts consolidating maintenance dredging and beach renourishment projects, with 8 contracts totaling 40 million cubic yards (MCY) for Navigation Entrances and 2 contracts totaling 14.5 MCY for Coastal Storm Risk Management; (2) Scope Dredge-to-Budget (SDtB), which optimizes scope and quality within a target budget for the Galveston/Houston Area of Responsibility with Group 1 valued at $190 million for 25 MCY across Texas projects; and (3) National Small Business MATOC awarding a 5-year contract with approximately 90 task orders annually covering 50 MCY across 250-300 projects. The FY 2027 implementation includes 11 Texas-based projects ranging from $2.1 million to $54.6 million with historical quantities from 325,000 to 5 million cubic yards.

The Scope Dredge-to-Budget procurement employs a two-phase evaluation process compliant with FAR 15 procedures. Phase One requires technical qualifications-based proposals (maximum 5 offerors per FAR 36.101-2(b)(4)) evaluated on proof of bonding capacity, past performance, and proposed plant, with no cost or detailed design information required. Phase Two, issued by amendment to the most highly qualified offerors, implements FAR 15 source selection procedures to determine best value. A Virtual Industry Day was held on September 9, 2026, at 1:00 PM EST via Teams to present acquisition strategies and solicit industry feedback on proposed consolidated project pairings. This enterprise approach aims to maximize buying power, standardize specifications, implement national small business contracting, and streamline procurement and specification development across USACE's entire dredging portfolio.
