About this file

This is a Questions and Responses document for solicitation W912PM26QA044 P00002, issued on October 1, 2026, by the Army Corps of Engineers. The document addresses 26 questions from prospective offerors regarding the procurement of replacement pumps for two water resource projects: John H. Kerr Dam (delivery address: 5460 Buggs Island Road, Boydton, VA 23917) and Philpott Dam (delivery address: 810 Dam Spillway Road, Bassett, VA 24055).

Key procurement requirements include: all four CLINs (0001-0004) must be quoted together as a complete project; delivery must occur within 120 calendar days from award, which is a firm, mandatory specification with no exceptions permitted; exact dimensional duplicates to existing pumps are required, with pumps bolting directly in place without piping modifications; shaft material must be stainless steel with carbon steel casing; and flow, head, and RPM specifications are the primary technical requirements for equivalent pumps. The Government will approve technical requirements before equipment is ordered. A mandatory site visit will be held to allow offerors to take physical measurements of existing equipment, including sump depth, pump plate size, and motor specifications, as complete nameplate data and drawings are not available. This is a total small business set-aside with competitive evaluation on a Lowest Price Technically Acceptable (LPTA) basis. The Nonmanufacturer Rule (FAR 52.219-33) applies, requiring non-manufacturing offerors to supply end products from domestic small business manufacturers. Buy American requirements are strictly enforced under DFARS 252.225-7001, with only U.S. origin or DoD qualifying country products acceptable; WTO GPA/FTA country products are not acceptable. The deadline for proposal submission is September 25, 2026, at 3:00 PM EDT.

Question # Question Response

Is a site visit required, optional, or available for offerors? If available, please provide proposed dates, access procedures, and the Government point of contact.

A site visit will be held. Please see amendment.

The Statement of Work appendices appear to contain photographs of equipment nameplates. Are complete readable nameplate data, dimensions, connection details, materials, electrical requirements, and motor specifications available for CLINs 0001-0004?

No, they are not available.

For equivalent pumps, what minimum dimensional/interface information must be demonstrated in the technical proposal in addition to flow, head, and RPM?

Flow, head, and RPM information is sufficient.

The introductory instructions mention certification and documented past experience. Please confirm the required format/content for those items and whether they are evaluated as pass/fail.

Amendment 0001 has removed this verbiage.

Please confirm whether all four CLINs must be quoted together or whether partial CLIN quotations will be considered.

All CLINs shall be quoted together as an entire project.

Please confirm whether any amendment or updated closing information has been issued, and whether the stated deadline remains September 25, 2026 at 3:00 PM

EDT.

As of amendment 0001, this information is still correct.

Can you confirm whether all of these pumps are vertical turbine pumps? If so, could you please provide the pit depth for each pump?

The model number for the pumps should provide adequate information.

Are you looking for exact dimensional duplicates to the existing pumps? For example, will the replacement pumps need to bolt directly in place without any modifications to the existing piping?

Yes, we're looking for exact dimensional duplicates to the existing pumps that will need to be bolted directly in place.

In order to quote an equivalent, we will need the dimensions of the existing pumps. Is this information available? We will also need to know the overall length of each pump.

Measurements may be taken at the site visit.

10 Can the bill of materials for the existing pumps be provided? It is up to the contractor to provide the bill of material.

What type of seal arrangement is on the existing pumps? Mechanical seals or packing?

Please refer to the model numbers of the pumps specified.

If we offer the exact manufacturer/model identified in the solicitation rather than an equivalent, what technical documentation or certification is required with our proposal?

The submittal must have the information that assures the Government that it is the exact replacement of the existing model.

Is a manufacturer or authorized-distributor letter required, or may a small-business reseller obtain the equipment through an established distributor and submit the manufacturer’s technical documentation?

A manufacturer or authorized-distributor letter is not required.

For an “or equivalent” product, is a specification/brochure demonstrating compliance with the SOW sufficient with the quote, with final Government approval of the equipment occurring after award and before the equipment is ordered?

Yes, the Government will approve the technical requirements of the proposal before the equipment is ordered.

Are there any additional technical documents, certifications, or experience documentation you recommend including to ensure the proposal is considered technically acceptable?

The technical details of the proposal must prove that the pumps meet the specifications of the existing pumps, such as head, GPMS, motor size, etc.

16 Are these pumps just pumping water/any solids? Mainly water.

Materials of construction- do these need to be stainless or another material? Shafts should be stainless steel and the casing can be carbon steel.

Depth of sump?

The exact sump depth dimension is not available in the government's current technical data;

however, prospective offerors may take physical measurements during the scheduled site visits.

Pump plate size?

This dimension is not cataloged in our files but can be measured by prospective offerors during the site visits.

20 Do they need float switches? If so, what type are needed? No.

Motor type- TEFC, SD, XP, or other?

Specific motor technical specifications are not cataloged. Nameplates may be physically examined during the site visits.

Could you provide layout drawings showing existing dimensions of pumps and foundations supporting the pumps?

No physical drawings are available; however, the foundations and layouts can be inspected during the site visits.

Could you please confirm which address should be used for delivery of each item?

The address for John H. Kerr is: 5460 Buggs Island Road, Boydton, VA 23917 The address for Philpott is: 810 Dam Spillway Road, Bassett, VA 24055

Could you confirm which Buy American certification applies, and whether U.S.

origin is strictly required for the pumps or if products from a qualifying country (WTO GPA/FTA) are acceptable?

No, WTO GPA/FTA country end products are not acceptable under this solicitation. Trade Agreements do not apply to acquisitions set aside for small businesses.

Sourcing is governed strictly by the Buy American statute as implemented by DFARS 252.225- 7001. Under this clause, end products must be of U.S. origin or from a DoD 'Qualifying Country' as defined in DFARS 225.003.

Furthermore, because the Nonmanufacturer Rule (NMR) (FAR 52.219-33) applies to this small business set-aside, any nonmanufacturing offeror must provide the end product of a domestic small business manufacturer.

Could you please confirm whether the 120-calendar-day delivery requirement is firm and mandatory for all CLINs, or whether the Government will consider manufacturer-supported delivery schedules beyond 120 days when the specified equipment is not commercially available within that window?

The 120-calendar-day delivery requirement is a firm, mandatory specification for all CLINs.

Because this is a competitive commercial acquisition evaluated on a Lowest Price Technically Acceptable (LPTA) basis, the Government will not consider quotations that propose alternative delivery schedules or take exception to the required delivery timeline. Quotes proposing delivery beyond 120 days ARO will be determined to be technically unacceptable.

Can you please confirm whether the Nonmanufacturer Rule (FAR 52.219-33) is applicable to this acquisition as issued, and whether any SBA class waiver or individual waiver applies or is anticipated for the required pump items?

Yes. This procurement is a total small business set-aside for a supply contract. Therefore, the Non-Manufacturer Rule, implemented in RFO FAR 52.219-33, applies. This means that if an offeror is not the manufacturer of the pumps, they must supply the product of a U.S. small business manufacturer to qualify. Please note that no SBA class waiver exists for NAICS code 333914, and the Government does not anticipate seeking an individual waiver for this requirement.
