Question # Question Response
Since the site is near water, are there any additional environmental requirements?
There are no special environmental provisions required for the work being conducted.
The scoped trenching work should produce negligible material outwash and the total impacted area is expected to be less than 1-acre ( for sediment control purposes).
2 Is there trenching required on #39? Yes a small amount.
Any additional safety or pre-work training?
There are no site-specific health and safety training requirements for the execution of this contract.
Could you please confirm if you are expecting a detailed, finalized construction pricing proposal at this time, or if preliminary pricing estimates will suffice at this stage?
The Government intends to Award without Discussions. All offerors should submit their best and final pricing.
Are there any specific challenges or undocumented utilities on-site that we should consider beyond what is detailed in the provided documentation?
The prospective bidder should review Paragraph 1.1 Project Location, specifically, the materials that comprise the dam. B. Everett Jordan Dam has embankment fill material that is a mix of cobble to boulder to gravelly material, with some fines. Embankment slopes are 2.5H:1V and the upper slopes are covered in dumped rock. Trenching is confined to the lower slopes and a short length of roadway as shown in Figure 8, page 26.
As stated in the SOW, paragraph 4.1, the Contractor shall locate and mark utilities that may be present in the vicinity of the trenching work (see Figure 8, page 26), prior to commencing work.
Could you provide additional details on the preferred methods or special considerations for trenching and conduit placement on this site?
The prospective bidder should review Section 4 (page 11) and paragraph 4.6.2.3 "Trenching", which directs him that trenching and backfill procedures are to conform to NEC guidelines for installation of underground utilities. Als see Figure 9, page 27 for pavement cuts. The bidder may also elect to forgo the pavement cutting and trenching for Piezometers 27 and 58 (crest of dam), instrumenting them both instead with RIO box/dataloggers.
Are there specific technical qualifications or certifications required beyond standard USACE guidelines for personnel assigned to this project?
The prospective bidder should review paragraph 1.12 "Instrumentation Specialist" on page 7 of the SOW.
Could you confirm if the post-installation support requires any specific response times or conditions beyond the scheduled site visits?
No response times are specified within the SOW for ongoing support, outside of one site visit 30 days after installation and one site visit within the contract period (as needed by the District). Please see paragraphs 4.4 "Signal Integrity and Testing Period" and 4.5 "ongoing Support" page 12.
