Bidder Questions
| BIDDER QUESTIONS & RESPONSES |
| Solicitation Number: W912PM24Q0045 |
| Dredge "MERRITT" COMMERCIAL SHIPYARD |
| # | Question | Response |
| 1 | Option Items 18 thru 27: Please clarify that the Option Items (18 thru 27) are Level of Effort Items that the government has set a limit on and the contractor has only to include these costs in their proposal. | Correct |
| 2 | Combined Synopsis - Solicitation: The Synopsis - Solicitation reads, "The Contractor shall provide labor, materials, and services to accomplish all the repairs, maintenance, and modification items listed in the Performance Work Statement (PWS), while dry-docked for up to ninety (90) days at the Contractor’s Shipyard." We highlight this section because the specifications require Arrival Tests and Inspections along with Departure Sea Trials which have to be completed not later than 5 days prior to the expiration of the performance period. In total, these tests will require at least 10 days. Is the overall contract length longer than the 90 days on dry dock? | The POP is for a total of 90 days from the yard acceptance until returning the vessel to COE control. The Contractor will have up to 30 days from the Contract award date to accept the vessel, and then a 90-day shipyard period of performance will begin (dockside and dry-dock). * The initial 30-days is to allow time for the vessel to de-mob and transit to the shipyard and/or to allow for any delays in the shipyards scheduling. See updated paragraph 5 of the PWS. |
| 3 | Departure Sea Trials: Paragraph 3.4.1 indicates that the contractor is reponsible for providing all "fuel, luricating oils, water, greases, anitfreeze and refrigerants as specified or required by the manufacturer of any item of machinery or equipment involved." Please provide the fuel consumption rate for the main engines and generators per hour for the tests and trials along with coolant capacities for each of the main and generator engines. | Fuel consumption rate for the main engines and generators per hour is approximately 25 gallons. Coolant capacities for main engines (47 quarts each) and generators (45.4 quarts each). See revised PWS paragraphs 3.4.1.1 and 3.4.1.2. |
| 4 | Departure Sea Trials: Paragraph 3.4.2 reads, " The contractor shall furnish and install new replacement light bulbs, lamps, and fuses found defective upon energizing and operating all electronic and electrical circuits, components, and systems." Since the contractor cannot determine the number of items to be replaced at the time of bidding, will the cost to replace these items be the subject of a Contract Change Order? | The arrival inspection should determine the qty and location of any burnt light bulbs, lamps, and fuses, etc. and then a CFR should be submitted. |
| 5 | Anodes / Zincs: Paragraph 7.2.1 indicates the zinc anode data and lists the size as 6" x 4" x 1-1/4". The pictures referenced in this item show zinc anodes that are ZHS-23, 12" x 6" x 1-1/4". Please verify the size of zinc anode to be installed onboard the vessel. | The size is 12" x 6" x 1-1/4". See update to paragrapg 7.2.1 of the PWS. |
| 6 | Fuel Tank Cleaning: Paragraph 8.6.1 directs the contractor to remove and store no more than 3,000 gallon of marine diesel fuel. Will the government allow the contractor to dispose of the fuel and provide new at the end of the contract period if it more cost effective? | Yes, as long as the fuel meets the filtration requirement |
| 7 | Electrical Maintenance: Paragraph 11.2.1 reads, "The contractor shall furnish the services of an authorized Electrical Contractor to inspect, clean, and tighten all electrical connections on the vessel." What type of "authorized Electrical Contractor" is the government looking for? Will the contractor electricians meet this requirement? | A qualified Contractor Electrician will satisfy this requirement. |
| 8 | Pump Out and Clean Bilges: Pump Out and Clean Bilges: PARA. NO: 12.2.2: Please verify that the government is asking for a surface preparation equal to SSPC SP-3 in the bilge areas prior to preservation. | YES, SSPC SP-3 is correct |
| 9 | Replace Wire Rope on Fwd Multipurpose Crane: Please provide the test weight amount or load test pull requirements for testing of the mutlipurpose crane after work is complete. | No actual load test is required. This was a mistake in the SOW. There should be an operational test to check the left and right, and up and down (full range to stops) operation of the crane with a load. See updated paragraph 13.4.5 of the PWS. |
| 10 | Fire Suppression System Service: Paragraph 16.7.3 reads, "Replace defective and missing indicator lamps/bulbs." The contractor cannot price this item at the time of bidding. Please verify that replacement of lamps and bulbs will be the subject of a Contract Change Order. | The arrival inspection should determine the quantiy and location of any burnt light bulbs, lamps, and fuses, etc. and then a CFR should be submitted. |
| 11 | Fire Suppression System Service: Paragraph 16.7.5 reads, " Remove and replace the alarm panel batteries." Please provide the type, quantity and part number of the batteries as none of the references provided has this information. | No need to replace batteries. Paragraph 16.7.5 of the PWS hs been deleted. |
| 12 | Mechanically Clean and Paint Rudder Locker: Paragraph 17.2.5 directs the contractor to "mechanically clean and paint the Rudder Locker."
