All large A-E firms are reminded that in accordance with the provisions of PL 95-507, they will be expected to place subcontracts with small and disadvantaged businesses to the maximum extent practicable consistent with the efficient performance of the contract. A large business awardee must comply with FAR 52.219-9 and DFARS 219.704, regarding the requirement for a subcontracting plan for that part of the work to be subcontracted, and will be required to submit a detailed subcontracting plan during contract negotiations. The following subcontracting goals are the minimum acceptable goals to be included in the subcontracting plan. Of the subcontracted work, 33% of the work would go to small business; 5.0% to small disadvantaged business (a composite of small business);
5.0% to women-owned business (a composite of small business); 3.0% to HUBZone small business (a composite of small business); 0.9% to service-disabled veteran-owned small business (a composite of small business and veteran-owned small business); and 3.0% to veteran-owned small business (a composite of small business). Written justification must be provided if the minimum small business goals cannot be met. The small business plan will be evaluated in accordance with AFARS Appendix DD. The plan is not required with this submittal, but will be required with the fee proposal of the firms selected for negotiations.
The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. The North American Industrial Classification System (NAICS) code for this project is 541310, which has a size standard of $7.5 million in average annual receipts.

In accordance with the Brooks Act procedures, each future task order will require a qualifications-based evaluation of each selected firm from the group of awarded individual delivery contracts. Each firm will be evaluated to perform the services required for each task order using Criteria B, C, D and E (as detailed below). Additionally, the Contracting Officer may consider work completed or substantially complete as part of these awards made herein. To be considered substantially complete 95% of an order must be considered completed and received by the Government.
More than one contract is being awarded for the same scope of work as this contract. Each contractor will be afforded a fair opportunity to be considered for each task (or delivery) order in excess of $10,000, except as provided at FAR 16.505 (b)(2).
The contracting officer will consider the following factors when awarding a task (or delivery) order against IDC contracts with same or overlapping scopes: (1) Performance and Quality of deliverables under current IDCs, (2) Awardee's ability to accomplish the order in the required time, (3) Uniquely specialized experience, (4) Price (except for A-E services), and other relevant factors. If the contractor believes it was not fairly considered for a particular task (or delivery) order, the contractor may present a complaint to the contracting officer. The contractor may appeal the explanation or decision of the contracting officer to the primary USACE Atlanta Ombudsman, who is assigned to the USACE Atlanta Office of the PARC, at the following address:
U.S. Army Corps of Engineers Attention: Paige, H. Blechinger, USACE Task and Delivery Order Ombudsman CECT-SAS-E 100 W Oglethorpe Ave Savannah, GA 31401
The following shall apply:
(a) Services for each task order may be requested either verbally or in writing, including facsimile and electronic means. Written requests for proposal shall be issued by the Contracting Officer. Oral or telecommunication request shall be issued only by the Contracting Officer. (See also EMERGENCY ISSUANCE OF TASK ORDERS. Any type of request for proposal shall not be interpreted as a Notice to Proceed with the work.
(b) The Government request for proposal will delineate (1) general scope of work, (2) location of work, (3) character and extent of services, (4) technical requirements which supplement or complement those contained in SECTION C of this basic contract, and (5) time period(s) within which the work must be performed.
(c) The Architect-Engineer shall prepare an estimate of time and cost(s) to perform the work, and submit its proposal in writing to the Contracting Officer within 14 calendar days. Verbal proposals, when so requested and authorized, shall be directed only to the Contracting Officer. Itemized cost proposals shall strictly correspond to the units contained in Schedule B of this contract. (Schedule B is TBD. The Labor Categories and corresponding rates for each will be negotiated separately, for up to 4 of the most highly qualified offerors, prior to award of each separate IDIQ.)
(d) Each task order shall be discussed by the Architect-Engineer's and the Contracting Officer, as necessary, to develop a mutual understanding of:
(1) Type and scope of work to be accomplished, including accuracy criteria.
(2) End product required by the Contracting Officer.
(3) Commencement and completion dates required by the Contracting Officer.
(4) Existing site conditions, survey control, and other available data.
(5) A fair and reasonable estimated cost to perform the work.
(e) Time periods within which required work must be accomplished shall be defined in each task order placed against the basic contract. Each task order shall contain the agreed to scope of work, type(s) of service(s) to be performed, specific deliverable items, and the negotiated fixed-price cost for performing the work.
(f) Emergency issuance of task orders: For certain restricted types of work requiring expedited and immediate field support, only the Contracting Officer may telephonically convey the scope of work and negotiate time and cost.
Only the Contracting Officer may then issue a verbal order to proceed with the work. Verbal requests for proposals and orders to proceed are restricted to projects involving critical construction measurement, payment, or acceptance survey support where delays in fielding such support would adversely impact construction progress, or survey support for emergency operations where delays in obtaining such support could be hazardous to life and property.
Evaluations will be conducted prior to the solicitation for each task order during the ordering period as identified at the time of award in FAR 52.216-18 Ordering.
SELECTION CRITERIA: The selection criteria for this particular contract are listed below in DESCENDING order of importance. Criteria A-F are PRIMARY. Criteria G and H are SECONDARY and will be used ONLY as "tie-breakers" among technically equal firms. Primary Criteria will be assigned a rating from “outstanding” to “unsatisfactory,” based on the risk to the Government that the Offeror will successfully perform that evaluated Criteria. An overall rating will also be applied to the proposal submission using the same rating scale. Proposals failing to respond or provide complete information for each Criteria as required by this solicitation will be determined non-compliant and will be removed from further consideration.
For purposes of this solicitation, a stand-alone contract or single task order is considered one project. Separating activities performed under a contract or task order will not be considered multiple projects; conversely, combining activities performed under separate contracts or task orders to produce a single project will not be considered. A single task under an Indefinite Delivery Contract is considered a project, not an Indefinite Delivery Contract itself.
Projects in which the A-E service is not 100% complete will not be evaluated.
A. Criteria A, Professional Qualifications – Key Personnel (SF330, Part I, Section E)
Part 1 – Resumes of Key Personnel (Section E, Blocks 12-18): Offerors must have, either in-house or through consultants or subcontractors, the disciplines listed below. Part 2 – Relevant Projects (Section E, Block 19): All Key Personnel are required to have a minimum of five (5) years of project experience in their discipline demonstrated by projects with scope, magnitude, and complexity comparable to this solicitation. The definition of a project is as noted in ‘Selection Criteria’ above. Relevant projects are those that reflect experience performing the respective discipline. Relevant Project Information should be brief and highlight specific roles and tasks performed by the Key Personnel, Project Type, Scope, and Costs. No more than five projects should be listed for each resume, and each project listed must have been completed within ten (10) years of publication of this solicitation announcement. (Note: The projects provided for this factor may also be used to address Part 2.)
The evaluation of Part 1 will take into consideration the education and current registration, licensure or certification(s), as applicable, of each person named for each discipline and that person’s longevity with the firm named in Block 15. It will also take into consideration the person’s relevant project experience provided in Block 19. More weight will be given to experience with full-design type projects on military installations completed within Wilmington District boundaries, and that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information. This factor may be assessed Strengths or Weaknesses, as appropriate. Only the Key Personnel disciplines requested in this solicitation will be evaluated.
The basis of evaluation for Part 1 of this criteria will be information submitted in Part I, Sections E and G of the SF 330.
B. Criteria B, Specialized Experience and Technical Competence (SF330, Part I, Section F):
Offerors are to demonstrate specialized experience and technical competence for the design of facilities and infrastructure for construction which meets the definition of A-E Services as defined in 40 U.S.C. 1101 and FAR 2.101. This factor considers specialized experience and technical competence to support Military Design and Construction specific to performing services similar to those described above in the paragraph titled Project Information.
Those firms submitting as Joint Ventures (JV) must follow the same procedures as any other Offeror with the following exception: if the JV (the Offeror) cannot provide at least six (6) projects that demonstrate performance by the JV of 50% of more of a project, as either prime or subcontractor, the JV may provide projects performed by any partner of the offering JV that reflect performance of 50% or more of a project, as either a prime contractor or subcontractor.
In Section F, offerors are to submit up to ten (10) projects that best illustrate the proposed team’s qualifications for award of a contract. (Note: The projects provided for Factor 1 may also be used to address this factor.) The definition of a project is as noted in ‘Selection Criteria’ above. For each project use only one page and note the contract or task order number, as applicable. As to content, do not alter the format of Section F.
All projects must have been completed within ten (10) years of publication of this solicitation announcement (see Block 22). At least six (6) of the projects presented must show that the Offeror (the firm submitting the SF330 as the prime contractor), whether as a prime contractor or subcontractor, performed the majority (>50%) of the work on the project. To demonstrate such performance, the Offerors are to state the percentage of work they performed. If a proposed subcontractor also worked on the project, state the percentage of work it performed. If an Offeror submits more than six (6) projects, those projects must reflect performance of work by the Offeror, or one or more of its proposed subcontractors. For each such project state the percentage of work performed by the Offeror, and/or the percentage of work performed by each proposed subcontractor. Clearly identify the Project Type and the Offeror’s role on the project, for example, Full Design, Design Build RFP Developer, or Contractor’s Designer of Record. In Block 24, “cost” is the total value of the project, not simply the value of the work performed by the Offeror and/or any proposed subcontractor.
To demonstrate quality of past performance, for each project the Offeror must provide a Past Performance Information Retrieval System (PPIRS). If a PPIRS is not available, the Offeror must provide a NAVFAC/USACE Past Performance Questionnaire (PPQ). If a PPQ is provided and there is a PPIRS, the PPIRS rating will govern. The Government reserves the right to review any official performance evaluation system of records to inform its source selection decision. When completing Section G, in Block 26, along with the name of key personnel, include the firm with whom the person was associated with at the time the project was performed.
Of the projects submitted as prescribed above, relevant projects are those that reflect the specialized experience and technical competence of the Offeror and/or proposed subcontractor(s), as prime contractors or subcontractors, performing services similar to those described in the paragraph titled Project Information. More weight will be given to project designs that are full-design type projects on military installations or completed within Wilmington District boundaries, and that are of scope, magnitude, and complexity similar to that described above in the paragraph titled Project Information.
The basis of evaluation for Factor 2 will be information submitted in Part I, Sections F and G.
C. Criteria C, Past Performance: Offerors shall demonstrate in narrative (or other format) a history of customer satisfaction with the Offeror’s quality of work, cost control, and scheduling.
Evaluations will be based on established PPIRS ratings and other credible documentation included in the SF 330. Customer excerpts or quotes from prior evaluations for the purposes of substantiating the narrative are not desired. The narrative should describe the corporate approach for maintaining success with customer satisfaction with the Offeror’s quality of work, cost control and scheduling. Submit up to 10 example projects completed in the past six years that demonstrate experience listed above. This factor may be assessed with more weight given to successful performance ratings in these three areas on Department of Defense contracts.
D. Criteria D, Work Management: In Part I, Section H, the Offeror must provide a proposed work management plan demonstrating its team’s breadth of knowledge and experience with managing design for Military Design and Construction. The narrative should describe the corporate approach, driving criteria, or potential constraints, and examples of successful performance. The narrative should specifically discuss knowledge of, and experience with, work management planning to include quality management, subcontractor management, prior experience of the prime firm and any significant consultant, version control management, proactive internal and external communication protocols, and independent submittal review processes in the context of providing services under multiple task orders.
E. Criteria E, Capacity to Accomplish the Work: The capacity to accomplish at least three (3)
$200,000 individual task orders simultaneously.
F. Criteria F, Knowledge of Locality: Familiarity with the conditions, control and regulations affecting work in portions of North Carolina and Virginia.
G. Criteria G, Small Business, Small Disadvantaged Business and Women-Owned Small Business Participation: Extent of participation of small businesses, small disadvantaged businesses, women-owned small businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort.
H. Criteria H, Geographical Proximity of Contractor: Geographical location of the contractor’s offices/facilities in relation to the primary area covered by the contract’s scope. For instance, is the contractor located within the geographical area of responsibility of the Wilmington District?
Note: Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. Firms must be evaluated as Most Highly Qualified in order to be selected for a contract. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act.
EVALUATION STANDARDS.
Evaluation factors will be rated using the following adjectival descriptions. Evaluators will apply the appropriate adjective to each factor rated. The evaluator’s narrative explanation must clearly establish that the offeror’s submittal meets the definitions established below. As each factor is evaluated an assessment of Performance Risk will be made. Performance Risk relates to the assessment of an offeror's present and past work and accomplishments to determine the offeror's ability to successfully perform as required.
Combined Technical/Risk Rating. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, significant weaknesses, uncertainties, and deficiencies in determining technical ratings. Each evaluation factor and its risk rating combined will be determined and assigned using the adjectival descriptions contained herein. Upon assessment of each individual factor and its risk rating, the appropriate overall rating for the proposal will be assigned using these same adjectival descriptions. The following tables provide Ratings and Definitions for the Technical/Risk of Criteria A, B & D-F:
Color Rating
Adjectival
Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is unawardable.
In performing the evaluation of Criteria C - Past Performance factor, the government will apply the following relevance levels to assess the relevance of the prior contract effort(s) of offerors in accordance with the Army Source Selection Supplement utilizing the following tables:
Past Performance Relevancy Ratings
Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The Government will assign a confidence level to Criteria C. - Past Performance in order to establish an overall rating for this factor. In assessing past performance the ratings for relevancy, and the Evaluation Criteria as established above, will be consider for the Prime contractor only. Regardless of whether the offeror is a joint venture, partnership or if the Prime Contractor is part of informal teaming arrangement, the government will only evaluate this factor for the legal entity whom the government would enter into a contract. The Confidence levels are defined as:
Adjectival Rating Description
