PART 1 GENERAL

1.1 SCOPE

Due to environmental and right-of-way constraints, the metal sheet pile system shall be installed from either along the top of the pile line or from the land side of the pile line. The Contractor shall contain any construction debris that could fall into the river side of the piles and prevent debris, tools, weld splatter, etc from falling into the water. The Contractor shall stake the pile alignment in the field for COR approval prior to preconstruction submittals.

1.2 SUBSURFACE CONDITIONS

Extremely difficult driving conditions are anticipated due to the presence of dense soils, cobbles, and/or boulders in the alluvial materials.

The Contractor should be prepared to use all available state of the art sheet pile installation technologies to penetrate the dense soils, cobbles, and/or boulders and achieve design tip elevation. Before initiation of sheetpile installation, the Contractor should examine all existing documentation including but not limited to boring logs in and around the project location and past construction documentation. Due to frequent groundwater fluctuations from the adjacent agriculture irrigations, groundwater could be encountered. Caving of soils during pre-drilling operations should, if utilized, be anticipated. The C ontractor should be prepared to deal with caving soils should they be encountered during any drilling operations. The Geotechnical Study Report may be utilized for information. During the bidding process, bidders were instructed to download the Geotechnical Report for information purposes only. The Contractor should be aware that the Geotechnical Study Report is being provided for information only as a courtesy from the Government, and if any discrepensies are found between the Geotechnical Study Report and these Specifications, these specifications will take precedent.

Jetting will not be permitted.

3.1.2 Placing and Driving

3.1.2.1 Placing

The Pilings properly placed and driven shall be connected throughout their length with adjacent pilings to form a continuous diaphragm throughout the length or run of piling wall.

a. Pilings shall be carefully located as indicated on the drawings.

Pilings shall be placed plumb with out-of-plumbness not exceeding 1/8 inch per foot of length and true to line. Place the pile so the face will not be more than 2 inches from vertical alignment at any point.

Top of pile at elevation of cut-off shall be within 1/2 inch horizontally and 2 inches vertically of the location indicated.

Manipulation of piles to force them into position will not be permitted. Check all piles for heave. Redrive all heaved piles to the required tip elevation.

b. Temporary wales, templates, or guide structures shall be provided by the Contractor to insure that the pilings are placed and driven to the correct alignment. Use a two tier system of structural framing sufficiently rigid to resist lateral and driving forces and to adequately support the piling until design tip elevation is achieved.

The top and bottom tiers shall be a minimum of ten (10) feet apart. At least two templates shall be used in placing each piling. Templates shall not move when supporting piling. Fit templates with wood blocking to bear against the web of each alternate pile and hold the pile at the design location alignment. Provide outer template straps or other restraints as necessary to prevent the piles from warping or wandering from the alignment. Mark template for the location of the leading edge of each alternate pile. If in view, also mark the second level to assure that the piles are vertical and in position. If two guide marks cannot be seen, other means must be used to keep the pile vertical along its leading edge.

c. Installed piling tops shall not deflect more than 1/2" horizontally, SECTION 31 41 16 Page 8 under any imposed loading, during the contract performance period.

3.1.2.2 Driving

Pilings shall be driven with the proper size equipment for the anticipated geologic conditions and by approved methods so as not to subject the pilings to damage and to ensure proper connection throughout theirlengths.

a. Driving equipment shall be maintained in proper alignment during driving operations by use of leads or guides. Caution shall be taken when a hard driving condition is encountered to avoid connector-melt or damages.

b. A protecting cap shall be employed in driving to prevent damage to the tops of pilings. Pilings damaged during driving or driven out of connector shall be removed and replaced at the Contractor's expense.

c. Adequate precautions shall be taken to insure that pilings are driven plumb.

d. If obstructions restrict driving a piling to the specified penetration the obstructions shall be removed or penetrated with a crush auger or chisel beam at no cost to the Government. Difficult foundation conditions at the site could include driving through dense soils, cobbles, and boulders or other hard materials. Pilings shall be driven to depths shown. A tolerance of 2 inches above the indicated top elevation will be permitted.

e. At the Contractor's expense predrilling, crush augering, chisel beam, or augering may be used, but the Contractor shall discontinue augering approximately 4 feet above the calculated pile tip elevation. The Contractor shall drive the pile the final 4 feet of penetration.

3.1.2.3 Pre-drilling

Pre-drilling of the combi-wall may be allowed at the Contracting Officer's discretion if minimum tip elevation is not obtained by use of a hammer complying with the above minimum requirements. Pre-drilling shall be done to loosen soils and not remove soils. Any voids resulting from pre-drilling shall be backfilled with soil cuttings or fill material prior to pile installation. No additional payment shall be made for pre-drilling related work. Pre-drilling shall be performed at the Contractor's expense.

A pre-drilling procedure plan shall be approved prior to any pre-drilling activities.

3.1.3 Inspection of Driven Piling

Perform continuous inspection during pile driving. Inspect all piles for compliance with tolerance requirements. Bring any unusual problems which may occur to the attention of the Contracting Officer. The Contractor shall inspect the connected joints of driven pilings extending above ground.

Pilings found to be out of connection shall be removed and replaced at the Contractor's expense. The Contracting Officer may also inspect the connected joints of driven pilings extending above ground. Pilings found to be out of connection shall be removed and replaced at the Contractor's expense.

3.1.4 Pulling and Redriving

The Contractor shall pull, as directed by the Contracting Officer, selected

SECTION 31 41 16 Page 9 pilings after driving to determine the condition of the underground portions of pilings. Any piling so pulled and found to be damaged from driving or pulling, to the extent that its usefulness in the structure is impaired as determined by the Contracting Officer, shall be removed and replaced at the Contractor's expense. Pilings pulled and found to be in satisfactory condition shall be redriven as specified, at the Contractor's expense. Any piling directed to be pulled, shall be redriven or replaced to the specified tip elevation prior to installation of any subsequent piling.

3.2 INSTALLATION RECORDS

Maintain a pile driving record for each sheet pile and wide flange beam driven. Indicate on the installation record: installation dates and times, type and size of hammer, rate of operation, total driving time, dimensions of driving helmet and cap used, blows required per foot for each foot of penetration, final driving resistance in blows for final 6 inches, pile locations, tip elevations, ground elevations, cut-off elevations, and any reheading or cutting of piles. Record any unusual pile driving problems during driving. Submit complete records to the Contracting Officer.
