About this file
This is a Questions and Answers document (Attachment #11) for federal contract solicitation W912PF26QA050 concerning ground maintenance services at military installations in Italy, including Camp Darby, Depot, LTA, and PASA.
The solicitation addresses ground maintenance services requiring contractor execution of grass cutting, debris removal, climbing plant removal, and related landscaping activities across improved and semi-improved areas. Key operational requirements include work hours of 06:00-18:00, Monday through Friday only, with no weekend authorization. Contractors must hold SOA OS24 certification and meet mandatory documentation requirements including DURC, Chamber of Commerce certificate, anti-mafia declaration, ISO 9001 and 14001 certifications, and green space maintenance certification. Past contract experience must demonstrate minimum €75,000 per contract, with projects completed within five years of solicitation date. Non-EU personnel face nationality restrictions per Attachment 9 "List of Designated Countries," with background checks and badge issuance requiring 2-3 months processing time. The contract includes multiple CLINs across five ordering periods with pricing required for specific services including grass cutting, debris removal, and climbing plant removal; pricing for LTA Ranger services (First Grass Cut and Climbing Plants Removal) applies only to Ordering Periods 1 and 2 as extraordinary restoration services. Joint ventures and consortios are permitted if at least one member holds required SOA certification, though reliance on third-party capacity (avvalimento) is prohibited. Subcontracting is allowed provided both prime and subcontractor certifications meet solicitation requirements. The response deadline could not be extended due to fiscal year-end constraints.

QUESTIONS AND ANSWERS
Attachment#11
Question 1: Site Visit — Late Attendance The mandatory site visit was held on August 4, 2026. Our Italian partner was unable to attend due to a prior contractual obligation. Is there any provision for a supplemental or late site visit?
If so, what is the procedure for requesting authorization?
Answer 1: Due to fiscal end deadline, it is not possible to hold another site visit. Participation in the site visit is not mandatory.
Question 2: Non-EU Personnel — Base Access & Security Requirements A portion of our proposed workforce are non-EU nationals. Are there any nationality-based restrictions for personnel performing grounds maintenance at
Camp Darby, Depot, LTA, or PASA? What is the typical timeline for background check and badge issuance for non-
EU contract employees?
Answer 2: see Solicitation’s Attachment 9 “List of Designated Countries” for the list of the nationalities not authorized to access the Installation. The timeline for background check and badge issuance for all employees is 2/3 months for new passes.
Question 3: Joint Venture / Teaming Structure If a U.S. firm partners with an Italian SOA-qualified entity, does the
Italian partner need to be the prime contractor on the proposal, or may the U.S. firm serve as prime with the Italian entity as a subcontractor for compliance purposes?
Answer 3: The entity submitting the quote (the 'Quoter') must possess the required documentation (e.g., SOA). If the Quoter is an individual firm, that specific firm must hold the certification. If the Quoter is a legally formed Joint
Venture or Consorzio, the Joint Venture itself or at least one individual member of the Joint Venture must hold the required documentation and submit the necessary letters of commitment, in accordance with the VOLUME
CONTENT instructions in Section C.
Question 4: Grass Clipping Disposal For Improved Grounds mowing, does the government require systematic collection and removal of grass clippings, or is mulching/shredding in place acceptable? Are there specific high-visibility or landscaped areas where clippings must be removed?
Answer 4: Mulching technique is considered acceptable if grass residual will not be visible on ground. Grass clippings shall be removed and disposed in case mulching work cannot be accomplished. This requirement applies for all areas. See PWS, paragraph 5.2.3.1.

If not provided, may the contractor establish temporary facilities within designated areas of the installation?
Answer 5: a) No, only an area will be assigned to the Ground Maintenance Contractor for the storage of work equipment. In the same area a contractor’s container can be placed for workers. b) Yes, correct. c) Yes, correct.
Question 6: Additional Works — Pricing Ceiling CLIN 0018/1018 (Additional Works) is priced as a unit of "JOB" with an estimated quantity of 1. Is there a not-to-exceed annual ceiling for Additional Works, or should offerors propose a ceiling based on historical data?
Answer 6: You are not required to provide a unit price. It is considered the maximum ceiling for additional works and it will be managed IAW PWS paragraph 5.3.2.1

Question 14: Debris Removal CLINs (CLIN 1008 and CLIN 1015) "In Attachment 10 (Ground Maintenance Price
Book), for both CLIN 1008 (Improved Areas) and CLIN 1015 (Semi Improved Areas), the Description is 'Debris
Removal', the Unit is 'EA', the Quantity is '1.00', and the 'Numbers of Services' is set to '1'.
Could you please clarify if the Unit Price to be offered in Column F should represent:
1. A fixed flat rate for the entire ordering period to cover all debris removal needs throughout the year, regardless of how many times the service is actually requested?
2. Or a per-occurrence rate, meaning the offered price is for a single execution of the service, and any additional services requested during the year will be compensated at that same unit rate?
Answer 14: 1. No, a flat rate is not requested for the entire ordering period. 2. Yes, correct. The price is requested for a single service once a year (see PWS paragraph 5.2.13).
Question 15: Clarification on LTA Rangers Services (Year 1 vs. Year 2) "Regarding the requirements for LTA
Rangers, we noted that in Ordering Period 1 (Year 1 - CLIN 0011), the price book requires 'First Grass Cut (LTA
Rangers) - Shredding of the Vegetation', whereas in Ordering Period 2 (Year 2 - CLIN 1011), the description changes to 'Climbing Plants Removal (LTA Rangers)'.

Answer 15: they are two different services which must be priced in different manner. The description of both services is shown in PWS paragraphs 5.2.34.1 (First grass cut service to be performed during the Ordering period 1) and 5.2.34.2 (Climbing plants removal service to be performed during the Ordering period 2)
Question 16: Absence of LTA Rangers Services in Years 3, 4, and 5 "We noted that the LTA Rangers services mentioned in the previous question (either Grass Cutting/Shredding or Climbing Plants Removal) are present in Year
1 and Year 2, but do not appear in the price books for Ordering Periods 3, 4, and 5 (Years 3, 4, and 5). Could you please confirm if this omission is a clerical/printing error, or if it is the intentional plan of the Government to completely exclude these specific LTA Rangers services from the requirements of Years 3, 4, and 5?"
Answer 16: First grass cut and Climbing plants removal services are related to Ordering Periods 1 and 2 only. They are considered extraordinary services necessary to restore LTA range area from its current condition with overgrown vegetation to the normal routine maintenance
Question 17: We would like to request clarification regarding the subcontracting rules for the services in question.
Upon reviewing the tender documents, no explicit restrictions or limits (quantitative or qualitative) on subcontracting were identified for these services. Could you please confirm if there are any specific grounds that would require direct execution by the awarded bidder?
Answer 17: The Sub-contracting of this service is allowed but the certifications of both Prime and Sub-Contractor shall meet Solicitation requirements.
