SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

The purpose of this amendment is as follows:

a) to change Section M (BASIS OF AWARD), Technical Factor I - Past Experience. Due to a type error the Euro amount indicated i.e. Euro 15,000.000 is incorrect and should be read Euro 15,000.00.

All other terms and conditions remain unchanged.

SECTION M - EVALUATION FACTORS FOR AWARD

The following have been modified:

BASIS FOR AWARD

BASIS OF AWARD

A. The award will be made to the lowest priced technically acceptable proposal. Proposals will be evaluated for technical acceptability (including past performance), but will not be ranked using the non price Factors. In order for an Offeror to be considered for award, the proposal must receive an "Acceptable" rating in every non-price Factor.

A proposal receiving a rating of "Unacceptability" in any non-price Factor will not be eligible for award.

B. FACTORS

The solicitation provides for the followings:

Technical Factor I – Past Experience Non-price Factor II – Past Performance Factor III – Price

C. EVALUATION OF THE NON-PRICE FACTORS

Phase One. The Contract Specialist will screen each proposal for completeness to ensure that all mandatory requirements for this solicitation have been addressed. This level of evaluation does not include an in-depth reading of the proposal’s content, but it is conducted solely to ensure that a complete proposal has been received and that meets the requirements of the solicitation. Failure to address all the mandatory requirements may be grounds to disqualify the proposal from further review.

Phase Two. In this phase, the evaluation team, comprised of experts appointed by the SSA, evaluates the technical factor.

Technical Factor I – PAST EXPERIENCE

The offeror shall demonstrate recent and experience in scope, complexity and price. The Government will evaluate the information concerning at least three (3) recent and relevant projects provided by the offeror on the Attachment #1 entitled “Past Experience Questionnaire (in English)”.

The technical factor will be rated on an acceptable/unacceptable basis using the following ratings:.

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation

In order to be considered relevant the value of each project shall be at least Euro 15,000.00 ($16,078.89). In addition, each project shall be of similar scope, size and complexity concerning, but not limited, to painting of buildings.

In order to be considered recent the past contracts must be completed within five (5) years from the date of this solicitation identified on Page 1, Block 3.

Non-Price Factor II — PAST PERFORMANCE

This factor will be rated acceptable or unacceptable based on whether the past performance submitted for consideration is recent and relevant and demonstrates successful past performance by the offeror, such as: no terminations for default, no ratings less than satisfactory by its customers/references, whether the quality of its work was satisfactory and completed in a timely manner and whether the offeror demonstrated reasonableness and cooperation during performance of the contracts. Past failure to apply sufficient tenacity and perseverance to perform acceptably is strong evidence of unacceptable past performance. In addition, failure to meet the quality requirements of a contract is a significant factor to consider in determining unsatisfactory performance. Offerors may be asked to clarify some issues regarding the aforementioned factors to enhance U.S. Government understanding. Such clarifications shall not be used to cure proposal deficiencies or material omissions, and/or otherwise revise the proposal.

Past Performance Evaluation Ratings - Rating Descriptions:

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a) (2) (IV).

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability “unknown” shall be considered “acceptable”.

For Past Performance to be considered relevant, the offeror shall submit information about at least three (3) relevant and recent projects concerning, not limited to, to painting of buildings.

The magnitude must be not less than Euro 15,000.00 ($16,078.89) per individual project. To be considered recent, the project must be completed within the past five years from the date of this solicitation (date shows at Block no. 3 of SF 1442).

The offeror is encourage to submit past performance information with evidence of customer satisfaction such as performance evaluation, special commendation, recognition, letters of appreciation, “certificato di regolare esecuzione” o “collaudo finale” photographs of the projects, etc.

The Past Performance is considered to be not relevant if it is not similar in work and the magnitude is less than Euro 15,000.00 ($16,078.89) per individual project.

It will be considered not recent if it is not completed within the last five (5) years from the date of this solicitation (date shows at Block no. 3 of SF 1442).

The Government will conduct a past performance assessment on all contracts, at least three (3), submitted by the offeror on the Past Performance Questionnaire (Attachment #2). The Government will consider the recency and relevance of the information, source of the information, context of the data, and general trends in contractor’s performance.

The Government will consider the Past Performance Questionnaire information, as well as information obtained from any other sources.

Factor III - EVALUATION OF THE PRICE

1. The price proposal will be evaluated separately from the technical factors. An assessment of the completeness, balance, and reasonableness of each proposed price will be made. The U.S.

Government will evaluate the price proposals to ensure a fair and reasonable price by using one or more of the following price analysis techniques:

a. Comparison of proposed prices received in response to the solicitation; and/or

b. Comparison of proposed prices with the independent U.S. Government estimate; and/or

c. Comparison of proposed prices with available historical information; and/or

d. A price realism analysis for the purpose of assessing an Offeror’s understanding of the requirements and the risk inherent in an Offeror’s proposal; and/or

e. Obtaining information/reports from Defense Contract Audit Agency or other outside agencies as required.

2. Unrealistic or unreasonable pricing may cause a proposal to be determined unacceptable.

As part of price evaluation the Government will evaluate its option to extend services (see FAR 52.217-8) by adding six (6) months of the offeror's final option period to the offeror's total price. Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six (6) months extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods, utilizing the rates of that performance period).
