SCOPE OF WORK

Project ES 00049-8, Replace kitchen hoods at bldg. 5156, S&M Area, Livorno, Italy.

Basic Project and Options. The project consists of one basic project only. No optional work is included

Phase 1 (Design) Description:

I. Scope of work.

Introduction In this phase the work consists of designing details and providing calculations and everything necessary to define all parts of the work in scale required to fulfill the scope of work. Design analysis and project drawings shall be signed by a registered professional engineer.

Building 5156 is presently (partially) used as the dining facility for Host Nation personnel, at the Supply and Maintenance Area. Building is realized with reinforced concrete and masonry walls, with arched roofs. The building was renovated in 2013 and its systems are new and in good condition, with the exception of the two balanced type hoods of the kitchen, which were recovered from a different kitchen on Base.

The two existing hoods have dimensions of 330x145x60 cm each. Hoods are equipped with a supply air fan (in common for both, total air flow: 4,900 m3/h) and an exhaust air fan (in common for both, total air flow: 7,000 m3/h). The make-up air is treated by a dedicated air handling unit (AHU – total air flow: 4,000 m3/h) equipped with a heating coil fed by a heat pump in common with the AHU serving the dining room.

The existing hoods and their intake/exhaust air systems do not guarantee a correct exhaust of the kitchen fumes/steams. The hoods’ exhaust/supply air system is undersized. The width of the existing hoods is not sufficient to cover the cooking area and need to be increased to be at least 30 cm beyond the cooking area. Furthermore the existing supply/exhaust and make up air ducts are such not to allow a correct cleaning. Work included in this contract is aimed to solve these problems.

The work in this scope of work includes the replacement of the two hoods and their inlet/exhaust and make-up air treatment systems to make them compliant with the current regulations, in particular NFPA 96. PERFORMANCE WORK SCHEDULE

1. ES 00049-8, Replace kitchen hoods at building 5156, S&M Area, Livorno, Italy.

2. This project is made of one (1) Basic Project Item and no (0) Project Option Items.

3. This project shall be performed in two phases. The contract performance period for the entire contract (Phase 1 plus Phase 2) is as follows:

- Design Phase: 135 calendar days;

- Construction Phase: 75 calendar days.

Individual Notice to Proceeds will be released for each of the two phases.

To be noted that Phase 2 will not necessarily happen immediately after Phase 1, but it is possible that to meet contractual obligations of the Mensa service, up to a few months may pass between the end of phase 1 and the beginning of phase 2. It is however necessary that the contractor is always ready to mobilize because the Notice to Proceed for Phase 2 may be released at any time after the end of Phase 1, with 15 calendar days’ notice.

a. Phase 1 (Design): This phase is managed by a Contracting Officer Representative, from the Directorate of Public Works (DPW), Engineering Services Branch. The US Government should not take longer than 15 days to provide review comments to the contractor for each planned submittal.

b. Phase 2 (Construction): This phase will be controlled by the COR from the DPW

Construction Management Branch, in accordance with documents approved in Phase

1. Normally, construction can begin after the contractor has made all changes identified during the Government design review. However, the contractor may be allowed to proceed with construction while clarification and administrative comments are being incorporated into the design. The revisions can be approved by partial re-submittals.

c. The Notice to Proceed (NTP) date for the Design Phase will be established at the Pre- Performance Conference. After the final design submittal has been approved and it is time to start construction, the first phase is closed and a new Notice to Proceed is issued by the Contracting Officer to the contractor.

d. Phasing: Project phasing will be in accordance with the Milestones Plan at Enclosure

2, which is a Contract document.

Overall number of Calendar Days allowed will be in accordance with paragraph 3.

This will include Government times as listed in the Milestone Plan at Enclosure 2.

e. General Installation Access Information: Once the contractor has been awarded the contract, he must apply for installation passes for each contract personnel requiring access for more than 60 calendar days to perform work. It takes a minimum of 30 working days from the date of application to the Security Office to be issued an installation pass. This strict access requirement will require more attention for scheduling and handling pass applications and shall be considered prior to submission of contractor’s proposal.

f. General Submittal Requirements:

(1) Government approval is required for extensions of design, critical materials, deviations, O&M manuals or those involving equipment whose compatibility with the entire system must be checked, and other items as designated by the Contracting Officer. Within the terms of the Contract Clause entitled “Specifications and Drawings for Construction,” they are considered to be “shop drawings.” The Contracting Officer’s approval of submittals shall not be construed as a complete check, but will indicate that the general method of construction, materials, detailing and other information are satisfactory.

Approval will not relieve the Contractor of the responsibility for any error, which may exist, as the contractor is responsible for dimensions, the design of adequate connections and details, and the satisfactory construction of all work.

(2) Shop drawing submittals for Government approval are required for electrical, mechanical and LAN equipment to be installed and shall be made concurrently, and shall include layout drawings showing the equipment proposed to be furnished, including special foundations, duct work, piping and electrical conduit, superimposed on the building plans and elevation. Elevation views of the layout shall be included. The layouts shall be true to scale in both plan and elevation. The equipment shall be shown in its final position as recommended by the manufacturer and shall contain adequate dimensions to determine the location of all equipment proposed and areas required for maintenance indicated.

(3) Definitions and Examples: The examples provided below are not all-inclusive and are used only for illustration purposes.

(4) Extensions of design examples are fire alarm and sprinkler protection systems, prefabricated buildings, structural steel drawings, standing seam metal roof drawings, coordination studies such as short circuit analysis of contractor selected electrical equipment, etc.

(5) Critical materials are defined as materials, which must meet specific quality performance standards required by design parameters, the failure of which will have a major impact on the operation, maintenance, quality of life or life safety of the system. Examples of critical materials are coatings for cathodic protection of storage tanks, high-pressure piping and controls, acid and hazardous waste systems, or architectural finishes for customer approval.

(6) Deviations are any submittal by the construction contractor that varies from or are omitted from the construction contract specifications.

(7) Examples of equipment which must be checked for compatibility with existing systems or the entire new system are equipment for sewage treatment and water purification plants, energy management control systems, intrusion detection systems, power generation and distribution systems, etc.
