Q&A'S

QUESTIONS AND ANSWERS

Q1. Reference par. 1.5.8 Special Qualifications: “a) At least four Contractor’s employees shall possess a refrigeration license F-GAS…”. This specific requirement seems to exceed the actual needs for this contract since one (1) single employee with F-GAS refrigeration license allows a firm to perform labor works for an amount up to 200.000,00 € (as per ACCREDIA Technical Regulation RT-29 rev.02). Would the Government consider to revise this specific requirement reducing the number of employees in possess of F-GAS certification directly employed by the main contractor?

R1. The requirement remains unchanged.

Q2. Reference par. 5.5.5 Quality Standards, 5.5.5.1 states that the cleaning activities shall ensure a maximum limit of 0,075 g/mq of deposited particulate after the cleaning, detected with the method of “VACUUM TEST NADCA”. Based on technical reviews COLLOM or similar methods work very well on brand new ductwork where the main issue consists of dust deposited upon the inner surface of the ducts themselves.

COLLOM approach may result by far less effective in guaranteeing the level of results required by this SOW when it comes to thoroughly clean an older ductwork covered with multiple layers of dust, humidity and other foreign matters. A mechanical cleaning type of work is for sure more effective and long lasting than COLLOM and can for sure guarantee the required level of output required by this SOW. Can the Government allow other methodologies rather than just COLLOM?

R2. The requirement remains unchanged. Use of an air blade allows the removal of dirt while at the same time maintaining integrity of the ducts and their internal insulation where present.

Access points shall be prepared following the procedure described at par.5.5.7.1. Contractor shall remove any deposit on the square ductworks internal surfaces along their entire length and sides (top, bottom and sides), especially taking care of the corners where dirt accumulates easier, and along the whole circumference on the round ductworks. Also, particulare care has to be taken while cleaning branches from main duct to the single rooms where diffusers/grills are installed. Spiral flexible ducts shall be replaced with new ones or cleaned one by one with appropriate nozzle.

2. The selection of the equipment shall be done considering the following prescriptions: a) the only usage of the exhaust fan, even if having high flow rate and power, is not considered sufficient by itself;

b) The equipment prescribed is the compressed air type that uses the COLLOM technology or similar;

c) Similar equipment are considered acceptable only if:

c.1) the compressed air equipment can be used also to wash the ducts by controlled spraying of disinfectant solutions or encapsulants or paints, sprayed inside the ducts, only after the compressed dry air cleaning, in order to ensure that the disinfectant solution gets attached completely and uniformly on all internal surface, avoiding any liquid leak on the outside of the ducts and avoiding the creation of other openings on the ducts. The distribution of the sprayed solutions shall occur on the internal surfaces of the ducts and along their entire extension in order to perform a real wash and complete sanification of the whole ductwork.

c.2) the compressed air equipment has to perform the same efficiency along main ducts, ascendant/descendant curves, vertical ducts, avoiding the creation of additional openings and ensuring to maintain the integrity of the system.

c.3) where the dimentions of the ducts are so big that don’t allow the usage of the described technology…
