28 FEB 2017
1. GENERAL. Perform an Unexploded Ordnance (UXO) survey and prepare the necessary documentation required by the Italian Safety Law, D.Lgs. n. 81/2008, edition June 2016. The Italian Safety Law requires a risk assessment as part of the Design Safety plan for excavation activities within the “Legacy Zone” (see attached drawing for areas) at Del Din Area in Vicenza. The UXO survey will be focused to report World War I (W.W.I) and World War II (W.W.II) unexploded ordnance (UXO) in the Del Din Legacy Zone area (about 12,620 m²) in accordance with Italian “5th Command Infrastructure BCM office” prescriptions number 16-130 released on 7 July 2016 to USAG Italy DPW Vicenza (see attachment) and clearance certification from the same Italian 5th Command Infrastructure BCM office located in Padova, Italy. In case the result of the survey will be ordnance and/or archaeological finds, the Contractor shall prepare a course of action report inclusive of the related rough costs estimate. The UXO field work must be monitored by an Archaeologist during excavation activities.
1.1 Background:
1.1.1 A UXO clearing campaign to include UXO clearance risk assessment and certification is mandatory before any kind of construction activity, as prescribed by the Italian safety Law 81/2008 ed. JUN 2016. In addition the clearance must be performed by a firm certified by the “Ministero della Difesa, DM n. 82, dell’11 maggio 2015 “Regolamento per la definizione dei criteri per l'accertamento dell’idoneità delle imprese ai fini dell’iscrizione all’albo delle imprese specializzate in bonifiche da ordigni esplosivi residuati bellici, ai sensi dell'articolo 1, comma 2, della legge 1° ottobre 2012, n. 177.” In addition the area is subject to Archaeological monitoring for excavation deeper than 4” (10 cm).
1.1.2 The historical search results that there is no evidence of ordnance findings in the past and most of the underground utility and buildings has been constructed after W.W.II, and it was administration area of the previous Italian Airforce installation (Dal Molin base).
1.1.3 Building 43, and 139 are near other facilities which are under renovation by other contractor, therefore exterior UXO survey must be coordinated with those contractors, in order to grant other contractor safety for their personnel and to minimize their work delay.
1.2 Objectives: The Contractor shall accomplish the required UXO survey, to include removal of interfering material, filtering of material as required, and backfilling of areas where soil has been removed.

1.3.2 Material which cannot be reused for filling back will be disposed in accordance with Italian public waste dump rules (see Veneto Region web site http://www.arpa.veneto.it/temi-ambientali/suolo/terre-e-rocce-da-scavo ). The contractor is the "generator" of the waste and he shall provide copy of the waste manifest to the COR/project manager.
1.3.3 In Accordance with “Ufficio BCM dell’Amministrazione Militare” Nulla Osta prescription, the Contractor shall perform the survey field operation, as listed below:

1.3.4 Upon completion of the field operation the Contractor shall submit the warranty statement to the Italian “5th Comando Infrastrutture, ufficio BCM del Genio Militare”. The Italian Army officer in charge for UXO will release the final test certification by the “minuta di accertamento” which will certify that the area is free from ordnances.
