About this file

This is Amendment 0002 to solicitation W912PB25R3006 for fire alarm systems maintenance and repair at USAG Ansbach, issued by RCO Bavaria. The amendment extends the proposal due date from January 31, 2025 12:00 PM to February 21, 2025 10:00 AM CET.

The amendment makes several key changes to the solicitation: replaces the initial Performance Work Statement with a revised version dated January 22, 2025; updates Technical Exhibit C (Maintenance Procedures) and Technical Exhibit D (List of Equipment); adds new Technical Exhibit H (Required Regulations and Standards); provides an Exhibit Line Item Sheet; and updates contract line item language. The amendment also clarifies that contractors do not need ISO 14001 or ISO 9001 certification, though they must perform to those standards. Contractor qualifications and certifications can be provided within 10 days after contract award rather than with proposal submission. Normal contractor support hours are updated to 0730-1600 Monday through Friday. The amendment includes responses to 23 vendor questions about requirements specifications, certifications, and technical details.

Answer:

Question 15:

ELIN Sheet The inventory list annexed to the solicitation shows the inventoried systems. However, the acronyms list includes several systems that are missing from the inventory list. Therefore, a proper calculation is not possible without a fully specified ELIN sheet. Answer:

Yes, revised Technical Exhibit D and Exhibit Line Item Sheet (ELINs) will be provided.

Yes, FS added, revised Technical Exhibit D will be provided.

Answer:

No Split. The Split will be done internally.

Question 20:

Qualifications The solicitation is not entirely clear about whether every technician performing tasks on-site for this contract must have all the listed certifications, or if it is sufficient for the bidder to have one fully qualified person, who may not necessarily be on-site. As per German law, the person performing the task must be duly qualified. Would the government please clarify?

“1.5.4.1 Government Facility Office Hours: The Government facility office hours are 0800 to 1700, and days Monday through Friday except U.S. Holidays identified in paragraph 1.5.3.1 above or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.5.4.2 Government Facility Operating Hours: The Government facility operating hours occur between the hours of 0600 to 1800, Monday to Saturday. The Government facility is open for operations during the recognized U.S. Holidays identified in paragraph 1.5.3.1 above. The Government facility may close due to local or national emergencies, administrative closings, or similar Government directed facility closings and will be communicated by the Contracting Officer to the Contractor.

1.5.4.3 Contractor Support Hours: The Contractor shall provide support between the hours of 0600 to 1800, Monday to Saturday. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

5.2.4 Routine Repair Calls: (a) (…) Calls for routine repair will be placed during normal working hours (0730-1600 hrs), Monday thru Friday, excluding official holidays.”

Would the government please clarify which support hours are applicable? In previous contracts, contractor support hours were: normally Mon-Fri, 07:30 to 16:00.

The revised PWS shows the contractor normal support hours were updated to 0730-1600 Mo-Fr.
