A contractor’s experience is similar in scope for the purpose of this evaluation factor when the contractor demonstrates that each reference includes experience in every element identified above, specifically a.

through f.

An offer is to be determined “ACCEPTABLE” if the contractor’s total experience (as well as that of the Program Manager and Alternate Program Manager) must show a minimum of five years of experience within the last eight years; at least one of the references must show performance of at least three years in length totaling at least $3,000,000.00 per year; and all references must met the relevancy description described above.

An offer is to be determined “UNACCEPTABLE” if the contractor’s total experience (as well as that of the Program Manager and Alternate Program Manager) does not show a minimum of five years of experience within the last eight years; at least one of the references must show performance of at least three years in length totaling at least $3,000,000.00 per year; and all references must met the relevancy description described above.

Factor 2: Subcontracting:

SUBCONTRACTING: Subcontracting information is required to be provided. This will be evaluated as being Acceptable or Unacceptable.

Acceptable: An offer will be acceptable if it provides either:

(1) A statement that all work performed under the contract shall be performed exclusively by the offeror, or

(2) A list of proposed subcontractors, joint ventures, or other business partners that will provide work under the contract. The list must contain contact information for each company and explain what work each party will perform under the contract. In addition, the offeror must provide a letter of intent from each party on the list demonstrating intent to subcontract, partner or otherwise work with the offeror in the performance of the contract.

The letter must be written on that party’s letterhead and signed by an authorized representative.

Unacceptable: An offer will be unacceptable if it does not include either:

(1) A statement that all work performed under the contract shall be performed exclusively by the offeror, or

(2) A list of proposed subcontractors, joint ventures, or other business partners that will provide work under the contract, including contact information and an explanation of work, along with a letter of intent from each party written on letterhead and signed by an authorized representative.

Please note:

The Government reserves the right to contact proposed subcontractors to verify letters of intent.

Factor 3: Supplier Performance Risk:

The Offeror shall submit their Commercial Government Entity (CAGE) code with the offer for verification of vendor risk in accordance with the Provision at DFARS 252.204-7024, Notice of the Use of the Supplier Performance Risk System (SRPS). The Government will evaluate the Risk and consider the Supplier Risk as described in the provision. The Government will NOT consider Item Risk and Price Risk as described in provision.

For purposes of this Risk assessment, the Government will only consider information contained in the Supplier Performance Risk System (SPRS). Any questions or concerns the offeror has concerning its SPRS risk assessment must be addressed as described in paragraph (d) of the provision.

Factor 3 Rating Description: The rating will be based on an "Acceptable or Unacceptable" basis. The following definitions will be used to assign the rating:

Acceptable: Offeror has a Supplier Risk Score of Green, Purple, Blue, or Black.

Unacceptable: Offeror has a Supplier Risk Score of Yellow, Red, or Grey.

Factor 4: Price:

(1) The total evaluated price (TEP) shall be the sum of all CLIN prices listed in the schedule for the base year, all option years. This amount will be the total evaluated price. In the event there is a difference between a unit price and the total amount, the unit price will be held to be the intended offer and the total of the CLIN and/or ELIN will be recomputed accordingly. The CLIN will also be recomputed to take into account the change in the contract ELINs.

If the Offeror provides a total amount for an ELIN, but fails to enter the unit price, the total amount divided by the ELIN quantity will be held to be the intended unit price. In the event there is a discrepancy between the ELIN pricing and the CLIN price, the ELIN will be held to be the intended offer.

(2) Currency: Offers submitted in response to this solicitation shall be in terms of local currency or U.S. Dollars.

For evaluation purposes, the Government shall use the current FY Budget Rate to convert the local currency (i.e.

Euro € = 0.9249) offers into U.S. Dollars. In the event an offer is received in a currency where there is no official Budget Rate, the Government shall use the daily exchange rate on the solicitation closing date to convert the currency into U.S. Dollar for evaluation purposes. Conversion Rate will be pulled from www.XE.com. If all offers are received in the local currency, the local currency proposed, and the Government budget rate will be utilized for evaluation purposes.

(3) Each offeror’s proposed price will be evaluated to determine whether it is fair and reasonable as per FAR 15.404-1(b).

(4) The Government WILL NOT evaluate proposed prices for realism.

(b) Options:

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. To account for the option period(s) possible under Clause 52.217-8 (maximum six months), Option to Extend Services, the Government will take the price for all CLINS of the final option period, prorate it to a six-month value, and add it to the sum of all CLINS (base plus all option periods). This amount will be the total evaluated price. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
