About this file

This is Amendment 0002 to solicitation W912PB25R3000 for Logistics Supplies and Services Support in Bavaria, issued by the RCO Bavaria on January 8, 2025. The amendment provides updated points of contact, revises the ELIN pricing sheet, and answers 35 vendor questions regarding various aspects of the contract requirements.

Key details clarified include: distribution services will operate from Exercise Supply Centers in Kasserine Camp and Hohenfels; water distribution requires vendor-owned tankers to distribute 3.5 gallons per participant; contractors must provide transportation for non-fuel/non-ammunition assets; dining facilities require contractor-provided utensils but government-provided food; contractor must be fully operational by May 10, 2025; no on-base housing is provided for contractors; and an on-site lead representative is required for meetings. The contract supports training exercises ranging from 5 to 5,500 personnel, with services potentially required any day of the year. Previous contract experience requirements include minimum 5 years within last 8 years, with at least one reference showing 3+ years of performance at $3M+ per year.

SUMMARY OF CHANGES

The Purpose of this Amendment P0002 is to:

a. Change the POC for this requirement as noted above under RCO Point of Contact. Please forward all questions and proposals to the new POC.

b. Provide an updated Attachment 2, ELIN sheet based on vendor questions, attached.

c. To answer vendor questions already received in the past weeks. *Please note, this is not all inclusive of all questions and there will be a 3rd Amendment as we work through the rest of the questions. Questions are denoted with a “Q” and answers with an “A”

1. Q: Distribution of Government Assets: Grafenwoehr Training Area to include Vilseck – from which location do we need to load and distribute these tents to GTA, what is their size and quantity?

1. A: Distribution is from the ESC (Exercise Supply Center) located at Camp Kasserine to any of the Grafenwoehr/Amberg/Vilseck training areas. Materials would include, but not limited to, tents up to 6m x 4m, light sets, generators and/or tent heaters.

2. Q: Distribution of Government Assets: Hohenfels Training Area to include Amberg – from which location do we need to load and distribute these tents, what is their size and quantity?

2. A: Same, from the ESC in Hohenfels to any of the ranges/training areas in Hohenfels.

3. Q: Distribution of Government Assets: Bulk Potable Water Distribution Grafenwoehr

Training Area to include Vilseck (3.5 gallons / 15.4 Liters per participant) – why is there a breakdown of the number of participants as is and what does Quantity (est) mean?

The structure of this pricing is unclear overall.

3. A: Vendor fills their own water tanker from a Gov’t provided water point to distribute (fill) Gov’t owned water receptacles (e.g. water buffalo) at the unit’s location in the field or on a range. Breakdown is based on water requirement per soldier. If the unit is 100 persons, then the distribution would be 350 gallons per day.

4. Q: Distribution of Government Assets: Class IV Material - Grafenwoehr Training Area to include Vilseck – what is the nature and size of these materials and why is Unit = half day instead of per ton or cubic meter?

4. A: Barrier/construction material from the CL IV yard would include, but not limited to, lumber (2x2x8ft – 2x10x8ft) sheet wood (plywood 4x8ft, varied widths), concertina wire, bag concrete or sand. Material is billed in such a way according to load, travel and unloading time.

5. Q: Distribution of Government Assets: Class V Ammunition - Grafenwoehr Training Area to include Vilseck – what is the distance for this transportation and what ADR certificate is required?

5. A: Facility is located on the Vilseck side of the training area at Grafenwoehr.

Transportation is ON POST ONLY, but the vehicle and driver must be certified to transport munitions and hazmat IAW German and US military regulations. US training would be provided to vendor at no cost.

6. Q: Field Dining Facility and Food Service Grafenwoehr Training Area to include Vilseck – does contractor bear the cost of foodstuff and ingredients? Why is unit of measure per day instead of per PAX?

6. A: All food and ingredients are provided by the Gov’t from the CL I warehouse (SSMO), vendor is required to provide utensils and kitchenware to prepare the meals minus kitchen appliances. Measure is both by number of personnel and days (7, 30 and 90 day)

7. Q: Field Equipment (Contractor Provided): Grafenwoehr Training Area to include Vilseck – is the Quantity (Est.) your estimate for how many units (i.e. shower heads) you will need or how many days per shower head?

7. A: ELIN updated to show the quantity of shower heads per facility

8. Q: Field Equipment (Contractor Provided): Grafenwoehr Training Area to include

Vilseck – where Weekly: 25 kW=250 is this your estimate for how many units you will need or for how many days you will need them? If the estimate is for number of units, how come the transportation quantity is less than 250?

8. A: The transportation quantity is the number of heater/generator units. The Weekly quantity is the weekly estimate rental.

9. Q: Dining Facility - Multi-Purpose Shelter – can this shelter be a tent or another type of shelter?

9. A: This can be a tent, the requirement is for shelter with tables and chairs/benches for feeding. Should be large enough to accommodate 500 personnel at one time.

10. Q: Forklift (Contractor provided): Grafenwoehr Training Area to include Vilseck – is the pricing unit actually per vehicle/per day? Is the Quantity (Est.) the number of vehicles you estimate to need?

10. A: Yes to both.

11. Q: Standard Route Shuttle Bus Transportation - Grafenwoehr Training Area to include Vilseck – what is the distance per route, why is pricing unit half day as opposed per PAX or per km?

11. A: On average this route is from the camps area to main post (PX, chapel, gym and MWR), the route is approximately 4-5 km.

12. Q: To help us better prepare, could you share whether this contract was previously fulfilled by another company and, if so, whether it was executed on a similar scale?

12. A: Yes to both questions

13. Q: Additionally, upon award, how soon would full operational readiness be expected?

13. A: The contractor is expected to be fully operational by the 1st day of the POP (10 May

2025).

14. Q: Does the contractor need to provide off-base office space, storage and employee housing for the project staff, operational dining facility, and labor staff or will the Government provide existing office space and on-base housing?

14 A: There is no space provided to contractors on base for the items listed.

15. Q: Due to the lack of housing or lower-cost hotels in the general area, would the

Government allow the successful bidder to construct a self-contained camp facility on one of the bases? If yes, would the Government provide utilities and other services, including internet connectivity?

15. A: Contractors are not permitted to live on base.

16. Q: Will the Government provide any Government furnished vehicles/cargo vans or trucks for transportation on the contract, or is the contractor responsible for pricing all required vehicles, except the fuel trucks listed?

16 A: Per PWS paragraph 5.4 the Contractor shall provide the vehicles needed for the transportation of all non-fuel and non-ammunition Government assets.

17. Q: Is the contractor responsible for providing their own vehicles/busses (and fuel) to move employees between the different work locations? If so, typically how many are required?

17. A: Transportation , fuel etc between work locations is contractor responsibility

18. Q: What type of certification is required for aircraft refueling? Is company aviation-specific insurance also required?

18. A: The vendor is required to be licensed and bonded. Any fueling specific certification would be provided by the Gov’t.

19. Q: Are the Government provided assets located at one location, or more than one? Could the Government provide a list of what assets (cots, light sets, tents, generators, etc.) are located where? Who issues these items to the contractor?

19. A: There are 2 ESC warehouses, 1 at GTA, 1 at HTA. A list of assets is shown on the ELIN under the distribution of Government Assets. A member of the requesting unit must be on site to sign for the equipment. Vendor is required to load, deliver and set up equipment at requested site and/or return equipment to ESC warehouse. Again, unit/government personnel must be present and is responsible for the issue and turn-in of equipment.

20. Q: Between exercises, do project staff need to be available to meet with customers in developing future task orders? If yes, would meetings to held face-to-face in Germany or could this be done remotely, but available 8 hours day/5 days a week as required in the solicitation?

20. A: The Gov’t requires an on-site lead from the vendor to handle issues. This person(s) must be available for on-site meetings when required.

21. Q: Is the contractor responsible for all base access and escort requirements (for employees and subcontractors)? If so, how often is this required per exercise?

21. A: Yes and no. The vendor is required to assist the COR (Contracting Officer Rep) by filling out the required paperwork, but it is the COR that will work base access through the appropriate systems.

22. Q: In the RFP document, page 49 under Materials, do the structural components of the tents need to be Berry Amendment compliant or is a waiver granted? What do the components include? Fabric, poles, pegs, guy ropes, frames, flooring?

22. A: The contractor provides some of the tents – Berry Amendment is not applicable.

Larger tents are provided by the contractor with smaller tents provided by the government.

The contractor is responsible for set up of all types.

23. Q: What is the typical exercise population of training soldiers?

23. A: It varies from as little as 5 to as many as 5500 personnel.

24. Q: How many average training exercises are there typically in one year, based on the past 10 years?

24. A: This contract is to support strictly “exercises”, it will support any unit coming to any of the listed training areas to train whether it is unit training or as part of an exercise.

Over the last three years, the current contract has been engaged almost daily in some capacity.

25. Q: Are there periods during the year when training stops (i.e. Christmas, Easter holidays) and if so, for how many days or weeks? If this occurs, is the contractor required to have staff available?

25. A: Services may be required any day of the year. See PWS paragraph 1.5.5, PWS paragraph 5.2.8, PWS paragraph 5.6.5.3 and PWS paragraph 5.7.2.1

26. Q: Does the Government provide diesel fuel to contractor vehicles when supporting exercises?

26 A: No, fuel is not provided for contractor vehicles.

27 Q: Understand that the food for the dining facilities is provided by the Government. Does the Government deliver the food to the dining facilities or is this the responsibility of the contractor? 27 A: A: Vendor responsibility if requested by the unit. In some cases, local units have their own organic trans to support, most will not. If contractor has responsibility, does the Government provide a vehicle/truck to transport the food? 27 A: No, vendor will need to provide trans asset if requested.

28. Q: PWS Section 4.3 Materials, page 20. Should the contractor include pricing for these items (soap, trash bags, toilet paper, paper towels, etc.) or assume the Government will approve the application letter to use GSA, other Government sources? 28 A: Yes, provide pricing. Also, the Pricing Sheet under Office Supplies lists these items also. Do the training units buy these items through the contract, or does the contractor provide these via a contract cost of through Government supply, such as GSA in the question above? 28 A: These are provided by the contractor via this contract and are ordered from the ELIN sheet per task orders.

29. Q: In Attachment 2, there is a Duration column. What should the contractor enter in this column or is this an error?

29. A: Do not enter anything in this column. This is a column for the individual task orders.

For example, a task order would have the number of days (e.g. 15) in that column, if applicable to that line item.

30. Q: In Attachment 2, the Cover Sheet is missing the links to the individual sheet totals.

The totals on the performance periods sheets (Cells G371) do not calculate correctly.

30. A: Please see the updated ELIN sheet included in this Amendment

31. Q: In Attachment 2, is the contractor allowed to change the currency symbols?

31. A: If bidding in US Dollar, you may change the ELIN sheet currency.

32. Q: Please confirm the contract can be bid in the Euro currency.

32. A: Yes, you may propose in Euro if you are a vendor other than a US vendor. US vendors are STRONGLY encouraged to NOT bid in Euro as this will cause pay issues should contract be awarded to your company. This is also noted in the solicitation.

33. Q: Page 12 of 65 of the conformed Solicitation, Clause 52.212-2 lists four Factors for evaluation. Does the Government want each of the four Factors in a separate document?

33. A:The Technical Factors have to be provided in one document and the Price Factor is on a separate documents.

34. Q:Page 14 of 65 of the conformed Solicitation, Factor 3. Please confirm that the submission requirement is ONLY the CAGE Code and no other data or information is required for Factor 3. If other information is required, please specify what must be submitted in Factor 3.

34. A: Only the Cage Code is sufficient

35. Q: Page 12 of 65 of the conformed Solicitation, Factor 1, Subfactor 1 requires the company to have 5 years of relevant experience within the 8 preceding years.

a. Does aggregate or cumulative experience within a task area qualify to meet the five years of experience? For example, if the bidder had two concurrent or overlapping projects each with 2.5 years of experience, which totaled 60 months, does this meet the Government's requirement?

b. Does the experience need to be continual over the 8 years to demonstrate a minimum of 5 years of experience?

35. A (a and b): As described in Clause 52.212-2, contractor’s total experience must show a minimum of five years of experience within the last eight years; at least one of the references must show performance of at least three years in length totaling at least $3,000,000.00 per year.
